How much increase do you expect?

How much should be the increase and what should be given?

As you are aware that Government has decided to setup the Sixth Pay Commission. Now you may be thinking about how much should be the increase in your wages or what will be the recommendations of the said commission? So let us have a comment of you that what do you think should be the minimum increase in the pay or what should new to be done by the commission for example should the transport allowance be linked with the index of cost of Petroleum products?

    All most all govt servants are recruited by competetion.They are if you like it or not the better among the lots at the time of recruitment..So they may deserve to be on par with top private companies on pay compensation to continue to be attractive..Their productivity and work culture however leaves much to be desired ,as it is today..As a model employer government might give 30%hike (cost to government) on the average across all salary scales with a liberal VRS scheme and retirement benefits.

    There is lot of hallo ballo about the constitution of the Sixth Pay Commission. As rightly pointed out by intelligentia group that officers of the Central Govt. are pathetically paid. Lower level people also deserve better treatment keeping in view that they should also be at par with the other organised sector. As for reduction in manpower as suggested by Fifth Pay Commission, there is considerable reduction in the staff position; at the time of implementation of Fifth Pay Commisson, the Central Staff accounted for more than 4 million staff which now stands around 3.3 million. Govt has also fixed norms that new appointment should be equal to one third of total number of vacancies on account of retirement, death etc.

    One small point will throw light on how pathetically the touring officers are compensated. A middle level officer less that Joint Secretary of Govt. of India is paid Rs.505/- per day if he stays in hotel in Delhi on tour. In Delhi, not even juggi will be available for rent of Rs.500/-. As for revision of travel allowances, it is NOT the question of revising the quantum. It should be made clear that periodical review is undertaken by a permanent mechanism for revision in such cases.

    most of the allowances are not paid as per market standards. for example HRA,TA,CCA and daily allowances in tour.these allowances must be changed every 2 years as per market prices.If a class I officer getting 2000 rupees as house rent in cities like bangalore , pune how he can manage to get accomondation in thet cost.

    A entry level computer engineer salary in ISRO of DRDO can not be more than Rs.18000 but entry level salary in MNCs are much more higher than this figure so if we want see developement in our scientific technical resarch progrems , profesional such as scientists, engineers in government must be paid decent salary and performance based incentives.at least 50% increase is needed from current level.

    There is no cadre restructuring for the Stenographers in Zonal railways for the last about fifteen years. Stenographers are the most neglected and suffering category in Zonal railways. Their pay scales should be revised after providing the cadre restructuring pending for the last fifteen years and make at par with other categories keeping in view the nature of duties and responsibilities they shoulder

    There is discriminating behaviour with the stenographers posted in zonal railways in India in comparison with the stenographers posted in Ministry of Railways office. Though the selection process is the same i.e., the stenographers selected by the Railway Recruitment Boards are posted in Ministry of Railways's office and also in zonal railways, out of the jointly selected stenographers, but the promotional avenues to the stenographers posted in Ministry of Railways office are much much better than the stenographers posted in zonal railways. Why there is discrimination with the stenographers posted in zonal indian railways ? Is this not a case of violation of fundamental rights ?

    It is not the quantumn of increase that is expected by the officials. Officials should be paid honoroubly to keep their head high and boost the image of the government and lead an independent life. He should be able to live in a decent place, taking care of his UNEMPLOYED wife, educate two children and take care of his old-age parents. This would be the desire almost in the mind of everybody. Govt. should not deprive of this to its employees and act as a rollmodel for the entire industry to follow suit. Govt. servant should not be put to shame by forcing him to take loans etc. to run his daytoday life and put him in an embarrassing position of not being able to run a peaceful family life. Afterall, the best are taken into the workforce thru competitive exams.

    In a city like Bangalore, A direct recruit Civil Service Officer of the Central government is paid:

    HRA of Rs.1800 per month. What sort of accomodation can he get?

    TA of Rs. 800, which is not enough for even bus charge to go to office. It was fixed when petrol price was less than Rs.19 per Litre. Now Petrol costs more than Rs.55 in the city.

    City allowance is Rs. 300.....!

    Who will come forward to serve the government under such pathetic conditions....?

    UPSC selection to the central civil service is considered to be the toughest recruitment in the world. The cream of the talent in the country only can get through it.They are supposed to be on duty 24 Hrs a day, and are liable to be transferred to any place any time. All Group A Officers should be provide, apart from a decent salary
    1)Rent free land and mobile phone connections
    2)Lap top computers
    3)Flight eligibility
    4)Instead of TA, reimbursement of cost ot Petrole charges of 40 Ltrs. as applicable in their city.
    5) Decent accommodation or HRA @ 50% of their basic pay.

    Some sugestions:
    Should there be any comparison/parity between pay scales and perquisites in Government and the public/private sector?

    Certainly yes. It is to be noted that, not too long ago, the salaries in the private sector was not as attractive as in the government sector. Many of the serving government employees have joined the govt. service when they were having other options also. They have chosen to serve the people of the country over other options.
    Secondly, the government servant also will have to live, bring up and educate his children among those who are employed in the private sector or well paid public sector companies. In the present scenario even a Group ‘A’ officer would not be able to afford to send his child who has obtained admission on merit basis, to an IIM or any other premier educational institute, which is sponsored or established by the Government itself (not to speak of private institutes) as the expenses thereof per year would be more than the employees total income, whereas people who were not able to make it to the Civil Services being less competent, and hence joined the public or private sector, would be able to afford quality education for their children inside or even outside the country.

    Is it possible to quantify all other benefits, excluding pay, derived by employees in Government and the public and private sectors from security of tenure, promotional avenues, retirement packages, housing and other invisibles? In view of these benefits, can there be any fair comparison between the salaries available in the government vis-à-vis the salaries in the private sector?

    While considering this aspect, it has to be noted that at present, as far as the other benefits such as, promotional avenues, housing, LTA, medical benefits, TA, Tuition fee for the children etc. are concerned also, the private sector, is much more attractive than the Government sector. Regarding Pensions, which was considered as one of the most attractive factor in the Government sector, it is to be noted that, for the new entrants to the service even the pension has been made contributory, resulting in an actual decrease of 10% in their net take home salary. Even their savings through the PF attracts 0.5% less interest rate, than in the Private sector. (And the government does it by incurring huge expenditure to provide for this higher rate of interest to the private sector employees). In fact there has been only a reduction in the facilities provided to the Govt. employees. Suspension of LTC is an example. Another example is the CGHS facility, where the Government employee’s facility to consult specialist doctors (on reference) at recognized private hospitals has been taken away. Now even senior officials will have to consult Govt. doctors at General Government hospitals, which facility is even otherwise available to all, irrespective of their being in the Govt. service and paying a contribution for CGHS. Another point to be considered is that the salary of the government employee is as such subject to laws and rules of Income Tax, whereas in the private sector, very conveniently they split the salaries in to components and reimbursements so as to avoid to the maximum level, the income tax.


    In order to ensure a fair comparison based on principles of equity and social justice, would it not also be appropriate to take into account the economic conditions of large sections of the community that are less privileged than Government employees and many of whom live below the poverty line?

    In fact the bureaucracy being well or adequately paid is in the interest and for the welfare of the large sections of the community, and promotes equity and social justice, for the following reasons:
    a) It is the Government machinery, which has to formulate and implement schemes and programs for the welfare and benefit of the larger community. Hence it is necessary that the Government machinery is manned with people with ability and quality, which cannot be attained if the working conditions are not attractive, especially so, in the ‘high pay’ era of private enterprises.
    b) Government sector provides and ensures employment opportunities for the talented among the under privileged sections of the society including SC/ST, OBC, physically handicapped, etc. The well-paid jobs in the private sector are accessible mainly to the convent / public school educated elite layer of the society. Moreover, there are no prescribed criteria for the recruitment in to the private sector employment. It is as per the wishes of the management. So Government sector is the only avenue available for the children of the poor ordinary man, to come up in life by their own efforts. If salaries in the Government are not made at par with that of the private sector, it only adds to widen the gap between the elite and the poor sections of the society.
    c) Being underpaid (as it is today) would only demoralize the public servant, which in turn would slow down the process of development of the country.
    d) An adequately paid civil service would be less or not corrupt, which again is more beneficial for the community.

    Salary structure in the Central and State Governments is broadly similar. The recommendations of the Pay Commission are likely to lead to similar demands from employees of State Governments, municipal bodies, panchayati raj institutions & autonomous institutions
    Their paying capacity is considerably limited. To what extent should this factor be considered in devising a reasonable remuneration package for Central Government employees?
    The central government service has always been and should always be above all other Government or local body services. People with much more competence only are able to get through the recruitment process in all levels of the central service, when compared to state or other such services. This difference will always reflect on the pay structure also. However more avenues may be provided for qualified employees with sufficient service, from such services for deputation (and absorption also) into Central services.
    Another point to be considered is that, unlike the state government and other employees, the central Govt. employees are liable to be transferred and posted at any where in the country. This causes them much difficulty financially and in other ways. The studies of their children are most affected, and for reasons related to that quiet often the employee will have to stay apart from family again causing much expenses as he has to provide means for two households, apart from personal difficulties and emotional issues.
    In fact the factor to be considered in devising a reasonable remuneration package for Central Government employees is the pay structure in public sector organizations including ONGC, Reserve Bank, Nationalized and public sector Banks, SEBI, the oil companies, Govt. owned air lines Etc. It is an undisputed fact that the selections to these organizations are much less tougher compared to selection by UPSC or SSC to the corresponding ranks. It is also true that a very high percentage of the officers of these organizations have chosen them on their failure to get through the civil service and other UPSC examinations. There is need to make at least the Group ‘A’ services, if not higher, at least at par with the pay and other emoluments provided by the best of such organizations. There is also need for providing a quota for deputation from the Government sector to higher positions in these organizations.

    How should we determine the salary to be paid to a Secretary in the Central Government? Please suggest an appropriate basic pay for a Secretary? Can appointment to this post be made on a contractual basis where salaries and tenure are linked to the performance in terms of achieving defined targets?
    While fixing the salaries of a Secretary in the Central Government who heads a department in the entire country, the salaries of the CEOs of the nations best performing five private sector companies and five public sector organizations may be looked into as a parameter. Appointment on contractual basis can also be considered. Instead of linking performance with salary, the system of monetary incentive may be implemented for encouraging better performance.


    What should be the reasonable ratio between the minimum and the maximum of a pay scale?

