CPC report dissapoints employees

Now that the Sixth Pay Commission report is submitted to the Government and the complete report is available at http://www.india.gov.in/govt/paycommission.htm, at least wait time for report is over. Only implementation part is required. Now since every point is clear, reading the comments in this blog, it seems that most of Central Government Employees are not satisfied with the report. Most of the Group C & D employee are feeling let down. Only Senior class A officers got good pay, but even that is very small compared to corresponding Private Sector pay packaets of Senior Managers/MDs. There are many shocker in report for employess.


Even media, which till yesterday was making noise about increase in the pay in the range of 40%-60% is now realising that the actual increase is much less than that. Times of India , Dainik Jagran and Indian Express have come up with stories of this nature in today's edition.

    The 6th pay commission has put calculator in on its website. The PhD people, who were getting 29,000 gross per month, will now get 31,000 gross per month. This has enraged the intellectuals. They feel cheated by this miserable proposition. The private sector is paying 20+ lacs per annum to PhDs. Where is the question of even comparison ?

    The day after, it is clear that for the Pay-Band PB-3, the hike is only 2000 rupees. For too long the people of this country have been taken for granted. Waiting for 12 years just to get a meagre hike, while the joker corrupt politicians guzzle up the land and the resources of this country, and fill up their overseas bank accounts with crores of tainted money. Suffering the indignity of getting a hike of 2000 rupees so that finally they can pay their house loan for a middle-class 2-bedroom apartment while the private company employees enjoy their homes in high-rise top-end posh localities.

    The recommendations would seem to be more acceptable if the government employees are exempt from paying any income tax. Otherwise, post tax increase in salaries is quite disappointing. One of the main objectives of this pay commission was to discourage performing officials from leaving their government jobs, the translation of this target is unclear through the set of recommendations put up by the CPC. If the remuneration for the President is a hurdle, by all means , the government should increase the same.

    What is the hike for Group 'C' & 'D' employees? The commission was simply calculated the amount on 1.1.2006 i.e., 74% of basic and taken 40% of the max. scale of the corresponding scale. ( for ex. 4500+ 4500 x 0.74 + 7000 x 0.4 for 4500-125-7000). It is very dissapointed !!!! very dissapointed.

    it seems that pay commission chairman and his team does not know the working of govt. depptts. or they are working for the finance minister only.it seems that they have only taken dictation from chidamram. in the context of fifth pay commision they were under matriculate.

    Section Officers should get more salary than Assistants. But,SPC has merged 5000 to 8000 scales in one band. What anamoly !

    Very unfair to Group B especially who belong to Technical/Engineer Employee(7450-225-11500).They should have just merged with 8000-275-13500.We have to be 3 years in 6500-200-10500 and promoted to 7450-225-11500 then another 3 years in 7450-225-11500 and promoted to 8000-275-13500.Why not from 6500-200-10500 to 8000-275-13500.Very Unfair.We should not allow to approved this

    It all depends upon DA. Does anybody knows rates of new DA. For people in erstwhile 5000-8000 new gross will be 23%, 32%, 41% more for DA of 0%, 10%, 20% respectively, as on today

    For the old pay 12000-375-18000, the gross was 28,000. With the new scale, the payband is 15600-39100 and the new gross is 29,904. Clearly, we have been cheated by these people. Who do these people think they are ?

    I think we have to fix our basic as follows( to my logic):
    From Table 2.2.2, fix your running pay band(RPB) and grade pay(PG)w.r.t. your basic and scale as on 1.1.2006.
    Let us say your initial RPB=x and PG=Y.On 1.7.06 you will get an increment on your RPB& PG(for those joined on or before 1.1.2006).Hence your YOur new RPB will be x1=1.025*x & PG y1=1.025*y.
    total pay=x1+y1.
    Again in 1.7.07 your new RPB is x2=1.025*x1 and PG is y2=1.025*y1.
    So your new basic today=x2+y2.
    Suppose you get a promotion in between,say,1.7.08,then take an increment on the RPB i.e x3=x2*1.025(new RPG+Increment) and also add and take increment on the changed grade pay (PG)i.e.y3=y2*1.025(new PG+increment).
    your new pay after promotion =x3+y3.I think the logic may work.
    The commission has fixed 74% on the old basic for fixing the pay band.Actually they should have taken 78%.This is because on 1.1.2006,DP of 50% was merged with basic and the DA was 24%.This gives an effective 78%.A 4% loss on your Basic+DP+DA.

