Constitution & Terms Of Reference of Pay Commission

Government of India has announced constitution & terms of reference of the Sixth Central Pay Commission. In a notification issued by the Department of Expenditure, Ministry of Finance here today, the Commission will comprise of the following: -

  1. Chairman - Mr. Justice B.N. Srikrishna
  2. Member - Prof. Ravindra Dholakia
  3. Member - Shri J.S. Mathur
  4. Member-Secretary - Smt. Sushama Nath


The terms of reference of the Commission will be as follows: -

  • To examine the principles, the date of effect thereof, that should govern the structure of pay, allowances and other facilities / benefits, whether in cash or in kind, to the categories of employees consisting of : (i) Central government employees – industrial and non-industrial (ii) Personnel belonging to the All India Services (iii) Personnel belonging to the Armed Forces (iv) Personnel of the Union Territories (v) Officers and employees of the Indian Audit and Accounts Department; and (vi) Officers and employees of the regulatory bodies set up under Acts of Parliament.
  • To transform the Central Government Organisations into modern, professional and citizen-friendly entities that are dedicated to the service of the people.
  • To work out a comprehensive pay package for the categories of Central Government employees mentioned at (A) that is suitably linked to promoting efficiency, productivity and economy through rationalization of structures, organisations, systems and processes within the Government, with a view to leveraging economy, accountability, responsibility, transparency, assimilation of technology and discipline.
  • To harmonize the functioning of the Central Government Organisations with the demands of the emerging global economic scenario. This would also take in account, among other relevant factors, the totality of benefits available to the employees, need of rationalization and simplification thereof, the prevailing pay structure and retirement benefits available under the Central Public Sector Undertakings, the economic conditions in the country, the need to observe fiscal prudence in the management of the economy, the resources of the Central Government and the demands thereon on account of economic and social development, defence, national security and the global economic scenario, and the impact upon the finances of the States if the recommendations are adopted by the States.
  • To examine the principles which should govern the structure of pension, death-cum-retirement gratuity, family pension and other terminal or recurring benefits having financial implications to the present and former Central Government employees appointed before January 1, 2004.
  • To make recommendations with respect to the general principles, financial parameters and conditions which should govern payment of bonus and the desirability and feasibility of introducing Productivity Linked Incentive Scheme in place of the existing ad hoc bonus scheme in various Departments and to recommend specific formulae for determining the productivity index and other related parameters.
  • To examine desirability and the need to sanction any interim relief till the time the recommendations of the Commission are made and accepted by the Government.


The Commission will devise its own procedure and may appoint such Advisers, institutional consultants and experts, as it may consider necessary for any particular purpose. It may call for such information and take such evidence, as it may consider necessary. Ministries and Departments of the Government of India will furnish such information and documents and other assistance as may be required by the Commission. The Government of India trusts that State Governments, Service Associations and others concerned will extend to the Commission their fullest cooperation and assistance.


The Government of India have been considering for some time past the changes that have taken place in the structure of emoluments of Government employees over the years. Conditions have also changed in several respects since the last Pay Commission made its Report in 1997. The Commission will make its recommendations within 18 months of the date of its constitution. It may consider, if necessary, sending reports on any of the matters as and when the recommendations are finalized. The Commission will have its headquarters in Delhi.

  1. In Department of Posts one of the largest departments under Govt. of India directly serving the public of India with a vast network of 1.56 lakhs Post Offices. Inspector Posts is a backbone of the Deptt and mostly neglected cadre. The Income tax/Central Excise inspector have already got 6500-200-10000 scale while Inspector Posts has yet not got this scale. No cadre review has been made for Inspector Posts since last 20 years. It is humble request to honourable Pay Commission to consider reasonable hike in pay scale of Ins Posts at par with central Excise/Income tax/ASSISTANTS GRADE.

    respected sir,
    there is a need for revision and the gap between the officers and the jwans pay as both are equally qulaified and have bee recruited or selected due to the prevailing job situations in the governament. botha re equally qualified and does the job but the signing authority is given atmost previlages and a heavy pay where as the lower lot or the jawans are deprived of the facilities ( even the toilets are separate for the oficers and soldiers int he armed forces why??????????)the difference ithe pay sector should be brought to the bearest minumum and the rules should be brought into force according tot he human rights commisssion and a better understanding and working circumstances this matter nneeds emphasis as the soldiers are the safeguarders of our nation and their needs shouldnt be throown back

    its a right time to revise the pay structure of all central government employees including those come under University grants commission. all state governments are issuing the reveised pay scales to their employees once in five years, hence, it is suggested to make a policy to revise the pay scales once in five years. furhter, all the employees expecting the increase in pay scales will be more than 3 fold,as done earlier pay revision, based on the inflation rate. hope all the employees will be benefited soon with RPS. Further, it is suggested to increase the age of superannuation by 2 or 3 years.