    In the private sector (especially in software, banking, Telecommunications, Insurance etc.) an employee gets promoted to the next position in about three years, whereas in the government the same takes many more years. This will definitely demoralize the presently serving employees, and would fail to attract the cream of talent to join also. A minimum and reasonable increment of 10% of Basic pay per year is to be provided in each scale of pay, defining also the number of years to be normally served in that scale on the expiry of which the employee will have to be, if not promoted to the next higher position, at least entitled to draw pay at the next higher scale. For example, for a Group ‘A’ officer the span of tenure to be served in the entry level should not be made more than Three years.

    Is there a case for a Unified Civil Service, merging therein all Central (both technical and non-technical) and All India Services, allowing vertical and horizontal movement ? Or should there be two distinct
    streams, one embracing all the technical services and the other for non-technical services?
    Unification of Civil Service, merging therein all Central (both technical and non-technical) and All India Services will definitely be in the better interests of the nation and the officers. However it should be also considered that there are certain areas and offices, which needs technically competent persons. In any case vertical and horizontal movement among the services for persons having requisite skill or experience will only strengthen the Government machinery as a whole, and help to attain more expertise to, and boost the morale of the employees. This system should be implemented, and extended to include the posts under state Governments also and be encouraged.

    Do you feel that the pattern of pay scales for all Group A Services should be redesignated so as to attract candidates of the requisite caliber? Keeping in view some of the compensation packages being offered to fresh professionals by the private sector, what emoluments would you suggest for an entrant to a Group-A Service in Government?

    My suggestion is that the latest mean average of the salaries offered to the pass outs of all IIMs should taken as the parameter by the Honourable commission while fixing the salary of entrants to group ‘A’ service. Apart from that all Group ‘A’ officials should be made entitled for:
    1. Reimbursement of cost of petrol (or any other fuel) at specified eligibility quantity, in lieu of payment of TA component in the salary. Even nationalized and public sector banks provide this to their officers (Most of the officers joining public sector banks are those who were not successful in the civil service exams). At the entry level the officer should be eligible for cost of 50 liters as applicable in the city of his posting.
    2. Air travel eligibility in economy class on official and LTC tour. Even nationalized and public sector banks provide this to their officers At present an officer posted in south will have to spend six days in train to attend a one day conference in Delhi.
    3. Rent free BSNL land and mobile phone and Internet connection. This is especially important as Group ‘A’ officers are supposed to be on duty round the clock.
    4. Lap top computers.
    5. Medical facilities. to include consultation in recognised private hospitals.
    6. Entitlement to stay in good quality hotels on tour. The condition is pathetic at present. Hotels can be specially recognized in each place for this purpose on concessional / contractual rates, like recognisation of CGHS approved hospitals in each city.
    7. At present like all other employees, Group ‘A’ officers also are entitled for LTC to hometown, with family, only once in two year block. Group ‘A’ officers are liable to be transferred to any place in India. Hence Group ‘A’ officers may be provided this facility once every year.
    8. The government needs to purchase/lease housing for Group ‘A’ officers.
    9. Other further incentives to match (to the minimum level at least) those provided by private sector. Some suggestions:
    a) Entertainment allowance.
    b) Facility to travel abroad to any one of the specified countries (as can be arranged as special packages each year in association with national air lines) or on any luxury train such as ‘Palace on Wheels’ in lieu of one ‘LTC to anywhere in India’ in the entire career subject to minimum specified years of service, and other conditions.


    Is there any need to revise the pay scales periodically especially when 100% neutralization for inflation is available in form of dearness allowance?
    Firstly 100% neutralization for inflation does not happen actually by way of dearness allowance. Secondly there are certain other components in the present salary structure like TA, CCA, to which DA is not applicable. Hence the present system of revising the scales once in ten years is not sufficient, nor justifiable. The scales should be revised once in every five years. Even nationalized and public sector banks follow this practice.

    Is City Compensatory Allowance a sufficient compensation for the problems of a large city? If DA and HRA provide full neutralization, do you think CCA should continue? Is there a need for changing the basis of classification of cities and the rates of CCA? If so, please suggest the revised basis and rates.

    CCA will have to be continued considering the higher cost of living in the cities. CCA at the highest rate today is Rs. 300/- only which provides an amount of less than Rs.10/- per day for a family in cities including Mumbai, Delhi, Bangalore etc. where the cost of living is very high compared to other towns and villages. The present rate which was fixed more than a decade ago is very much meager by all standard. The rate of CCA for different cities will have to be increased at least six fold of what it is today.
    There is definitely a need for changing the basis of classification of cities and the rates of CCA. City living cost is directly connected to factors including the general income of the residents, price of petroleum products in that city etc. A very good example is Bangalore, the Software capital of India, where very high salaries are paid to people in the software and related fields, which constitutes a large portion of the residents. Naturally the pay in other private sector areas also is on the higher side in that city. Apart from that, the price of petroleum products in the city is also among the highest in the country, resulting in a corresponding increase in the cost of living. But very recently only the Government increased CCA in that city to 300. Which also is not at all sufficient.
    It is also not correct to say that DA and HRA provide full neutralization. Again if Bangalore is taken as an example, the HRA provided for is only 15%. In fact the average actual house rent in that city is much higher than the average actual house rent in some other cities where HRA of 30% is paid. (Needless to say that HRA even at the rate of 30% of the present pay scales are not enough for a decent accommodation). A direct recruited officer of civil service (Group ‘A’ Basic pay starting at 8000) posted in Bangalore will get an HRA of Rs. 1800/- per month (15% of basic pay + DP) only, with which it is not possible even to get a one room accommodation with the least minimum facilities.


    What steps should be taken to ensure that scientists, doctors, engineers and other professionals with sophisticated education and skills are retained in their specialized fields in Government? Should they be appointed on contract with a higher status and initial pay, advance increments, better service conditions, etc.?
    Scientists, Doctors, Engineers, Advocates, Chartered Accountants, Company Secretaries, and other specified professionals wherever such professional qualifications with or without previous experience are prerequisite for applying for the post should be paid a special allowance similar to what is paid now to Doctors as Non Practicing Allowance. Otherwise it will be difficult to retain or attract talented professionals to Government service. Apart from that a one-time increment can be given to persons having such professional qualification at the time of their joining or on their acquiring such qualification, wherever such qualifications are useful in their discharging their duties.


    Should there be lateral movement from Government to non-Government jobs and vice versa? If so, in which sphere(s) and to what extent ?
    Permission to shifting to private sector in India or abroad with a lien in the serving cadre will help to attract more talented people and also to reduce work force. Grant of long leave for the same purpose (as now provided by Govt. of Kerala to it’s employees) also is good scheme. However, strict conditions will have to be implemented to prevent misuse of this facility. Shifting from private sector is possible now also. The same should not be permitted on temporary basis as it could be misused to infiltrate the Government sector by private companies to protect their interests.

    In the Group 'A' (Class 1) level, where the officials have to take important decisions, which directly affects the welfare of the general public, security, development, and financial growth of the nation, there is certainly a need to recruit the best available talent, as it has been all these days before and after independence. The civil service in India undoubtedly has been always very efficient even in spite of the government system as such being slow paced, due to the unnecessarily complicated procedure. The actual problem is with the system and procedure, and not with the competence of the officials. It can only be addressed by Administrative reforms. The recruitment by UPSC is known to be the toughest in the world, the training provided is the best and the efficiency of the officials, (especially in crisis management as been found on several occasions) superb. If the central civil service is to remain as efficient and as talented as it has always been, there is need to provide very good remuneration scheme and superb working condition. Even a 100% increase on cost to Government basis would not be at par with the private sector and would fail to attract the best talent. However considering all other aspects including the paying capacity of the Government and security of tenure etc. a 100% increase along with other facilities for Group ‘A’, officers can be justified as reasonable and appropriate.

    Happened to read all comments. It is for the Babus to press their case for revision. Here is some points which can be considered by all, from the social welfare angle:
    1) The government very recently had issued directions to all CBSC schools including private schools not to collect Fee from girl students who are the only surviving child of their parents. The reason is that parents prefer boy child and those who have only one girl child usually go for a boy child also. The Government has to set an example by itself, by providing special incentives to their own employees having only one girl child and undergos family planning surgery.
    2)There is need to encourage inter caste and inter religious marriages to strengthen national integration. Special incentives including special provisions in transfer policies, and preference for quarters etc. may be provided for such employees.

    The gross salry in the entry level of Group 'A' may be worked out on a cost to government basis at 6 Lakhs per annum. Otherwise average or below average candidates only will join.
    At the lower levels , 25 t0 30% increase on the present salary will be enough. There should be meticulous down sizing also at the lower levels.

    The best of all proposals is to make the cost to Govt. basis pay to Group 'A' at par with the avergae compensation recieved by an IIM pass out. 31st Dec. 2006 can be considered as a cut off date for this purpose. It is just and reasonable.

    The SPC may offer an increase in pay and perks which should not affect the financial health of the nation. One of the most challenging tasks of the SPC is to formulate recommendations for an outward facing and customer-focused administration capable of responding to the global challenges. If India needs to change her status from a ‘flawed’ democracy to a ‘near perfect’ democracy, some new concepts need to be introduced. Following are a few -

    • Bridge the gap between the government and non-governmental sectors by creation of a senior civil services group through fair open competition among people in the age group 40-55 who can serve till 65. Retired armed forces personnel and persons working in the corporate sectors shall get ample opportunity to join the national mainstream. The senior civil servants can be appointed at decision-making levels as well as district administrators.

    • Merge the All India Services with other group-A central services to eliminate feudalism and to cease the ongoing clash and conflict among various service groups.

    • Introduce the 360-degree reporting system to generate a sense of fellow feeling and togetherness among various classes of civil servants.

    • Curtail the tenure by raising the minimum age limit (for appointment to posts other than senior civil services) to 30 years with the usual retirement at 60. This will attract experienced and matured talents to civil services and give employment opportunity to more people.

    • The minimum qualification for all categories of employees holding group C, B or A civilian posts should be a graduation. They can be selected through a single competitive exam namely the combined civil services exam, appointed on merit vis-à-vis preference.

    • Skill of writing well in the exams at a younger age and climbing to the topmost position in the hierarchy should be delinked.

    • Bring all grades of civil and defence employees in one bracket by introducing a single running pay scale. A prototype of the pay scale: “b – (increment @ b/20 for 9 years) – 1.5 b (increment @1.5b/20 for 9 years) – 2.25b (increment @2.25b/20 for 9 years) – 3.375b (increment @3.375b/20 for 9 years) – 5.0625b (increment @5.0625b/20 for 9 years) – 7.59375b (fixed)”. Basic Index Pay ‘b’ is to be determined by the Pay Commission.

