The proposed committee will look into the grievances of the Armed Forces related to the remuneration being offered to them in the Sixth Pay Commission.It has decided to form 3-member committee headed by External Affairs Minister Pranab Mukherjee. The committee will also have Defence Minister AK Anthony and Finance Minister P Chidambaram as its members.
The decision was taken after PM was consulted in the US on the issue.
All pending issues of Army on pay hikes will be addressed and resolved latest by October end.
All service headquarters - Army, Navy and Air Force - will issue notification on Monday to hand out the revised payscale according to the Sixth Pay Commission.

It may be noted that the defense services persons, while putting across their grievances while quoting pay parities, they never mean any thing against the IAS officers, Para Military Services officers or any one else. Rather, they are happy to note that all these officers have been given their legitimate due for which they are fully satisfied.
2. It is needless to emphasize that the financial benefits to the defense persons definitely have to be kept in mind. This is emphatically important considering their service conditions and low retirement age. However, may they be officers or PBOR, their prestige, dignity and honor is rather that of more importance, which must not be compromised, destroyed, degraded and tarnished as has been done in the notified 6th Pay Commission Report. This statement is evident from the fact that the seniority and status of all the Govt. employees will be determined by the Grade Pay of all the officials in accordance with the 6th pay commission report.
3. Nevertheless, the three Chiefs of Defense Services have pointed out the Pay Parities with vivid disparities in the Gde. Pay of some of the defense officers of the rank of Lt. Cols., Lt. Gens. and equivalent ranks of all three services, especially in comparison to IAS Officers and Para Military Officers. It has been categorically pointed out by the three Chiefs of Defense Services, the proposed pay parities will have adverse effects during the joint operations.
4. With due apology, this is to point out that in addition to the above disparities, there are still number of more grave disparities in the cases of officers of the ranks of Majors, captains and Lieutenants, and equivalent ranks of all three services as well as trainees of these services.
5. You may kindly see that the pre-revised scales of pay of civil services officers falling in S-21, S-22, and S-23 and equivalent posts of officers of Para Military Forces were much less then the pay scale of Majors and equivalent ranks of all three services. Irrespective of this fact; in accordance with the 6th pa commission report notifications, the Civilian Officers of the categories mentioned ibid are given the Grade Pay of Rs. 7600/-, where as all officers of the rank of Majors and equivalent ranks of all three services have been given the Grade pay of Rs. 6600/- only. Further, the Chief Nursing Officers of Para Military Services, the Principals of schools, Education Officers, Assistant Directors and Managers, whose pre-revised scales were 10000-15200; all of them have now been given the Grade Pay of Rs. 7600/-, whereas, the officers of the rank of Majors and equivalent ranks of all three services, earlier drawing much higher pay scale than them, have been given the Grade pay of Rs. 6600/- only.
6. The degradation of Defense Services Officers does not end here itself. If you peruse the VI CPC report and notifications thereto. You will see that the ‘Vice Principal Grade I’ and Post Graduate Teacher Grade I of schools whose pre-revised scale was 8000-13200 are now given the Grade Pay of Rs. 6600/-, but in the case of the officers of the rank of Captains and equivalent ranks of all three services, whose pre-revised pay was much higher than the officials mentioned above are given Grade Pay of 6100/- only. Likewise, the pre-revised pay scale of the officers of the rank of Lieutenants and equivalent ranks of all three services was starting from Rs 8250/ which is more than the officials mentioned ibid, their Grade Pay is given just Rs. 5400/- only.
7. It is emphatically and forcefully verbalized that all the Pay Bands and Grade pay given to the Defense Officers should be made applicable to them after rendering the same period of service as that is applicable to the IAS Officers and Para Military Officers. There must not be any discrimination in this regard.
8. Further, it may be seen that when any officers or officials of Central or State Govt. join any service in any post, they start getting their full pay and allowances from the day they join the service. Their entire service is counted for increments, promotions and retirement from the first very day. They are paid their full pay and allowances and all other benefits of service during their training period, irrespective of duration of their training. Contrary to this, the Officers and PBOR of Defense services are paid just stipend only during the period of their initial training. Also, this period is not counted for giving increments, promotions and retirement. Such a big discrimination and injustice must not be done to the defense services personnel alone.
9. The 6th Pay Commission and the Govt. has very kindly recommended and accepted the prolonged and long standing/awaited demand of Military Service Pay (‘MSP’) of defense personnel. But, it is highly unjustified as to why the MSP should not be applicable w. e. f. the day, the 6th pay commission is effective. Were the soldiers not the part of defense forces and/or they have not been performing their duties from 1 Jan 2006 onward? If they are legitimate part of defense forces and have been performing their duties since 1 Jan 2006 and the 6th Pay commission is since effective from 1 Jan 2006, the MSP must be given to them w.e.f that very date and the arrears whatever may be due, should be paid accordingly.
10. Further, Military Service Pay is since the Pay, it is highly illogical not to consider it to calculate dearness allowance and increments on this pay. It may be noted that the Central Govt. has agreed to pay dearness allowance on the Transport Allowance. It is surprising to note that when the tpt. allowance is an allowance and not the pay, the dearness allowance is permitted on it, but the MSP is the Pay, yet, it is not considered for the purpose. Hence, the Govt. must reconsider its decision to pay dearness allowance on MSP as well as, it must be included to calculate increments w.e.f. 01 Jan 2006 please.