    Respected Sir,

    We the civilian employees of Defence are getting very meagre salary, after putting 17 years of service, we do not reach in five figures and more ever we did not get any promotion inspite of putting 18 to 22 years. More surprising is this, people are retiring in their initial post of LDC (Lower division Clerk). Main reason behind it, no cadre review has been made since last 25 to 30 years. It is our humble request to kindly consider pay hike reasonablly so that employees may able to survive in this present world of dearness. It is also requested to direct to Ministry of Defence to set up cadre review for the employees of Record Offices Civilian employees,

    Sir,
    I am just narrating the view of millions who really wanted this to reach to you. In defence services, the PAYSCALE between Officers and Jawans has got a huge differences where as in case of Navy and Airforce cadre Jawans(Sailors and AIrmen) the qualifications are same. its the training which separates them . What i wanted to suggest for this pay commission is that;
    1. The basic pay of Sailors/Airmen/Jawans in three forces should be increased and should be up to a standard of Upper Middle Class status. (i.e. 15,000)

    In the present competitive scenario a government servant has to live within the means of whatever cash in hand he receives while the ones in the private as well as public sector can spend as well as save and have a bright future ahead due to attractive pay and perks whereas a government servant pay is meagre and only hand to mouth. To curb the corruption the best way is to increase the competency amongst all everyone should be treated at par and the promotion of all cadres should be on the performance basis.Give attractive packages including best medical benefits in the country to the government servants to encourage the competitiveness and discourage the corruption by deducting a percentage wise deduction from the salary of an individual and penalise such persons in the form of individual penalty.

  7. Central Government has upgraded the pay scale of Central Government Assistant from the existing Rs.5500-9000/- to Rs.65000-10500/- and the pay scale of SOs/PSs remains same as Rs.6500-10500 which may be looked into for the sake of SOs/PSs.

    ARMED FORCES HAVE MORE QUALIFIED MTECH OFFICERS AS COMPARED TO IES, DRDO. ORDNANACE FACTORIES ETC; FURTHER THE PROMOTIONS IN DRDO FOR EXAMPLE ARE FASTER SCIENTIST 'B' TO 'F' IN 15 TO 18 YEARS DEPENDING WHETHER U ARE OUTSTATNDING TO AVERAGE. CHECK IT UP ? ARMED FORCES PERSONNEL NEED A BETTER DEAL THAN BABUS ETC.. DUE FREQUENT TRANSFERS, RESTRICTED PRIVILEGES, JOB PROFILE , WORKING CONDITIONS AND LONGETIVITY...CHILDREN SUFFER DUE TO FREQUENT TRANSFERS,... PROMOTIONS OH MY GOD ALLAH SAVE? A COLONEL IN 18-20 YEARS AS COMPARED TO A SCIENTIST IN DRDO ??? SC' B' TO F IN LESS THAN 18 YEARS ///OH MY GOD. SC' F' IS EQUATED TO A BRIGADIER ,,,,, GOD SAVE...     TD MOVE BY AIR, STAY IN A LODGE... TRAVEL BY BUS.. THESE R THE STANDARDS OF A GR A OFFICER IN GOI? TA/DA RULES NEED RECOMMENDATIONS WHAT 10TH PAY COMISSION WOULD GIVE IN 2040 !IS SIXTH PAY COMISSION DOING SOMETHING ABOUT IT ???

    Dear Sir,
    I found from comments,
    1-No body has talked about country, society etc.
    2-Are any body knows about the situation of country.
    3-do you know after few years.. there will no pay commission... nothing in this country like JAPAN. Only will be there commited suisite....
    4-Please review the world bank comment... India will bankrupt soon.. Think the situation after that.
    5- No body has talked about our R&D. If it is not there, you do what ever no gain...
    6- Analyze the market price and your leving style (before and now). Are you expecting a better life and saving even you get 5 times of your basin... There will be a big NOOOOOOOOOOOOO... So, if govenment wants to give a better life to their employes. First take a review.. are the government employees' working properly... Again Big NOOOOOOOOOOOO... So, where government will get the money... Its better make everything privatisation without selling anybody... It means make professional to evey department. Generate money and run it... Almost all government departments are westing money without any production.....
    ASK PRIME MINISTER OR ANYBODY SITTING IN REAL BIG POST TO TELL ONCE TRUTH IN THEIR LIFE BY TELLING REALY WHAT IS THE FUTURE OF INDIA.
    DEFINITELY THEY WILL TELL CRISIS AND INSURGIENT.
    I DO NOT WANT TO COMMENT ANY MORE. LOOKING FORWARD TO SEE THE GOVERNEMENT ACTION TO INCREASE THE R&D IN INDIA, NOT ADVERTISEMENT....