    . Automatic revision of pay scales is also possible through periodic fixation of Basic Index Pay. There is no need to set up a pay commission every time.

    • The ratio of the highest pay and the lowest pay must not exceed 8:1. If not the employees at least the members of their families need to be treated equally.

    • Every employee, civil or defence may be given the opportunity to jump to the next higher class after a maximum period of 10 years of service. This will address the problem of creating promotional avenues to every employee. The Assured Career Progression scheme that ensures financial upgradation after 12 years of service can be merged with the single running pay scale.

    • The pay of a Secretary to the Government of India should be a fixed sum, less than the salary of a Union Deputy Minister. Ministers enjoy people’s mandate but bureaucrats don’t.

    • Vertical and horizontal movements should be allowed at all levels to maintain the federalist character of India.

    • Withdraw all sorts of special grants, allowances, and other invisibles currently given only to a particular group of employees. Initial pay of armed forces personnel may be fixed at one point higher than their civilian counterparts to compensate their difficult nature of job away from home.

    • Reserve the term ‘Executive’ for the people’s representatives and persons holding constitutional posts. Let the bureaucrats realize that they are ‘servants’ and not ‘masters’ of the society.

    • All departmental exams should be abolished to give a fair treatment to the senior and to attract talents both from inside and outside.

    • Stop reservation in promotion at all levels.

    • Pay scale and one’s position/promotion should be delinked. Unity of command and control will exist though one’s position in the hierarchy and not through pay scales.

    • Impart compulsory professional training at the entry level to all groups of employees.

    • Withdraw secretarial assistance staff from officers below the rank of Directors. Make the entire bureaucracy computer savvy who can take care of their own affairs.

    • Within a period of five years reduce cadre strengths by 10% at all levels in the ministries/departments (excluding armed forces) where non-plan expenditure exceeds revenue generated. The surplus manpower may be diverted to the productive departments like revenue, taxation, posts, railways etc.
    • Build apartments in the proximity of the offices to ensure that accommodation is provided to every employee.

    • Scatter central government offices to other parts of India.

    • Curb spending on publicity and office expenses.

    • Head towards a paperless office.

    Dear Sir,
    I am G Gururaja, Scientist in CSIR Lab.
    The total salary drawn on the implementation of the 6th pay commission day will not be more than Rs 500 compared to the last pay drawn in the 5th pay commission. The Basic has to be fixed at 2.5 times that of the 5th pay commission basic to get this jump of Rs 500 in our salary.That means if the basic pay is Rs 10,000 in the 5th pay, then it should be fixed at Rs 25,000 minimum. Remember there will be no DA, AND no DP on the day of implementation of the 6th pay salary. I expect the CCA max at Rs 600, Transport charges max at Rs 1600.

    A Class-I Section Officer in the pay scale of 6500 earns a salary of 17000/- in total (from which he has to arrange for tax savings and gpf fund contribution also). And SPC must know that what are the housing prices in Delhi. Forget of luxury flats, even a normal two bedroom flat is above Rs.20,00,000 (forget of Delhi, it's the rate of NCR). You assume how pathetic is the situation that he can't even afford to take a homeloan. What the hell this Government is doing. Think about it.

    In view of the above, I suggest that a lowest Class-I Officer salary should be such that he can even afford a three bedroom flat (at least on loan) in NCR (if not in Delhi) which cost about Rs.30,00,000. Thus, his pay must be Rs.30,000 (so that he could takes a 25 year loan for 30,00,000 and pay monthly installment of Rs.30,000) plus his living expenses (i.e. Rs.10,000 at least). This means the lowest class-I officer should be paid at least 40,000 in total at present. Thus, a 150% increase is reasonable so that he could lead a decent life. And rather cutting the staff, the Government think about cutting the population growth. So, alarming is the situation of population in India that Indian Government must make it mandatory for all tv channels to broadcast a 1 minute population control ad on all channel every half and hour. And mind it, by cutting staff and by paying meagre salaries to their staff they are not going make the rest of the Indians wealthy.

    Is it possible to find a Government Employee who is not taking any handloans, Loans from the Finalcial Institutions, etc., for looking after their families. Hence, the Government must increase the salaries to the tune of taking into consideration the present day needs/requirements of the families of the Government Servants - especially in the case of Group-C & D employees. Otherwise there is no meaning in setting up the 6th Pay Commission. In the 5th Pay Commission, the Govt implemented the recommendations, hence each employee got the benefit to the tune of 4 days salary only but the Government reduced the Casual Leave to be availed by the employees from 12 days to 8 days. So hardly, no Govt employee benefitted. In such a way, the Govt reduced their burden indirectly. The Govt is now saying that it is very difficult to manage the burden of the Pay Commissions.

    Many hidden perquisites do exist for the Group-A officers whereas other groups of employees are really facing hardship due to meager salary and limited career progression. Hence, SPC should give more importance to the pay scales of Group-B, C & D employees. The eligibility criterion of length of service for assured career progression (ACP)scheme should be brought down from 12 years to 8 years. Also there should not be any restrictions in the number of financial upgradations to the ACP beneficiaries.

    As per the CG empl. Census 2001, just 27.87% of total strength are in the pay scale of 5500 and above. A employee at present in 5500 scale is gets Rs.14000/- in total. This means about 70+ employees are getting even less than Rs.15000/-. Isn't it amazing.

    i think the transport allowence given to the pracile & sevire hanpicap employ working in central goverment is same, even if the person is person orthopadic , visaul , deaf are same. as a sevire orthopadic hanicap pen is having problem in movement they are moving with help of special kind of vechiles car / taxi/ autoriksha/ escote who cantnot move with normal transport { from home/ residence to office , viac-versa } so the sevier orthopadic hanicap { who are more than 70%}should get more transoprt allowence from pracile handicap . the rate of ratio of transport / pertole should be changed time to time as rate in market are changing

    The gross salary of Group-A & B officers should increase by a maximum of 6.65% of their present gross salary as they constitute 6.65% of the total central govt. employees strength. On the other hand the grass salary of Group C & D employees should be increased by 93.35% of their present gross salary, reason being similar. Actual work is being done by the Group C & D employees where as other groups of employees are only white elephants.

    An increase in the pay scale of lower rung officials will mean attracting better talents to bureaucracy.

Govt and itz people have failed to bring this point to notice of public that the houses provided by them are pathetic in condition and ergonomics.Thanks to MES which sets it own out of world standards.     Govt employees are picked from the best talent available thru National competitive exams, however their living conditions have worsened over the years due to the opening up of the salary limits for private sectors. As prices for every thing has increased manyfold, even a class A officer in govt finds it very difficult to have a decent life.

    The pay commission should bring about parity in pay, (similar pay for similar job irrespective of the employer - public or private).

    As the number of employees in all departments have been reduced to 60 percent since last 8 years, it is the right time to improve the salaries of all the officers and staff. Govt should not waste time and money in creating accountability factors for the use of telephone, car etc, instead it should fix responsibilty for better performance (BASED ON COST - BENEFIT analysis of the activities performed by the dept). it will give better governance. The present DA, TA and other perks are negligible when compared to the actual cost. therefor govt, should fix standards and pay the actuals of room rent etc.

    It is ideal that the salaries of GOI babus should be incresed by at least 4 fold to meet the present day cost of living.

    In government sector, why always importance is given to Group-A only. Group-C should also be given due importance.

    There are so many people in Group-B & C who are talented and efficient, but paid poor when compared to Group-A people.

    A hike of minimum 4 fold in Group-B&C will help in retaining the talented and efficient, else, the government will be only having moderate performing staff.

    Likewise, performance & efficiency based increment will help everyone. For example, if a junior is performing well and getting good increments, the senior who is under-performing will be automatically compelled to improve his performance to retain the seniority.

    Moreover, coming to the tax point of view, government employee has to option but to pay the tax (deducted from source). But corporate have lot of loopholes to evade from taxes.

    To overcome this disparity, minimum 4 to 5 fold increase will do some justice to the government employees.

    If the sixth pay commission gives anything less than this, then we have to pity the POOR GOVERNMENT EMPLOYEES ? ? ? ? ? ? ? ?

    The tuition fee reimbursement given to government employees is Rs. 50/- per month for Classes 9th and 10th and Rs. 40/- per month from 1st class to 8th class. It is better not to abolish this tuition fee reimbursement than to give such a small amount. Even government schools charge more fee per month.

    The plight of stenographers of Postal Accounts Offices all over India is heartrendering. There is no properly defined channels of promotion/career growth for the stenographer's cadre. The Jr. Accountants (may be read as Upper Division clerks)erstwhile in the pay scale of 4000-6000 got upgraded to 4500-7000 after declaring Postal Accounts Offices as at par with Secretariat scale of pay. This was made only for the cadres of Jr. Accountants and Senior Accountants leaving the stenographers (entry in the scale of 4000-6000)and few other cadres in the dark. Perhaps this was on the judgement that stenographers do not fall under the Accounts fraternity in the PAOs. But it is extremely strange that stenographers used to work with the highest level officers in their respective circles. The highest level officers nature of work are wholly related to accounts, compiliation, analysis and what not. The stenographers are now even needs to work in MS excel as to fit themselves with the modern trends of technology. It is often seen that they do a lot of accounts related work/documentation and taking dictations of the officers in the language of accounts which is the heart and soul of Postal Accounts Office. But they are totally deprived of any benefits which are available to JAs and SAs. It is a pathetic condition and needs attention of the appropriate authorities so that justice is meted out to the cadre of stenographers. It is also to be mentioned that in the cadre of stenographers only what is aspiring is the ACP after 12 and 24 years nothing else. Prior to introduction of ACP it was seen that a stenographer worked in his respective circle without promotion for as long 30 years. Why didn't anybody see to it? The plight is heartrendering. Will anybody lend ears to the stenographers working in Postal Accounts Offices? Please Please........