11. One Rank One-Pension issue has been long outstanding. This matter is most judicious and deserving since the service personnel including officers retire at a very early age and none of them finds any avenues for discharging their entire responsibilities and living after their retirement. They are totally dependent on their pension only.
12. At the time of implementation of pay commission report, there occurs a big disparity in the pension of present and previously retired ex-service persons retired from the same rank. The pension of presently retired person is fixed based on 50% of last 10 months average pay after rendering total period of service by him. In the case of persons retired before the implementation of pay commission report, their pension is re-fixed based on minimum of the new pay scale of the rank/post from which they retired, irrespective of any amount of period of service they had rendered before their retirement. The entire period of service they rendered before their retirement is completely ignored. Consequently, there becomes a wide gap of eligibility of pension between the present/future and previously retired persons, though in both cases, they retired or will retire from the same rank. This is absolutely in contravention to the Apex Court’s recent decision. Considering this fact as well as Apex court judgement, the authorities must bear in mind the rank and period of rendered service while re-fixing the pension of all persons who retired before implementation of pay commission report. In accordance with this analogy, the authorities must consider the pensionable pay of a serving person after the period of service that was rendered by a retired person for re-fixing his pension on implementation of any pay commission report. If pension is ever re-fixed against this principle, it will be contrary to the Apex Court judgement.
13. Previously, the defense service officers, who could not get selection grade rank of Lt. Col and equivalents rank; they used to get this rank after rendering 21 years of service. Such officers were denied rank pay of Lt. Col and their pension was fixed without including the rank pay of this rank. It is of utmost importance to note that presently, all officers of defense services attain the rank of time scale Lt. Col after rendering 13 years of service, and they are entitled full pension, considering their basic pay and rank pay. Further, after implementation of sixth pay commission report, they will get their full pension after including running pay of applicable “band pay, grade pay and MSP’. The previously retired officers since attain the rank in question after 21 years and present ones, get this rank after 13 years, there must not be any discrimination in the past and present officers of the rank of Lt. Col. while fixing/re-fixing the pension in either case.
14. The present minimum service required for officers to be eligible for pension is 20 years. The short service commissioned officers, who are asked to leave service after 10/14 years, are not eligible for pension. The pension for such officers should be considered, though it may not be full pension as is applicable for the officers who retire after rendering 20 years or more service. It can be commensurately less in comparison to minimum 20 years requirement. However, such short commissioned officers, who voluntarily seek retirement after stipulated period or before 20 years may not be considered for this purpose.
15. In view of the foregoing, a most sincere and earnest appeal is made to the Prime Minister, External Affairs minister, who is the Chairman of special review committee for the purpose, Defense Minister, Finance Minister and all other authorities to do justice to the Defense Officers and PBOR of all three services to look into the matter judiciously, restore their status and dignity and give them their due as suggested below:-
(a). In the cases of Lt. Generals, Lt. Colonels and PBOR, as taken up by the Chiefs of three Defense Services.
(b). In the case of the officers of the rank of Majors and equivalent ranks of all three services, the Grade pay of Rs. 7600/- be given.
(c). In the case of the officers of the rank of Captains and equivalent ranks of all three services, the Grade pay of Rs. 6600/- be given.
(d). In the case of the officers of the rank of Lieutenants and equivalent ranks of all three services, the Grade pay of Rs. 6100/- be given.
(e). Give full pay, allowances and Grade Pay to all the Officers and PBOR of Defense services during the period of their initial training as is being done in the case of other Central and State Govt. Officials.
(f). The Pay Bands and Grade pay given to the Defense Officers should be made applicable after rendering the same period of service as that is applicable to the IAS Officers and Para Military Officers. There must not be any discrimination in this regard.
(g). In accordance with Hon’ able Apex Court’s recent decision; the Govt. must bear in mind to ensure to fix the pension of officers previously retired or retiring hereafter in the same rank of Lt Col. may it be time scale or previous selection grade or any other same rank without any discrimination.
(h). The short service commissioned officers, who are asked to leave service after rendering 10/14 service years, be made eligible for pension, which may be commensurately less in comparison to 20 years.
(i). Considering the fact explained at Para 12 above as well as recent Apex Court judgement, the authorities must bear in mind the rank and period of rendered service while re-fixing the pension of all persons who retired before implementation of pay commission report. In accordance with this analogy, the authorities must consider total pensionable pay of a serving person after the period of service that was rendered by a retired person for re-fixing every retired person’s pension on implementation of any pay commission report.
17. If suggestions above are accepted, it is assured that it will have great impact to raise the morale of Defense Services Personnel and attract desired, rather better talents to join Military Services, thus huge vacancies of officers, existing since long, will be made up. This will prove to be in the best interest of the nation and national security.