    Sir'
    Absolutely there is a extreme necessety of the sixth pay commission now,I beng the sailor of the indian navy want to request you that just have a close look at our basic salary, and then estimate it very closely and conclude wether it is enough for my/our family/famlies, OR is it just not sufficient for my own living, in such a highly expensive cities like mumbai,kochi etc.
    Am sure the conclusion will be that if myself would live with only one scooter having best mileage, one cheapest telephone, having one child and wife am sure the salary will end in 20 days.

    Respected Sir,

    In Military and paramilitary there are several Jawans whose qualification is higher or equal to officer but due to poverty or related from village/rural area they jopin the forces in lower rank. There is need to create a seprate cader for promotion to such type cases or their seniority be maintained separtly to fixing their promotion quota separtly it will be helpful to them and boost up their morale to perform their duty with sincerly.
    If it is not possible financial incentive may be granted to them as per their qualification so that qualified men join the Military and Paramilitary forces .

    My father has taken Voluntary retirement, as he was civilian employee in defence, right now he is getting very less pension, as this pension is not sufficient for our family. As there is no promotion are give to civilian they retired in their intial post.We are 10 members and two are doing private job, Sir it’s my humble request to think something better for VR person also. I am very thankful to you.

    Respected Sir,
    there is a need for revision of pay in order to bridge the gap between the officers and lower ranked officers. Equal TA should be given to all the officer from Group "a" to Group "d". Cadre review should be given to all the educated group "d" officers. Duty of the all the group "d" should be laid down. Reasonable hike in the pay scale of group "d" officer should be included.

    The pay scale of sr section officers of accounts dept of Indian Rly is Rs 7450-Rs11500.This scale is gazetted in all dept except indian rly. Pl make this scale gazetted in this p.c.

    pension payment got to the pensioners especially jawan vrs is around Rs 2300/ pm, but whereas the officer ranks while in service is getting very good package in addition all facilities are drawn by them. Once they get retired still they are getting five figure pension. liquor quotta for a retired officer is 16 Bottles per month but for a jawan is only 04 bottles per month. Can you sir, ever expect a person drinking 16 bottles every month, instead I am in person witness that the Retired Officer sells more than half of his quotta. where as the jawan after retirement getting a job is very difficult even though he gets will be hard work. To relax he gets only four bottles per month so the jawan is forced to take liquor from the officer paying double or tripple the amount if required. In view of the above I humbly request your higness that pay revision for a jawan pensioner should be reviwed and reconsidred. Thanking you.

    Upto 4th pay commission there was option to switch over CPF to GPF pension scheme for Governement employees. In 5th pay Commission it was withdrawn. Reprensentations for various trade unions and individuals were sent to 6th pay commission authorities to to restore the above option. It is not known whether it is being considered. Can any body intimate this?

  19. Many adverse comments have been posted on this blog site wherein it has been contended that jawans are often more qualified and capable than officers. If that is the case what was stopping them from joining up as officers. All three services - the Army. The Navy and The Air Force offer fair and adequate opportunities for personal below officer rank to take tests and face the Services Selection Board to upgrade themselves to officer rank straight even from the lowest rank of sepoy, sailor or airman (without going up the ladder step by step). The selection procedure is extremely fair in these tests. In fact jawans, sailors and airmen are exhorted and encouraged to appear for these tests in view of the officer shortage in the Armed Forces. So why don't these "more qualified" people in the ranks take these opportunities instead of making these baseless and bitter comments?

    I am a Maharashtra State Govt employee due to retire on 31.12.2008. During the speech of the Hon. Prime Minister, he has not made it very clear in terms of superannuation terminal benefits such as gratuity etc. as I am in no way going to benefit by the pension scheme as I fall under the lumpsum scheme. Is there anyone who could say something on this aspect?

    I have been working as a jr clerk from the time I joined this Institution, According to the pay commisions I have never seen anything in it for clerks, Even the 12 year slab has not been given to us, So do we live as jr clerks till we retire, and suffer from the beggars pay that we get

    Sir,
    Kindly let me know whether there is any benefit package given to those who left the job between 15- 20 years of service. I am one of those who had to resign from the job after completing 17 and 1/2 years of service because of the family circumstances, though I had interest in continuing my service. I hope the pay commission recognizes services of persons like me and provides some benefits.

    why delay promotion in sepoy cadre if sepoy passed department LDC exam & he qualified for LDC Post ( minimum 12th pass requird but we b.com, m.com than other degree passed) so We all sepoy requested to you give fast promotion in sepoy