    During the last 25 years, the staff strength were more whereas the work load was less. Due to ban in recruitment, the staff have been reduced as most of the officials are retired or expired but vacency have not been filled up. At present the work load has been increased considerably which are attended by available staff. The Pay of each officials need to be increased based on the MNC's pay option and increase should have been given after assessing the quality and performance based after every six months. The hike should not be less then one thousand. Now at present the management/professional graduate do not want to join Govt. sector because of low pay scales.     also this is not regarding a central govt employee, the state govt emplyees who get the same scales also need to be noted down.
    I read all the comments, and there is nothing mentioned about the staff members of the colleges. The development of india into a IT super power is mainly due to its education background.
    Although the teachers in a college are paid well , the support staff or you can call them non-taeching staff are paid pittiance.

    for e.g.
    and entry level teachers basic starts at 8000 Rs. and it goes up to 15200 as per his/her qualifications and experience.

    on an average an lecturer ( Degree ) with 5 or six years experience earns around 32000 per month.

    but take a look at the support staff.
    The staff are classified as

    Jr clerk & typist
    sr clerk
    head clerk
    superintendent
    registrar

    although the situation has changed, and every thing is computerised, the jr clerks are more qualified and educated and they just dont type
    some of their responsibilities incldue

    operating the ERP softwares
    using excel to a large extend
    preparing payroll
    income tax calculation
    dealing with students during admission, merit list application, merit list , attending telephone calls , enquiries, various proforma's , budgets and other statements required by the director of education and other governing bodies ( !!!!! Really speaking a college has to submit so may proforma's and statments it hardly gets time to do other activities )

    the profile may go on,

    and the worst part is, not a single person is provided any increment or promotion on the basis of his qualifications.

    for eg. a person who has completed just HSC and just does typign work, and the person who has M.com and does the payroll & taxation gets the same salary.

    add to this the IT knowledge a person needs to handle records of 8000 students and 400 staff members.

    but the govt pay's them very low.

    a jr clerk irrespective of his qualification starts with a basic of 3000 and his gross starting salary comes around 6000 Rs. per month.

    he gets an increment of 75 Rs. yes just 75 Rs. per year.

    a person with a service of 12 years gets a gross salary of around 10000.

    12 years experience in accounts, he may get around 60000 in a pvt. concern.

    ther is lack of classification of jobs and ther is no value for the efforts put in by an employee.

    how can you get qualified and talented people into the sector.

    for eg. i have six yrs of exp in payroll, have completed my M.com & M.Phil, handle the income tax queries at the office but i am still with the designation typist and i get around 8000 rs. pm as my salary , i am planning for a change and have attened a few interview and they are reay to pay around 30000 for a right candidate.

    look at the difference.

    its a simply bluff that officers in armed forces are disparetly awaiting for pay commission and will apply for discharge. in todays date how many officers have applied for discharge? compared to that in air force itself 29000 application for discharge pending. this is self explainatory about disperation. starting from fifth pay commission officers have increased their pay in many folds compared to men. even they got one initial rank abolished. in 2004-05 they have got their promotion rate just doubled it is benifitted more than pay commission all thease points must be taken into consideration because as a men in uniform i will only compare how much times my officer is getting hike with me.

    1.On tour to cities like Metros govt officials get Rs 500 as DA including hotel. Transport between his hotel to the office has to be borne from his own money.
    2.Senior officers are paid Rs 120 pm as newspaper expenses for which they have to produce bills and fill up a 2 page form eveytime they submit the bills for reimbeursement. Waste of time,enery and paper work for both the official as well as that of the office.
    3. Similar for phone bill reiembursement. Huge amount of paper work.
    4. Ridiculously low amounts of City Compenasatory allownace which is also taxable.
    5. HRAs are also ridiculosly low.
    6. In metros after travelling for hours together in public transport after spending the night in outdated govt quarters who is in the right mood to serve the nation.
    7. In many offices special orders are issued to get the approval of the highest authority for air travel even for high ranked officers who are eligible for air travel. These orders have not changed even after air fares in many area have gone below train fares.

    - School Tution fee reimbursement : Rs 40 per month
    ( The actuals are about 1000 for a decent school)

    - Daily allowance on tour 120 Rs/Day. Will not even suffice to get you two meals of the day.

    I agree that central government employees are paid very less. If the government wants good people to join (and work honestly and non-corruptly) it needs to either heavily revise its pay scales or adopt a policy of privatization wherever feasible e.g. health sector. Another very important factor in my opinion is that the government should also consider dearness allowance according to the city in which the employee resides and works. I am horrified when I think about the fact that monthly salaries of higher class employees in cities such as Mumbai are approximately equal to 2 square feet of carpet area of residential flats in decent areas. THE GOVERNMENT SHOULD WAKE UP!!!

    According to a recent release(for internal circulation) from CAG's office, sixth pay commission is in process of finalising the new pay scales. Expected increase in pay scales are little more than 3 times the present pay scales. For instance,the present scale of 8000-275-13500 will now be 27500-1500-57500.However, it is yet to be confirmed by the sixth pay commission.
    In any case, its a very heartening news for Govt employees.However there is nothing surprising about it, given the record of the previous pay commissions.(Previous pay commissions also increased salaries by approx 3 times the existing ones)

    In 1984, the Government of India (GOI) introduced concessions like “Special Duty Allowance” (SDA) and some other benefits with the purpose of attracting the services of competent Central Government Officers to serve in the North East (NE) States. The State Governments in the NE within a very short time of the introduction of the concessions by the GOI also extended this benefit to the All India Service Officers (IAS, IPS and IFS) in their States. Currently, all Central Government Officers posted in the NE with an all India transfer liability and IAS, IPS and IFS in the NE States enjoy these concessions. It is observed that during the course of the last two decades these concessions far from being a solution to the problem, have become part of the problem in the following ways:
    • The concessions perpetuate the myth that the North East is still an exotic land where one can possibly shoot tigers in one’s backyard. On the one hand the GOI talks about breaking the isolation of the NE States and bringing them into the mainstream; on the other hand it is precisely through these concessions that the GOI is sending out signals to the rest of the country that the NE is a “difficult” place and therefore, one needs to persuade government officials with a “missionary” attitude to accept a postings in the region through the grant of some special incentives. Even 50 years after independence there is the false impression that the NE is yet to be properly assimilated with the rest of the country – isn’t the GOI with these ill conceived policies probably thought up by self-serving officials not to blame for this impression still persisting in the first place?
    • The NE concessions have resulted in “suitcase” officers clamoring for postings to the Region. Obviously, the thought of sincerely serving in the region is the last thing on the minds of these officers. They, in fact, aggressively lobby for a posting to the NE after they have completed their tenure at another place as the officer is then entitled to retain his house/telephone at his last place of posting. These officers simply serve out their time in the NE, their entire preoccupation while they are in the NE being on planning the next official trip to Delhi (which in the case of many officers, is their last place of posting). This situation is true of practically every Central Government office in the NE and members of the AIS cadres.
    • Initially, the concessions were for Central Government officials only. However as mentioned earlier, in no time at all the cash strapped State Governments in the NE have extended it to the AIS officers of their States. The conditions of service of AIS officers are very different from that of Central Government officers. The former are on initial appointment allocated to a State (Cadre). Thus the AIS officer allocated one of the NE States as his cadre has no option in the matter but to serve in that State. This is not the case with Central Government officers who have choices/options of serving in other places in India other than the NE. While there may therefore, have been some justification in introducing the concessions for Central Government officers, where is the justification of AIS officers of the NE cadres enjoying the concessions? If the AIS officer has qualms about serving in the NE, he/she should either resign or opt for one of the Group ‘A’ services instead. The payment of SDA to AIS officials has also led to a farcical situation. For instance, a Naga IAS officer working in Nagaland (and who to boot, does not pay Income Tax) gets SDA. This tantamounts to rewarding him for a lifetime for the “pain” of serving in his own home State!
    • The NE concessions have also led to another piquant situation. There are enough officers from the NE in the Central Government establishments who are only too willing to serve in the NE even without the concessions. However, it is increasingly being noticed that these officers ( particularly junior officers) do not stand any chance of being posted in the NE as it is the well connected and influential officers belonging to other regions of the country who wangle a NE posting with the sole intention of availing the benefits of a NE posting.
    • In NE Central Government offices, the payment of SDA only to Group ‘A’ officers has caused heartburn among the other categories of employees. In recent times, the recruitments done through the Staff Selection Commissions (SSC) are no more on a regional basis. For instance, a Clerk recruited by the SSC (Southern Region) could be appointed to a Central Government office in Meghalaya. Presently, this Clerk is not eligible to be paid SDA. This tantamounts to double standards because for instance, a directly recruited IAS officer belonging to Meghalaya who is also allotted Meghalaya State as his home cadre is allowed to draw SDA on the plea that he is being posted to the NE from outside the NE Region (by virtue of his having gone for his training outside the NE!). The officer will continue to enjoy this benefit for his entire career.

    2. Thus, the NE concessions far from being a solution to the problem have become part of the problem itself and hence should be discontinued. This will ensure that officers genuinely interested in the NE come to serve in this region. A recent news article reported that the GOI was in fact thinking of providing further concessions for officials posted to the NE – as a person belonging to this region, I believe this is absolutely a misguided course of action which has already done more harm than good.
    3. As far as the SDA is concerned, perhaps the Pay Commission should think of replacing this with a “Dislocation Allowance” instead. The degree of hardship to a Tamilian officer (and his family) on being posted to the NE is no different than of a North East Officer being posted to Tamilnadu. It is therefore suggested that a “Dislocation Allowance” be introduced for all Central Government employees. This allowance will be calculated on the basis of the distance of employees place of posting from his declared hone town. This type of an allowance will also do away with the discrimination in the payment of SDA amongst different grades of employees which is the case at present. Central Government Employees then will not mind being posted to any place in India (which is not the case at present as every body wants to be accommodated in his/her “hometown”) as the person will be compensated for the hardship he is placed in by being posted away from his home state/town. This will also ensure more movement of officials across different regions of the country thereby promoting the concept of a one-nation.

    4. I hope my suggestion will be considered by the Hon’ble Commission.

    It is very unfortunate that technical employees who do not have feeder post remains stagnated in the same post even after 25 years of experience.For instance if you take a technical staff who is assisting research oriented projects in the engineering colleges,remains in the same post till his retirement.The university says they can join higher post whenever the vacancy arises in any other departmets by direct recruitment by attending the interview.It is to be noted that the ratio of availbility of the technical posts in the junior grade to senior grade is around 25:1,then how all technical staffs will find a chance for the higher post.It is also seriously to be looked into that is, a technical staff gained experience in a particular department has to apply for the higher post in the other departments.The experience gained in a particular department will not help in attending the interview for other departments.Also, even if selected for some other higher post,the experience gained in a particular department is not utilised by the university.This is really a disadvantage of the research activities in the university.The university is unable to solve this problem,because there is no feeder post existing in the particular department.So the pay commission should see that the technical staffs should be promoted at every stage of seven years or so irrespective of whether the feeder post is avilable or not.People at top level who really thinks the reserch work should be done with dedication which inturn gives good output,should consider for the feeder post to be given to the all technical staffs ,so that there will not be any stagnation in their carrier.This will bring them to work with dedication and this will be indeed boost the resech activities.