    With the present Basic including DA & DP almost u will get wat actually they want to hike through 6th pay.. One can see the difference of only six to seven thousands... don't be say its a hike... even with the B.A and B.Sc degree itself one is getting a starting pay of 40,000/- in IT sector.. then wat is the need of doing M.Sc, M.Phil, PhD for several years????? only to get a low sum of 21000/- pm.. is it the hike???? My self i am working as a Scientist.. now planning to resign my job... this will continue.... no one will stay in Govt sector...

    It is very surprising that all the TV channels were showing 40-60% hike in salaries. Although the net result is hardly 10 % or not even that. you do not need a pay commission for this. We have been disappointed by this pay commission and By Mr. Krishna.
    The most surprising is that a scale of 16400-450-20900 (scale S-27) in the prerevised scale is translated into 15600-39100. Whereas a similar or little lower scale of 14300-450-22400 (Scale s-28) in the prerevised is translated into 39200-67000. Please note that rate of increment is same in both the scales. Thus an officer drawing 16400/- in the S-27 scale gets a total pay of 36940/- as per the revised pay whereas a junior officer drawing 14500/- basic in S-28 will get 48200/-. A lower basic pay gives a higher total pay is what sixth pay commission is trying to teach us. This is absurd. Can some one explain it to me how this happens. All the GOI employees feel let down by this commission and should not accept this at all. SAY BIG NO.

    In Group A category there are Asst Dir(jts),Dy Dir(sts),Jt. Dir(jag),Dir(nfjag),DDG(sag) and so on.Each grade having its own responsibilities in all govt departments irrespective of cadre which he belongs may be IAS,IRS etc.If pay commission intention is a common service platform,why disparity in pay band and grade pay.why not unify these levels and consider for better pay band/grade pay.why sag level and above only? Even we can reduce unwanted pay bands.For ex. Director of one depatment goes on deputation to Ministry he gets good salary since ministry posts are IAS.THEY GETS PROMOTION IN 16 YEARS SAG GRADE,Where as others takes 25 to 28 years.

    The hike is calculated including the HRA and reported as 40%. The hike for most of the midle level group A service is only 10-15% of present pay excludng HRA, that is also after a span of 12 years. Only the PB-4 is given some hike and the rest of the people are cheated. This will result in high attrition rates especially in scietific services. None of the demands put up DRDO /ISRO / BARC & scintific community are accepted by the commission. The media is also creating a hype and forgetting the fact that the pay scales recommended are not for this year alone but for the next 10 to 12 years.

    This pay commission has only added 74% DA to our original basic pay and renamed it as new basic pay. The fixation benefit of 20 to 40% in BP given in earlier pay commissions is absent. So only rise will be because of Tr. allowance etc.. Govt servants above 50 yrs of age should consider this because your pension is going to be almost same as before and you wont be getting another pay commission in your service life.

    The pay commission peoples enjoyed abroad tours and consumed 150 crores for it. The real output is zero. Means to say, nothing scientific in pay commission report.

    Hence, The money has to be recovered from all the pay commission peoples from moving and immovale property.

    I am fully agree with Mr. kp. Actual hike in total emoluments will be only 10 - 12 %. This increase will be nullified in 2-3 years, since the base year for calculating the DA has been changed from 1/1/1996 to 1/1/2001. in future also rate of increase in DA will be approximately half.Therefore, henceforth, rate of increase in salary will be reduced. and after 5 years your salary will be less, compare to without implementation of 6th CPC, because of
    1. annual increment is less after revision ( only 2.5%)
    2. Henceforth announcement of further DA will be approx. half since the base year for clculating the DA is changed from 1/1/1996 to 1/1/2001.