All the armed forces personnel are keeping their fingers crossed about the likely outcome of the committee set up by the government. This time it should not be an eyewash. The evil designs of the bureaucrats are to be exposed by facts and figures by the top military leadership to the committee.

The armed forces have fallen from once a coveted position to this pitiable state. What was the status of the bureaucrats in the First Pay Commission and what is their status in the Sixth Pay Commission? What on ground has changed which required degradation of forces? Is there any civil service in this country which accepted down gradation since independence? Who decided that the forces should be made sub-ordinate to the bureaucracy and why?
IT IS WRONG TO SAY THAT THE ARMED FORCES ARE FIGHTING FOR PAY HIKE AS WRONGLY PROJECTED BY MEDIA AND THE BUREAUCRATS. THEY ARE ONLY ASKING FOR RESTORATION OF EARLIER STATUS WHICH WOULD AUTOMATICALLY KEEP THEM AT PAR WITH THEIR CIVILIAN COUNTERPARTS. THE PEOPLE OF INDIA SHOULD NOT GET A WRONG NOTION THAT THE FORCES ARE GREEDY AND ASKING FOR MORE PAY. THEY SHOULD BE GIVEN THE FACTS AND LET THE COUNTRY KNOW.
The armed forces are too late in reacting to the systematic suppressive attitude shown by the bureaucracy, pay commission after pay commission. Had the same resentment been shown in the earlier pay commissions, this pitiable stage would not have been reached. IT IS BETTER LATE THAN NEVER.
God only can save this country of ungrateful and selfish people who pushed the armed forces to this stage of begging for their rightful place. It is not the question of more pay or less pay but IT IS THE POWER HUNGRY ATTITUDE of bureaucrats who decide their own fate and also the fate of others in the name of "Govt". Who is the Govt? The bureacrats? Are they judges for their own cause who give judgement in their favour always and everytime?
The armed forces personnel should not only sacrifice their lives but also their pay for the sake of selfish and power hungry people and protect this country from self destruction. Jai Hind.
A question here? Why is MSA being paid to officers in no combat role? An arbitrary e.g. is of the CAPIO of the Airforce HQ. He is a non combatant, served all postings in peace station ... enjoys all perks of the forces and is still eligible for the MSA. I believe MSA should not be paid to officers in non combat roles. I definitely believe that MSA is OK for a Maj of an inf / cav battalion posted in Delhi but not to a non combatant who has been a babu always. He / she are just a babu in uniform who is in a non combat / operational role. What difference does MSA make between a inf Maj posted in Delhi for all the sweat and toil they get the same as these non combatant babus in uniform. Therefore would it not be prudent for officers posted in all command and service HQ’s not to get MSA.