    Meritorious performance should be rewarded.
    A strict cut should be done in the number of employees with a reasonable handshake for those who want to leave. Unnecessary jobs should be done away with and job designing must be done to compensate for loss in numbers.
    Aim should be to create a lean, efficient and well paid bureaucracy and most of the jobs relating to public service delivery may be outsourced.

    I do not expect any substantial increase. According to the latest gossip, an official may get approx. Rs 1500/- increase pm at the most in gross salary. that too wef 1.1.07. A main attraction of pay commission i.e. arrears will be reduced by twelve months. out of arrears, 20-30 % will go towards income tax. effective increase will be only Rs. 1000/- only equivalent to the expenditure of one film show for a family of four in Multiplex. So happy viewing to all of the MONKEYS in govt. service.

    I would like to invite ur attention into an in justice/anomaly in the payscales of two section of employees.
    An candidate who had a qualification of three years diploma is eligible to join the govt.service as a junior engineer in the pay scale of 5000-8000.After that even if he is not lucky to get promoted,he will automatically get the pay scale of Asst.Engineer in the pay scale of Rs.6500/- on completion of 12 years as per ACP scheme.Like that after completion of 24 years service he will get the pay scale of Ex.Engineer(Rs.10,000/-)automatically.

    Now look into other related case.
    Somebody who had a 2 year diploma certificate of Draftsmanship from any ITI can got appointed as a Draftsman gr.III in the payscale of(Rs.4000/-).After completing 3 years service he can get promoted to Gr.II in the payscale of Rs.5000-8000, as equal to Jr.Engr.Then after 8 years service he get the next grade of Draftsman Gr.I in the scale of Rs.5500/-(if available).I would like to ask the pay commission what kind of joke is this? A gr.II Draftsman having an annual increment of Rs.150/- allready reaches the basic of Rs.5750/-after completing 8 years service(ie.3 yrs service in Gr.III and 5 years service in Gr.II).Then what is the purpose of giving him the scale of Rs.5500/-.Isn't it a cruel joke to an employee? This is also same in case of ACP scheme(Basic Rs.5000/- after 12 years and Basic of Rs.5500/-after 24 years)whereas a jr.Engineer having a qualification of one year extra gets the scale of Rs.10,000/- after 24 years.Look in to the anomally between Rs.5500/- and Rs.10,000/- after equal years (24 Yrs) of service among this two category of employees.So my request is that kindly abolish the scale of Rs.5500/- and upgrade it to Rs.6500/-for draftsman Gr.I.so that a Gr.II draftsman after completing 24 years of service will atleast get the sacle of Rs.6500/-. I think that You will consider this case favourably.I had given just a comparison,and have nothing against any post or employee.

  92. Govt has no hesitation in increasing salary of MPs. Salary of PSUs employees are increased after every 4-5 years. Salary of Govt employees are increased after a gap of 10 years and it takes more than that in implementing the same.

    most of the employees want to serve in the metros due to the fact that they get 30% HRA in the metros. whereas in other areas people are not interested to get posted as the HRA percentage is 7.5
    It would be ideal if same percentage of HRA is applicable throughout the country which may reduce the flow of staff to the metros. the same is adopted by West Bengal at a rate of 15% for all areas.

Important data bases are maintained and sensitive financial transactions are made everyday through computers and computer networks. very crucial decisions are taken related to the computer technology field. But it's a great surprise that there is no computer engineering Wing/cadre and the whole technical support is given by the postal staffs who have been given a name- System Administrator(SA). these SAs have learned a lot and undergone different computer courses mostly at their own cost and giving support to the department at their best, but they don't have any recognition or remuneration as their is no separate computer engineering wing. Even the crucial decisions and policy matters are finalised by the high level General administrators(bureaucrats NOT Technocrats) of the department where technical expertise(Technocrats) is highly required resulting undesirable policies and even incurring financial loses to the department and the country. The Pay comission must recommend for a new Computer Engineering wing for the Deptt. Of Posts(DOP), India and must consider the services provided by the System Administrators of DOP so that they can be accomodated into the proposed Computer Engineering wing on the basis of their experience and qualifications relevant to the Computer field, and they get a reasonable pay scale as is enjoyed by other engineering cadres along with fair scope for promotions. This recommendation will not only do fair justice to the current SAs but also the Computer systems and the related administration would be in proper hands resulting optimum utilisation of Govt. Money and controling the loses as mentioned earlier.

    Friends, it appears there is a lot of Hue & Cry of the Group A and B Officers in the Govt. sector. The posts and suggestions from many of the commentors are laudable and acceptable.

    But, don't you agree, the foundations such as Group C and D employees though more in number are the real work force in the Govt. sector. It is seen and found in many of the offices that the group C employees are burdened the most. The staff reduction is being done the most in case of Group C posts. There by increasing the volume of work to the Group C employees. Would it not be fair enough the improve upon the salaries of these employees in such a manner that they too would hold their head high and walk in the public.

    The TA & DA on tours vary from category to category in the Govt. services. I agree that the higher officers ought to have the better accommodation while on tour as per their status. But that does not mean the Group C and D employees on tour should spend their nights in dormitory or footpaths and further more eat junk food. Let there be a disparity in the mode of travel but not in DA, coz, they to need to eat well and live healthy.

    For an example, the DA with Hotel rates for Group C employees in A class cities is around Rs. 200. Please consider getting a decent hotel room and decent two time meal a day in A class city at this price. Also in this DA he gets while on tour has to spend for the local commutation. - Just imagine.

    Well Manisha this is a commendable job being done by you and do pass these messages to the commission for consideration.

    Not only Pay Commissions but all sorts of Commissions established to study and recommend measures for betterment of the bureaucracy should gradually eliminate the disparity lying within the system. For civilian employees, there should be only one category of employees selected through a single recruiting agency based on a common syllabus. Similar arrangements should be made for armed forces and technical posts too. The supporting staff like drivers, cleaners, peons, cooks, gardeners etc. should be outsourced. A unique ID number should be allotted to all those who join Govt service, based on their rank in the merit list; this will eliminate hassles in determining seniority in different departments/ministries. The pay scale at the initial grades should be same for all employees. If the initial pay scale of a staff nurse becomes equal to the initial pay scale of a doctor, then people will not look down upon any particular profession. This way, equally talented people will join govt. service at every sphere. Promotions should be based on performance and not as a matter of right.... all sorts of fringe benefits should be down away with but a better pay package should be offered.

    i think it is high time our govt thinks in terms of giving govt accomodation only where essential.it is a colonial legacy that evey Tom Dick and harry is provided with govt/alt accomodation.except for Essential personell,provsn of accomodation should be done away with. to compensate for this they can be given better pay scales like in the USA.
    the accomodation thus released can be sold in the open maket and govt instead will earn rather than spend.also extra expenditue will be curtailed.

    Always Scientists are developing new inventions but we fail to recognize them during their life time. Even to-day Master Degree / PhD - Specialists are being ignored in Govt & Public sectors. Only Generalists with just a Degree are able to get a better salary, higher promotions & positions. There should be a clear appreciation for the Specialists as being done in developed countries.

    Also, Executives who resigned from PSUs like NTPC, BHEL etc. are being re-inducted at higher grades violating Govt’s Reservation Policy & ditching the Executives continuously working in the organization. They are also insisting for increase in Retirement age, so that only a set of people will continuously stay in power and enjoy every benefit.

    Sixth pay commission should take note of it and regulate such irregularities.

    Attiration Rate in PSU like NTPC is become five times and others are just waiting for
    SPC report, if it is at par with Private Sector then OK otherwise a manpower crisis will
    be there in Such Navratna PSU . so SPC should implement its report before Jan 2008
    as already many are left and others are in queue.

    There is a depression among government servants, more particulary among engineering community whom they feel that those who are non corruptive and work hard,smart and sincere to prove themselves, there is no future.

    Will Governments of Union and the States implement a confidential and strict evaluation of its employees by a third party agency, (not by the higher officers of each of the employees) and promote the employees based on such evaluation before implementing the pay scales.

    Each employee may be asked to furnish his achievements which may be evaluated by the third party agency to check the self appraisel of the employee based on the available records. This will avoid partiality, nepotism etc..,

    Having worked in so many foriegn countries under different MNC managements, I do feel too bad on the favoritism still in vouge in India, in Govt. Sector.

    I agree that Govt. salaries should go up.I would, however, at the same time suggest it is high time we change the way we look at salaries in the Govt.

    Presently we are not looking at the cost to the Govt. but at the actual cash in hand. We are not including the value of big govt. houses in posh localities provided almost free of cost. We are also not including the value of vehicles with chauffer.We are not putting value on things like free servants and plenty of leaves.

    I agree that not all employees in the Govt. get all these facilities. Further, it is generally employees from Civil Services/Defence Services and not most of the Group A officers, who get these facilities. A distinction should, therefore, be made on the basis of facilities provided and value of perquisites, as mentioned above, must be added to arrive at the total cost to the Govt. I can assure you that you would find most of the officers from Civil Services / Defence Services are getting paid almost equal and even more than what a generally successful professional from a good institute would be earning.
    Further, what value shall we place on almost 100% job security and little accountability..limited to giving proper comments on the note-sheet.

    Public Sector pays better but it also involves more responsibility.In addition, the salaries are calculated on cost-to-the-company basis. Further, if a particular company is not doing well, not just the perks...even the job is not safe. So, we should look at the Govt. salaries in isolation and not in comparison to private or public sector. Nobody is under duress to join a Govt. job. If you are not happy with your salary and you fel you are better than those in the private and public sector.....you should leave the govt and make your career there.

    The Lesson: Let the salary be based on cost to the govt basis. Cash component should be arrived at after deducting the value of freebies as mentioned above. An employee should have a choice to avail facilities as mentioned above or to go for the cash.