    Those who are staying in campus will not entitle for transport allowance (TA). they will loose TA as well as CCA. This is injustice.

  31. I dont have any objection if 5000 is merged with 6500, rather they should merge 2550 into 6500, no prob to anyone. But those who are in 6500 should not be put to loss or harrassment. Is it fair that an after putting in 8 years of service in 5500, I was promoted to 6500 and now I have been placed at same footing as of 5000. It is a great injustice. An assistant just handles one seat while section officer is responsible for superivision of at least 8-14 dealing hands including assitants. Seems Srikrishna dint know it. They have tried to bring parity on the cost of SOs. Not at all fair. They claim to establish parity between field and headquarter. Then why there is a separate table for Field on Page 163-164 of the report. I fully second Mr. Unni and others.

    After going through the whole report, it is clear that the commission was set up for Group A and not for lower staff. However in the process of benefitting them, they thought that some "JHUTHAN" may be thrown to group BCD dogs. The Group A performance depends only on the work of their subordinates. No Chief of Army can win a war without soldiers. I am unable to understand the reasoning behind seting up of a commission. Simply DA would have been made DP every year. Anyways, Staff Side should stand up strongly and condemn this report and not to opt for it. Just remain on 5th Pay commission Scales which at that time were a great bonanza. Hats off to Srikrishna, he is not feeling shame on visiting 17 countries to suggest these report. I think a 10th Pass would have done these mathematical calculations better.

    The pay commission disappointed even the youngsters who joined recently into services with much hope. As Asst.professor(biotech)with M.Tech and Ph.D I am getting 20 K but where as my friends are getting 75k in pvt. industry.After few years ( let us say after10 years) how can I compare myself with them. Then after next pay (after 10 yrs )a commission like this come and with their mercy may hike salaries to 15-20%(ofcourse they feel proud for it). I decided better to leave from the service at this moment itself otherwise in future I have to blame my self staying a long association with this poor blind goverment and also I have to feel for my family members who believed me for a good life.

    THE SPC IS MOST UNFAIR TO MOST OF THE EMPLOYEES OTHER THAN THE EXALTED IAS AND THOSE IN PB-4 AND ABOVE.(HOW MANY EMPLOYEES OTHER THAN IAS MANAGE TO REACH THESE LEVEL?!!!)REST OF THE GROUP I OFFICERS(MOST OF ARMY OFFICERS,SCIENTISTS,DOCTORS,ENGINEERS INCLUDED)HAVE TO JOIN IN PB-3 AND WILL RETIRE IN PB-3.     When I calculated the increase in post tax monthly pay, I felt further let down. The increase is a pittance when compared to the expectations.

    In fact, all of us will be able to get back only our post tax pay in hand and therefore calculations based on the gross pay before tax could set in a distorted impression.

    Therefore, my suggestion will be look at the pay once it is tax neutralized.

    The Staff side of the National Council (JCM) has submitted its memorandum on common issues to the Pay Commission for Central Government Employees (Both Serving and Retired Employees).

    PART-V

    SUBMISSIONS TO THE SIXTH PAY COMMISSION



    13.1
    The Central Government has formally appointed the Sixth Pay Commission on 5th of October‘2006 with :-

    (1). Mr. Justice B.N. Shriknshna as Chairman,

    (2). Smti.Sushma Nath as Member- Secretary and

    (3). Prof. Ravindra Dholakia

    and

    (4). Shri J.S.Mathur as Members.



    13.2
    There was no reaction from the Staff side JCM on the Terms of Reference of the Pay Commission issued by the Government. However, the Confederation had aired its voice in the media. The Confederation had opined that the Sixth Pay Commission should have been asked to restrict its inquiry on:-


    (a) Fixation of minimum wage and pay scale on fair comparison with the wages obtaining in the Central Public Sector Undertakings or on the basis of the principles adopted by 5 th CPC.