The armed forces have been paid salary for September "ON OLD PAY SCALE" only. The salary has already been credited in individuals account. So it will be DARK DIWALI only.

Step motherly treatment to Paramilitary forces, who work under some very stressful situation(think about firing on your own to control the crowds as against enemy) and frequent movement from one trouble spot to another.
A Lt Col is not at all a full Col to be placed in PB4.
Service Hardship is amply compensated by Military Service Pay.Importance of work done by them or anyone doing it to the best of their capability can not be valued in monetary term. That can only reflect in the respect services earn from citizens.
All services including civil and military and paramilitary or any other organisation as teachers , doctors nurses have their rightful place in the society. Let us not try to become better by showing others in poor light.

There is no doubt that corruption has seeped into the armed forces. Please, it is restricted to about 15-20% personnel ( thanks to tips from the sp called elite IAS lobby). But the babus ....a survey done indicated that 86% babus are corrupt , inefficent and immoral . A DM in Jharkand touces the feet of Shri Shibur Soren? A Secreatry tells his minister sir " this decsison will be very good for your political future" ........dear so called elite babus......our average officer can take on any babu anytime anywhere .......

The simple fact was that from few examples one can not generalize as most of the arguments go.I don't know if 86% of civil officers are corrupt or if only 15-20 % of army officers are corrupt. Presuming that you are from army background, your word only confirms that corruption is as endemic in army as in any other organisation. But that is besides the point.There may be too many individual examples to point out. Like one Major faking enemy firing to get gallantry award, another one charged with sexual harassment and dismissed. These are rare examples and can not be taken as a trend pointer.
One is always prone to over estimate one's importance and IAS officers may not be immune to this but then so are Armed forces. The arm twisting of the effeminate Govt does them no credit.
As for MSD canteens or asking for cars etc, you know better.And maintaining Gardens, that is what you are good for?? Kargill was happening and Army was sleeping. How many men you lost before you could capture those points which were already under your so called control.
Such brick batting will not take anyone far.History is replete with examples of failed military dictatorship, so don't even dare to think of that .India will not and never become a military dictatorship under tinpot soldiers.

As reservation policy, I just pity your intelligence. There has been lot of for and against arguments and I am not going to tell you what is good or bad. As for schemes failing or India being not so developed, one can debate with equal ferocity without conclusion. So keep your energy for fighting enemy, which is your mandate.

All these have nothing to do with rationale of pay determination and party. Armed forces will always be under civilian command. Know that President of India is your Supreme Commander. That does tell you something about democracy. Elected Head of State controls all apparatus of the state including armed forces.Everyone submits to the will of the people.Don't write a story for yourself like that of Jia Ul Haq or Jia Ur Rahaman or Marcos.
It is a deliberate mis-information being spread that the pay scale of Lt Col was higher than that of Dir-IAS. The problem has arisen because Lt Cols are adding their rank pay while computing their pay scale of 5th CPC but they are not adding the MSP of Rs6000 while computing the pay of 6th CPC. Please see the table given at the end for details.

There is absolutely no dispute that our brothers in Army/Navy & IAF MUST get their due, which can be in the form of additional monetory increase beyond Rs6000 already given. Let the PBORs & Oficers deployed in Active/Terresist infested areas be given a higher MSP than those posted in peace areas. No body should grudge this increase. But the relative seniority between various ranks v/s civilian counterparts should not be disturbed. This 6th CPC has already done that, knowingly or un-knowingly. I wonder how those full cols will react now who are woring in the MOD at present under Dir level officers, both IAS & NON-IAS ? If a Lt Col is made equal to an IAS-Dir, then what will happen to several officers in MOD where Lt Cols are working much below Dir level Officers ??