    The Pay commission should increase the Pay scales by 3 to 3.5 times. Annual inrement should be 3.5% to 4% of the basic pay. Transport Allowance should be 10% of the basic Pay for all cities. CCA should 5 times the present levels. HRA should be 50%, 35% and 25% of basic pay depending upon city instead of present levels of 30%, 15% and 7.5%. The Govt should prepare a list of Govt/Charitable hospitals. Treatment from these hospitals whether indoor or outdoor should be free.( If required the Govt should pay the bill to the hospital directly. Employee should not first pay from his pocket and then claim reimbursement). All officers should get free mobile phones and laptops. If the officer desires, in lieu of transport allowance, officers in JAG and above grades should be provided vehicles for commuting between home and office. While on tour travel by air and stay in hotels should be allowed. Eligibility should be same as for officers of PSU's having Nav Ratna status. Productivity linked bonus should be given to all officers irrespective of scale.
    Deputations to private sector (even MNC's) should be allowed for maximum 3 years at a stretch. In entire service life maximum deputation to private sector should not be more than 6 years. Most of the posts such as posts of Joint secretary, Additional Secretary, Secretary in the ministries; Board level posts in PSU’s and corporations etc. presently occupied by IAS or other service officers should be open to officers of all cadres. Promotion opportunities should be same for officers of all cadres. Percentage of posts in various scales should be same for all cadres. An officer should be promoted to higher grade only when all the eligible officers of senior batches (irrespective of cadre ) have been promoted to that grade. This means that an officer of 1989 exam batch should be promoted to SAG only after all eligible officers of all services upto 1988 exam batch have been promoted to SAG.

    Bureaucrats are paid not to get rich nor to live below the poverty line!Blame this to the huge structure of bureaucrats manning the administration.Inorder to get decent and respectable pay,let us done away 50%of the bureaucrats by reducing the retirement age from the present 60 to 58 years.Drastically reduced the intake of new recruits too.Let there be hire and fire system and privitise most of the bureaucratic function.If the bureaucrat thinks that there is lack of talents in the country,think again!Therefore,make Government service lean,trim,efficient and effective.Only in this context,they will deserve hefty salary.Paid them in terms of lakhs and let them also slots like the private sector executives.Drastically cut down paid holidays and adopt 6 days working days format.Big difference will come when majority of the work force are young,energetic and talented.India is Shinning only because of the contribution of the private sector,not because of Babus.Common guys,come out from your bureaucratic mindset and make a difference.

    why there is so much emphasis about Group A Service?. The percentage of Group B, Group C and Group D officers are far more higher than Group A officers. It is these Officers who are really toiling very hard (without complaining) in the field and do ground work for the Group A Officers to decide. So they should also be given the same treatment, in fact better treatment than Group A Officers. At least the Group A Officers have the powers. What do the others have

    In his interview Hon'ble Justice Sri Krishna hinted about the performance linked incentives to the central government employees. At this point I think it is neither appropriate nor desirable to introduce such a thing. It will give chance to 'chamchagiri' and create a lot of heart burn. To my knowledge in one of the autonomous scientific organizations such a scheme called "Merit Promotion" was introduced but later withdrawn. I hope the Commission will not provide any loopholes for the employers (superiors) to use more powers at their whims and fancies. The CRs itself is a waste and if we introduce another angle to it, it will create even more problems.

    It is mere waste to think of sixth pay commission. Whatever commission comes, the commission agents of postal department namely IPOs get the best benefit more than even Group A officers. The Group C cadre is the only cadre which increases production and the benefits are enjoyed by the Inspector cadre of postal department. The Group A officers also do not have minimum knowledge of computers, rulings of the department but get away with the illegal advices of the inspectors who are ready to do any filthy thing for upgradation. Every time, the Group A officers thinking with mean mentality are degrading the lower cadre while upgrading the useless,waste cadre inspectors. Guys, please do not think anything about pay structure in the department, leave the department if possible otherwise try to adjust to the environment of mud.

    One must understand that government employees are paid as per the capacity of the society. Wages are just honourarium for a government servant. In addition to wages it is the authority to manage the socio econic affairs of society that a government servant has at his back.
    This day the government is constructing roads even by taking loans from ADB or World Bank. The common man has lost faith in the honesty of government employees. As on date a regular goverment employee is paid about 100% of the basic pay as DA and dearness pay plus house rent etc where as the same government departs do not pay even Rs. 100 per day to a daily wage employee. Such a wide discripency. The government on one side boasts of control on inflation and the other side pays about 12 % DA to employees every year. Should be pay for in efficiency to our employees. Since the revisions are constructed and processed by government employees they mis guide the politicians and obtain wage increases. And the common man pays for inefficiency in terms of indirect taxes on every thing including walking on foot on a road. No revision in pay is needed. rather DA should be frozen.
    Further the retirement age should not be increased. rather must be reduced for government employees since the retired government employees have much better social security than a person retiring from a private employment. This would give employment to many unemployed. The retired government servant still has retirement benefits to feed his stomach where as a common private workers has no such in flow. How funny government boasts of fixing a pension of Rs. 600 / pm for Sr. Citizens when on the hand the government employee with a basic salary of Rs. 20000 per month is considered so weak financially that he is given another Rs.25000 per month to nnutralise the affect of high cost of living ? I am sure the government employees will curse me, but it what my nation demand to day ?

    I am a Class I officer in one of the High Courts covered by Central pay scales.

    The pay scales offered to High Court employees by the State Governments are parthings because of the undisputed fact that the work load of High Court employees is double and sometimes triple in comparison with the State Government employees. However, whenever a proposal to increase the pay or allowances of a High Court employee is sent to State Government, concerned State Government does not sanction them and does not care for the justification given by the Chief Justice under Art.229. These unfortunate High Court employees are underpaid by the State Governments. The general overall opinion about State Employees is not good. Therefore, everybody opposes any increase to State employees. However, High Courts staff never indulge in unwanted activities as alleged against the State Government employees and suffer because of apathy of the State Governments. May be very few Chief Ministers would be in a position to appreciate this. The High Court employees are wedded to work by compulsion through their routine as well as the imperialim practiced in High Courts and underpaid too.

    Whenever cases are filed in High Courts for betterment and equality with other well-paid High Courts, like Delhi and Supreme Court, they are met with judicial inactivism, thereby denying them their rightful dues.

    It is my hope against hope that that the pay commission and the Government will recommend appropriate pay scales for the high court employees of Delhi and Supreme Court so that at least other High Courts' employees will start doing something about their predicament.

    There is so much of talk doing the rounds 'Why do Government Staff require extra or increased pay? ' But before you ask such a question. do you even know what the Government officers actually get as salary

    It should be publicised what is the salary of Government Staff to clear the mis-conception that they are paid too high.

    A new recruit IAS/IPS/IFS/ Central Group A Service officer gets Rs.8000/- + DA + CCA. ever wonder what that talent would have attracted in the private sector ? giving away Rs. 2400/- for rent in Class I cities like Mumbai, Delhi, Chennai etc what accomodation would he/she be getting and with the balance of salary would be able to afford for travel, clothing, food, children's educational expenses, medical expenses. Agreet it is a service and cant be made profitable but at the same time it should be equitable with the intellect that is recruited.

    Why would not corruption take place with so much of duties and responsibilities and authority.. and such a low salary.. one has to afford a cup of tea/coffer costing Rs. 5 for atleast 4-5 perons visiting him in the office.. which is working out to Rs. 25 per day and Rs. 625 a month with is almost equivalent to 8% of his salary..

    Let someone publish the actual take home salaries for the public to know

    why is it that the pay of MPs is also not decided by this pay panel had that been the case the pay panel would have come on time and would have given better parity. imagine what it would be like having atleast 25% of the telephone bill of what the MP or MLA gets.. :::::> I think that is something we have to see and guess man and the salary thats beyond mine. when they can justify that why the hell and who the hell is some one who questions that govt officers who go through compititive exams and are cream of the nation are not to be paid at par with them. also the imagine the kind of people who go and sit there in parliament I cant comment on that as I will spoil my country's image myself.     Hi Everyone,

    I am an Oil PSU Executive. Well We are expecting atleast gross salary of Rs. 12 lakhs a year for the junior most officer grade. Well certain benefits are already given to us. just for the information to all

    Children education allownace has been increased from Rs. 200 to RS. 1000/- per month

    Mobile phone facility has been extended to all the officers with Rs. 1200/- per month

    Computer advance facility is already existing. This is the real benefit to us, just to explain you, our company gives us Rs. 50000/- as advance and deducts Rs. 200/- per month for 4 years and then the computer is yours !!!!! Apart from it company gives Rs. 17000/- per year as PC Maintenance Allowance !!!! Isn't it kool !!!!

    Well we are expecting similar facility for CAR as well, where company will give the cost of vehicle say Rs. 5,00,000/- deduct say Rs. 500/- per month and then after 4 years the CAR is ours !!! and that too with a CAR Maintenance Allowance of say 25000/- per year !!!!!

    Well despite of all these good schemes, we are still paid poorely compare to our counterparts in private / multi national, it is my assumption that we are paid about half the salaries compare to our private counterparts but we are working as good as private guys and many a times even better than them !!!!

    We oil PSU executives surely don't have any grudge against any one including the govt. and we were given upper hand in almost all the pay fixation and this time also we will set the benchmarking for everyone !!!

  141. Government should not extend the age for retirement. There should be transparancy in the salary. Benefits like Medical Allowance should add in the monthly salary instead of medical claim system. Present Medi Claim Facility make Employees get involved in corruption activities. They go for medical claim and always present fraud bills. Why does Govt. make them to do this kind of activities. Govt. should learn from Private Companies. Why govt. want to keep its employees involved in corrupt activities. Keep their pocket full and give them a lot of work. Dont let them think beyond their work area.

    Our politicians are hell bent to prove that govt. sector is most inefficient, corrupt and unmanageable by not providing administrative freedom, spare parts, training and demoralising staff and officers. By doing so they want to show that govt. sector like Railways and ports should be sold out to private sector. (I would like to ask to them, If Private sector is the most inefficient then how SBI was awarded most prefferd home loan provider?)
    So Govt. will always under pay and try to harass, exploit employee.
    We will never be able to lead a decent life.
    Thus i conclude by predicting a meager Rs 500/- increase in take home pay for a group C Staff.
    Sorry to disappoint everyone out there.

    One of my Group-A colleague with a refined sense of humour narrated the following:-

    20 Years back, as a young Group-A officer, I used to discard my vest (banian) whenever it developed holes and socks whenever it became shapeless.

    Today, as a senior middle level Gr-A officer, I continue to use (RAGADO) my vest till it becomes a rag and socks till my toes start jutting out. So, with increase in pay and rise in level in hierarchy, the plight seems to have moved southwards.

    HIs qualifications include degrees from the finest institutions in India (IIT,IIM).

    I am sure more or less similar is the plight of other Group-A officers at various levels.

    So Jai Hind bhaiyon, ab sirf itni tamanna hai ki Chaddi kharidne ke layek tankhwah milti rahe, izzat bachee rahegi!

    At the present scenarion we r getting nearly about 2.25-2.50% of basic. I must say that the gap between a supporting staff and class I officers is nearly about 18-20 times of pay. I must say that in case of posts created due to death casualities the beneficiaries who get the job must not get the pension at the same time.

    If the pay is low, there are several reasons - low performance, low accountability and high corruption. I'm a Gr.B officer in the (infamous) Central Excise and Customs Dept. and my personal experience is that on an average almost 90% of employees in the service - from Gr.A to Gr.D, are corrupt i.e. they have accepted some kind of illegal monetary or other gratification at some points of their service life, influencing their working or affecting revenue collection. What is most worrisome are the attitude of the new IRS officers. In a recent batch of IRS officers only two among the 24 or so new recruits posted in my area has any sort of integrity. A few of them in fact openly cite the high investment they had to do in order to make to this grade, to justify their actions. Direct recruit Inspectors are no better with 99% of them resorting to corruption within 5 years of their joining.

    The second problem is the lack of performance. It is well known that in the govt. sector, the person who works better is made to work more. Ultimately this results in some people getting away without doing any work while others are over burdened. This is mostly the problem in the cadres of Group B and below. Among the Group A officers this problem exists, albeit in a different manner because it does not affect the fellow Gr. A officers but those below him/her. It is said that Gr.A officers get salary for taking decisions because they are not supposed to work in the field level. Often many officers actually shy away from taking decisions - either by dilatory tactics or by making the junior officers put up proposals and only countersigning the same. In case of trouble I have seen many Gr.A officers escape responsibility saying that the lower rank officer misled them. Giving verbal directions to lower level officers and juniors is another way of shrugging off responsibility. Some of them take particular exception if a lower ranking officer subsequently try to get a written order. Gradually this adversely affects the sincere workers, who get the impression that they are being penalized for working hard, particularly since there is no effective carrot and stick policy for good/bad work.

    As always, the level of accountability in a govt.organization is much less for all grades of officers compared to their private counterpart. The ACRs have ceased to be an effective instrument, except perhaps at the Gr.A level where it is often used for vindictive purposes.

    All these issues prevent a govt. dept from performing at its optimum level. More officers are required to do the job which could have been done with much less. The lack of performance means delay in fulfilling the targets and the sincere workers getting dejected due to work pressure and lack of any effective system of accountability, rewarding a good performance and penalizing bad performance.

    Similarly, although internally everyone knows who is an honest officer and who is not, there is no effective mechanism to give boost to honesty and punish the corrupt. The present system of passive vigilance administration has lost its edge due to its misuse or inertness. The overall depressing scenario and all pervading corruption has led to many once-honest officers resorting to corruption after working many years of service with integrity.

    Thus, it is not only the pay structure that is needed to be improved. Nor will a sole emphasis on pay boost the performance in the government sector. Instead of a pay commission, there is need to set up a Government Services Reforms Commission to investigate and address the core problems and find a long term solution and the pay related issues could be one of the terms of reference of such a Commission.

  159. salary of all govt.employees must increase by minimum of 50 %,but salary for TEACHERS must increase by 50-60%,as they ae the main NATION BUILDERS,they really give them education,but only 12,000 p.m is given to them,whereas a 12th pass student gets 15,000 p.m in any bpo or mnc today.salary for PRIMARY TEACHERS are higher in foreign countries than INDIA.so all things must be considered and above all it will help TEACHERS TO WORK HARD AND THEY DONT LEAVE THE JOB AND GO FOR PRIVATE JOB.

If continue the same salary in few years inefficent students only will apply applications for GOVT job (Because they wont get job in Private sector. Just think, is it possible to shape up society with out talanted students.

    The Pay Commission should think of introducing “Dislocation Allowance”. It is therefore suggested that a “Dislocation Allowance” be introduced for all Central Government employees. This allowance will be calculated on the basis of the distance of employees place of posting from his declared hone town. This type of an allowance will also do away with the discrimination in the payment of SDA amongst different grades of employees which is the case at present. Central Government Employees then will not mind being posted to any place in India (which is not the case at present as every body wants to be accommodated in his/her “hometown”) as the person will be compensated for the hardship he is placed in by being posted away from his home state/town. This will also ensure more movement of officials across different regions of the country thereby promoting the concept of a one-nation.

    I think highly skilled professionals like scientists, doctors, army officers desrve special pay in the form of additional allowance of about 30 percent and doctors NPA at 50 percent and those working in difficult areas need to be encouraged by special incentives of about 30 percent. Working freedom for scientists should be given and biasness based on regionalsim, caste, religion, language is spoil scientific temper in India. Hence fair assessment through written examinations and use of modern techniques to evaluate the performance should be used. The assesors should not know whom he/the group is assesing.

    When the pay commission comes the government servants who are working for the government outside India on Diplomatic posting are hardly benifitted as they are not entitled to any emoluments like DA, HRA,CONVEYANCE,CCA Allowances..the rise is just in basic which amounts to hardly few dollars....they are the same candidates who have cleared the UPSC and are in foreign service...what they get is a fixed foreign allowance which is governed by the UN index...i would suggest the pay commission to give them other benifits like conveance allowance, DA from time to time apart from the Foreign allowance fixed by UN index mechanism. This will make them at par with their counterparts in India....Living in a foreign land is more of a difficult place to work than in your own country where you have to maintain certain amount of decorum to keep the reputation of your country....INDIA

Asst. post. The minimum qualification for Lab Asst. is 10th pass. I am appointed as Programmer in the Lab. asst. cadre. What a great Cheating by the Govt. Our Association has sent request for the change of Pay Scale. But no response becuase we are few persons. So they didn't bather about our request. Now what should i do? Please give some idea.

    Though the pay commission recommendation is not comparable to the IT industry/Private Banking, it is much better than other private companies. These IT and banking have grown recently based on the business from outside the country. This is a short term gain. If IT companies also do business with all the benefits removed from govt, then can also pay similar to other private companies. Only Top brass will get better in other private companies. The worst effected persons who still work for the privatized PSUs where there the pay is literally freezed for last 5 years with a small fixed increase per year which is less than 5%. If one adds the inflation to their original PSU pay (before pay commission) it is much higher than what they get today. They are also IT firm. In lot of IT firms doing domestic business, the pay is lesser than govt pay as their margins are low. So one should not always compare the top IT and banking companies for regular government staff. Also note a non-it person in any IT firm are paid less than an equivalent person in government. IAS/IPS/Scientists should always be treated better.

    The increase in salaries as per sixth pay commission in respect of Group-B, Group-C and group-D staff is just 10 to 20 per cent, whereas for Group-A, the raise is between 30 to 40 per cent. Same case is in respect of pensioners. The pensioners of Group-B, C & D i.e. upto the pension of Rs. 7,000 is very less, whereas for pensioners in group-A is much more.

    the staff upto group-B and pensioners upto the pension of Rs. 8,000 should additionally given 20 percent weightage of 25% percent for fixation of their pays.

  174. Pay goes up and cost of living goes up also. So standard of living does not go up significantly. The officials at lower and middle stage cannot improve their standard as the pay-packet does not allow it. It is enough to maintain life for survival.

    A terrible cost is paid for even this type of life. Almost 17-18 years of stagnation at same post before getting first promotion is the torture inflicted on the personality is biggest cruelty. It does not get compensated. A smart person joining govt. service 18 years back through SSC or UPSC competition at a Group'B' non-gazetted post is left a pale shadow of self. The Government cannot, ever, be a model employer. It, surely, does not expect to retain better people who would give best performance every passing day. Nobody understands this.

    What I expect is just what the pay commission promised 40%. As per my calculation an officer joiningon 1 Jan 2006 in the scale of Rs 800-13500 should get his salary fixed at Rs 24000 as on 1 jan 2006. That would be reasonable and on par with 5th Pay Commission.

    The pay scales now provided for Group"C" posts is comparatively very low especially in respect of UDC's and Headclerks serving in All India Radio & Doordarshan. Atleast pay equivalent to the pay structure of Civil Accounts Service now provided in old scales may be provided with a reasonable one step above scales to UDC, Headclerk/Accountant/Assistants. The works dealing by each LDC/UDC/Accountant/Head Clerk is now twice as that comparable with other Deptts.Hence Two/three steps above the scales in old pay may be increased and corresponding new scle to that m ay be provided.

    Army 'Y' Gp Soldiers are getting 3050 as basic Pay and after two ACPs they are entitled the pay Scale of 3625 as Basic Pay. However other Centrl Govt employees in the Pay scale of 3050 are getting Rs.5000/- as basic Pay after two ACPs. This anomolies to be removed in the Sixth Pay Commission.

    Sixth Central Pay Commission in its report has not examined the pathetic condition of the Central Govt employees and has given some recommendations which have been recommended without any proper thought. For example the ACP has been proposed to be scraped. Does the Pay Commission want that an employee recruited in a post need not be promoted throughout his entire service. Probably the Chairman and Members of the Pay Commission and their advisors cannot think of a situation that in Central Govt lakhs of employees do not get a single promotion and there are others few lakh who get only one promotion. After implementation of the Fifth Pay Commission recommondations employees were getting at least two promotions through ACP. Another such recommendation is abolition of CCA. A low paid employee knows how difficult is to servive in large cities in comparison to small towns. Probably the Chairman and Members of the Commission get everything free in Delhi (they being big guns) and feel that there is no need for CCA. Interestingly no supporting data has been mentioned in support of the recommendation of abolition of CCA. The recommendation of recommending MSP to Service officers over and above the pay package of their civilian counterparts is also not well thought of recommendation. A Service officer is only 12 pass and whatever qualification or expetise he acquires is at the cost of public funds while in service. Civilian Officers compete in the most difficult competitive examination yet being recommended lesser pay package. As regards they having higher risk to life it may be pertinent to mention that now-a-days the whole world is sitting on bombs and nobody is completely safe. Govt offices are also prone to security risk of a high order. The recommendations regarding reduction of commutation value of pension, reduction in the amount of annual increment, reduction in the percentage of DA etc. are some other recommendations which have been recommended without proper thought to the pros and cons of the problems attached to these issues.