anonymous at 8:23 pm is wrong.May b he would have joined after 4th pay commission.It is the 4th pay commission which introduced rank pay for the first time in armed forces.Pl verify for your self from the records that the new fixation of pay for armed forces officers was done by reducing the amount of rank pay given to them.This had split their basic in two parts namely basic(as in armed force) and rank pay.for this reason da is admisible on the basic plus rank pay .So if any one has any doubt about the locus standie of rank pay pl read the govt notification of fixation of new basic post 4th pay commission implementation
ReplyDeleteRank Pay for officers in the Armed Forces is considered as pay for all purposes according to MOD. Basic+Rank Pay= Actual Basic Pay for deciding the status of officers vis-a-vis their civilian counterparts.Rank Pay was introduced in the V pay commission for administrative convenience within the services. Therefore let there be no doubt in anybody's mind. Rank Pay is an integral part of Total Basic Pay of an officer. Therefore the status and pay of any armed forces officers will be decided by adding the Rank Pay to his pay scale.
ReplyDeleteThe Armed Forces HQ should post only Majors to MOD so that the status of Lt Col is not undermined by the MOD civilian officers as has been pointed out by the anonymous.
AS regards to MSP, it is an compensatory allowance for the conditions of service and hardships based by the service personnel. It is not to be added for deciding the status of the officers which has been clarified by the pay commission. MSP is an allowance akin to remote area allowance to civilians. Therefore we should not get confused with the Rank Pay of V Pay Commission and the MSP of VI pay commission. Both are totally different. It is prudent for the Service HQ to take up the case for renaming the MSP as Military Service Allowance (MSA)to avoid confusion.
And why Military officers posted in HQ or MOD or in Cantonment or in Non field postings get MSP?? Just for enjoying Babugiri in Uniform!!

Anonymous is anxious why the civilians are not getting MSP (Buttering Allowance as per him). Yes, the anonymous may be a 'Qualified Buttering Master' and certainly deserves "Buttering Allowance". Please take up a case immediately with the MOD to stop the allowance for the military personnel as they don't qualify to be buttering masters.

However, with reference to your comments about China and Pakistan occupying our land, pleae lay the blame at the feet of spineless politician and blunderers like the lat and unlamented Mr Krishna Menon who, without knowing what they were doing, condemned thousands of soldiers to death and defeat. For what ? Some hare-brained concept of "Hindi Chini bhai bhai" ?? Mister, study history before passing remarks that betray your ignorance. The Armed Forces cannot attack without Govt say-so and not an undisciplined rabble that they will stand against an elected Govt.
ReplyDeleteOne of you guys here asked this question: why should MSP be given to people posted in Delhi or non-combatant posts ? I'll give the following reasons:-
(a) Whenever he gets posted to a place like Delhi, it is only for a period of about two years. Immediately before and after this he will be in some God forsaken hell-hole, separated from his family and in constant danger and discomfort.
(b) In these two years, he will shift, on an average, two to three times within that city. For what ? A tiny hovel which none of you bright chaps would like to even visit. Why ? Because whenever a case is sent to MoD for more accommodation, it is wrapped up in red tape and smothered; ask me - it happens to be my job to send these cases. So there is never enough accommodation.
(c) When he is transfered out, he is not allowed to retain his accommodation for even the academic year. Whereas a bureaucrat retains a plush house in a posh location for bleeding eternity - irrespective of whether he is posted there or not
(d) Most of the 'good' schools refuse admission to his children - because their father was posted in at a time when the admissions were over.
(e) Because that poor joker is on duty 24x7. You want something done by a bureaucrat on a Saturday ? Are you out of your bloody mind ?!? DON'T even THINK about it;it's his day off, for God's sake. And this idiot is on call at any time of the day or night - he can't say "It's my day off".
So, people, imagine yourself in their shoes and THEN make comments.

USE OF GOVT GROUP D STAFF FOR THE PERSONAL JOBS AT HOME IS RAMPANT IN INDIA .It is done by babus, railway officials,officers of army and paramilitary and also police.the only exceptions are the services where the workforce is educated.Like Air force,Navy,Coast guard.Use of aGovt employee for house hold jobs should b shunned.The other misuse is that of the the official car which is often seen in Khan market carrying the families of govt officials.Having this pay commission given handsome transport allowance,any ideas how this meanace could be stopped