    If the present trend continues India will face sub time prime crisis. Inflation is more than 11.50%. The Government should control Inflation or put money into people's pocket to meet inflation. Government is going to do neither. Public Sector Banks, companies, State Government will follow sixth pay commission. There will not be much hike to the people working in this Sectors. In Private Sector except software, BPOs and top level management salary is poor. So they will also not have good money. Many people who have taken housing loans on floating rate already feeling the pinch. Their EMIs have gone up from Rs.2000/- p.m. to nowhere. In 2004 this Govt. opened real estate investment to FIIS on repatriation basis. Their rush of investment taken the real estate prices to unrealistic levels. Our people have taken loans from Housing finance instiutions and Banks and bought houses/flats at exhorbitant rates. Now the inflation catching up people will have shell money for meeting basic needs and transportation. Housing budgets have gone criss cross. Real estate started shaking. What this govt. has done. Asked the SEBI to relax mutual fund regulations. Now mutual funds are allowed to invest in real estates with the hopes the demand and price level to sustain. In the Govt. doesn't control inflation people last priority will be repayment of housing loans. Or the Government should put money into people's pocket. If neither of these not done take it from me INDIA WILL HAVE SUB PRIME CRISIS VERY SOON.
    Some Idiots suggested that giving money to govt. employees will increase inflation. Well, don't give the money. But control inflation. If you are unable to control inflation, then put money into people's pocket to meet inflation. Otherwise it is envitable we will have Sub prime crisis

  183. LATEST NEWS REGARDING PAY COMMISSION
    The empowered committee to look into the sixth pay commission recommendations has recommended an additional pay of 15 percent for the armed and paramilitary forces in addition to the pay scales recommended by the pay commission in its initial report. The committee has also suggested for an increase in all the basic pay scales and grade pay recommended by the pay commission. Highlights of the suggestion is an increase for the annual increment from 2.5 percent to 4 percent. One of the draw back in the suggestion is regarding the implementation of the pay revision with effect from 1.1.2007 instead of 1.1.2006. This means that Government Officials will be losing a full year arrears if implemented.
    The Committee suggested two modification
    (1) The total number of Grades be reduced to 15 spread across 10 distinct running pay band.
    (2) The Annual Increment for all group to be paid at the rate of four percent of the total pay in the pay band and the corresponding grade pay.

    The Government is worried over the inflation. Ex RBI Governor has said putting money into hands of Govt. employees will further increase inflation. What the Govt. should do to contain inflation. During last year more corporates like Reliance, more (Aditya Birla Group) Big Bazaar in addition to Subhiksha, Spencer have entered into retail market. These biggies are now selling vegetables, Cereals and pulses. During Trust motion in Lok Sabha the finance minister boasted of record production in rice, wheat etc. Record production must have given record supplies in the market. Consequently price should have come down. Rather prices have gone up. Why? These corporates which have spent huge sums on creating infrastructure on retails outlets must have purchased these cereals, pulses edible oils in millions of tonnes and kilos. That itself would have created artificial scarcity. A small vendor at the street end maximum stock two or three gunny bags of wheat, rice etc. But these corporates with state of art warehousing must have stored millions of tonnes. I heard Reliance has a godown in Nagpur where it can preserve Onions for six months. Then imagine how these corporates can play a role in fixing prices. Corporates cartel in cement has proved that they are interested only in profits and not in common man. Amend the essential commodities Act. Ban these biggies from retails trading in Cereals, pulses and edible oils. These are products of inelastic demand. Corporates know that the people have to buy these products whatever may be the price. Reliance said that its entry into retail market would stabilise price. Yes, the price has stabilised but at higher level. Before these corporates came into retail, during the times of Bumper harvest, Tomatoes can be bought at 3 Kgs. at Rs.10/-. Now Prices refuse to come down. In Nellore, Andra Pradesh, Ponny rice is not available in the market. Where these have gone. Godowns/warehouses of corporates. Whether atleast the farmers have been benefitted by these price rise? No. Earlier middle men, Now corporates have benefitted. Ban the corporates from trading of Cereals, pulses, vegetables, fruits and edible oils. Next minute markets will be flooded with these products. Prices will come down. But whether the Govt. has will power to do that. As Supreme Court has said Even God cannot save this country. May the people die. Let the corporates flourish on the corpses of the people. Long live corpses.

    As the infrastructre of all the Govt. Offices are not same but the way of competition is same If you see the Main Ministry there have a lot of Channeal for promotion from LDC to Under Secretary but the subordinate Department like CGHS there have lot of work but the LDC comes from SSC and reitre mostly LDC or UDC becasue there is a no promotion avenus for future prospect the candidates comes CGHS to face the competition and whole life destroys here to work as a LDC. while the pay of Scale of LDC are same in every MInistry or Department & Subordinate Department so why the huge difference among there while the competion channel is same one person join in Ministry or attached department he reaches at the post of SO or Under secretary and if he comes in the subordinate deparment of the Ministry he gets ACP without promotion or cannot face the Department Exam of the Ministry or conducted by SSC and UPSC why it is a big gap in the infrastructre. The Govt. Can take step to give equal right to the candiates who comes from the SSC and those who give their whole life for the department. I want to ask why the subordiante employees working in anywhere get the same benefit while the Govt. pay sacle or rules regulation are same I want to request to read my views and take the suitable action to give equality to all. and the rule can be made same to all who comes in any organisation to Govt. of India. so kindly think to give equal status for all. one side we are going towards 21st Century and other side the employees in Central Govt. are facing this type problem of rule & regulation so I request you that give the opportunity to all. so kindly remove this gap and give the equal benefit to all the employees to face the Department Exam and at least three time bound promotion so he think that his choice was good to get this way to live a life

    After putting in some 18 years of service, I feel defeated at the hands of our politiicans who still are not able to realise the ground reality we are facing in our day to day lives. The media is quick to project this pay commission as a "Big Bonanza" for the Babus. Dont you think that every time such a article is broadcast or appears in print every honest/sincere government servant feels bad. The media says that there is a huge pay increase but honestly speaking ask any government servant apart from the Class One Officers (The Almightys) then they will work out the difference and show you the real figure. Believe it or not our policy makers decide that apart from their own salaries nothing else matters. What is approved in the Cabinet today is nothing but helping the high class babu who already enjoy so much benefits. GOD HELP US!!!!!!!!!

  190. The general perception of equating govt. service with 'babudom' seems inherently misplaced. There is certainly more to govt. servant apart from baus and beaurocrates (who are largely, if not wholly dispensable), viz. doctors, engineers, veterinarians, scientists and defense personals to name a few. They are destined to be on the receiving end of undue disdain on account of being unfortunately clubbed in the larger misnomer of BABUDOM. As a result, they suffer in terms of public perception, media image and governmental apathy in renumarations,etc. The babus is a unique phenomenon gifted by Britishers for a specific purpose and is no more needed in changed circumstances. Its absence in Britain speaks for itself.

There are natural disasters (floods,earthquakes etc) riots, internal disturbances.. call army (they can accept any damn thing "peanuts" as well) since they are soldiers.. won't say anything.. why can't this country come under military rule at least just for one year..Each pay commission has downgraded only defence forces...   192. Its high time for institution to implement 6th Pay Scales as per the UGC, CPC, Ministry of HRD (MHRD) directives. There are two pay bands PB-3 and PB-4 for teachers. Fixation is done through multiplier of 1.86 for PB-3 and tables issued by the Financial Ministry( revision of table 2.2.2 originally proposed by the Comittee) for PB-4. I have made an editable and modifiabe Excel Workbook for comparing the impact on gross salary from 5th pay scales. This file contains all the references from the goverment websites.

  193. Govt. should restrict\control salaries upto some extent, since they are putting bad effect on the employees working in private sector. Private co. emps. are poorer in comparison to Govt. employees, even after retirement private employee are not benefited for getting pension or any type of medical aid.

    As confirmed by various court, GREF (General Reserve Engineer Force) is an integral part of Armed Force, Both Army Act and CCS Conduct rules applicable to GREF Employee. The 6th pay commission has not recommended our service as Armed Force. Please consider our department as Armed Fore and sanction all facilities applicable to other Armed Force person to GREF employee while implementing 7th CPC.

    Pay differences should be minimize,pay for pay band 1 and pay band 2 should be increase more than pay band 3 and 4 otherwise low level pay scale will be 30000 and highest level pay will be 4 lakh ,it will create poor will become poorer and rich will king.specially in defence pay structure difference between officers and soldiers is very very high ,this gap must be minimize otherwise british rule will exist like king and slave.

If honestly govrnment wants to hike the salaries of central govt. officials, it must be at least four times of their present gross salaries, when the period of revision is 10 years. Otherwise no central govt.official can meet the raised rates of commodities/goods/services/feezes etc., in the society. And also income tax exemption must be enhanced in respect of govt.officials.

  198. REQUEST JOB EVALUATION OF INDIAN AIR FORCE STAFF (AIRMEN) AND FIX PAY SCALE ACCORDINGLY

    Dear sir, I have the following few words for your kind consideration. When a young man joins in Indian Air Force then he has to study many things along with his physical and armed training. He has to study Hindi, English, General Science, Air Force rules and regulations and many many technical lessons and all these he has to learn through English medium. All instructions are given in English and to understand these is not bachcho ka khel. He has to pass exams step by step and then only he becomes a permanent staff. During doing service he has to pass different promotion exam to last in the service and this promotion exam is not so easy (bachcho ka khel nehi). In nutshell, when a man joins Air Force he enters in a english medium school where he has to study everything in english and has to pass all exams to be permanent staff. In other services, candidates need not study and pass hard exams to be permanent member. Such a trained man gets payment in the pay scale of 5200 rupees only. Whereas, in civil a trained man means a man who knows typing only and he need not study anything to be permanent staff of that organization. Such a man gets 5200 or more scale. Is it not a whimsicality ? I request pay commission to evaluate job of air force and fix starting pay scale little bit higher than present scale. I suggest to make scale at least 7200—25400 (as per present scale) for air force staff (from rank AC to MWO). Please refer comment of Air Chief Marshal Latif about “What should be payment of airmen of Indian Air Force”.
    “Duniya se samyabaad ubharti ja rahi hai”…..this slogan is liked by most of the people in India. It indicates that most of the defence personnel also like this slogan. It indicates that they do not want equality and if so then everyone should get their right as per their qualifications and quality. In all civil services, whose pay scale falls between 5200-20200 for them, no study and no passing of exams are required to make their job permanent. They get the job and start working. But for airmen of Indian Air Force, they have to study a lot and pass all exams and then they become permanent member (yeh bachcho ka khel nehi). You can go to training center and can see what are the things they have to study along with their physical and armed training. In other service, people get smile on joining the service and executes love and conjugal life but on joining air force a man becomes sorrow by seeing the study material and syllabus that he has to study and pass to become permanent member. Therefore, I request to change pay scale from 5200-20200 and upgrade scale at least 7200-25400 for airmen of Indian air force. It is harder to become an airman than becoming a teacher, a state govt. officer and many more like these. Therefore, I request to do job evaluation of airmen of Indian Air Force and fix scale accordingly.