    (b) To determine the allowances and other facilities/ benefits to be afforded to Central Government Employees.


    © To determine the pension and other retirement benefits to Central Government Employees.

    13.3
    On 9th of November‘2006, the staff side of JCM had submitted a memorandum to the Sixth Pay Commission demanding the Commission to recommend for grant of minimum of Rs. 1000/- to the serving employees and Rs. 500/- to pensioners as interim relief effective from 1-1-2006.

    13.4
    In the meantime the Sixth Pay Commission had issued a questionnaire seeking the opinion of the citizens of the country. On behalf of the Central Government organisations, the Staff side of JCM had submitted the reply to the questionnaire.

    13.5
    In a most unjustified manner, the Sixth Pay commission gave the last date for submission of Memorandum to it within 31th December 2006. Request for extension of the date at least for submission of Departmental Memorandum by the Association/ Unions was also not conceded by the commission.

    13.6
    On 26th December‘2006, the Staff side of the National Council (JCM) has submitted its memorandum on common issues to the Pay Commission. It has demanded the stalling of downsizing and has proposed open ended running scales of pay with only the minimum, as is being obtained in many Public Sector Undertakings. This would do away with the problem of stagnation to a great extent.

    Annual increment to be fixed at the rate of 5 % of the Basic pay on par with the rates being obtained in the Banking industry.

    The Ratio of Minimum and Maximum Salary shall be 1 : 13.5

    13.7
    Other hlghligh-table issues of the Memorandum of Staff side of

    JCM are as below­ :-


    In respect of DA It has made the following suggestions:-


    (a). DA should be revised once in three months.


    (b). The Principle laid down by the 5 th CPC as regards merger

    of 50 % of DA with the Pay as DP be modified to 25% to

    remove distortions in the pay structures.

    © that DA should be paid net of taxes on the same line as

    recommended by the 5 th CPC to make the concept of

    100 % neutralization of DA somewhat meaningful.




    HRA rates have been demanded as below:-­

    (a) For ‘A’ class cities - 40 % of the revised Basic Pay.

    (b) For ‘B’ class cities - 30 % of the revised Basic Pay.

    © For‘C’ class cities - 20 % of the revised Basic Pay.


    CCA rates have been demanded in the following manner:-­

    For A class City -20.% of Basic Pay

    B-City -15% of Basic Pay

    C-City -10.% of Basic Pay




    Two home town LTC‘s in a block of 2 years or one All lndia LTC in a block of 4 years may be provided.


    Regarding women employees, all the recommendations given by 5th Pay Commission should be considered and posting of husband and wife in the same station to be made mandatory.




    The Salaries of Central Govt. Employees and pensions (including Dearness relief) may be paid net of Income-tax.




    Special (Duty) Allowance to be granted to all employees and officers posted in the North Eastern Region.



    13.8
    On 28th December 20.0.6, the Confederation submitted its Memorandum to the Sixth Pay Commission. Apart from endorsing the Memorandum submitted by Staff side of JCM it has demanded the following­:-



    1.
    Every employee must be given three minimum financial up-gradations in his service, the first on completion of 8 Years. the second on completion of 16 years and the third on completion of 24 years of service. The Commission may kindly note that the system of time bound higher grade with lesser residency period and without the requirement of the eligibility criteria has been provided for by many State Governments to their employees.

    2.
    The 6 th CPC may recommend to the Government:


    1. The Group-C & D employees, taking into account the fact that their emoluments do not even enable them to make both the ends meet, should not be transferred at all except on their request/compassionate ground;




    2. If transfer becomes necessary on promotion, or due to other administrative exigencies,the same should be subjected to a policy evolved in the Departmental Councils. Every department should therefore, evolve a transfer policy on mutual agreement being reached at the respective Departmental Council or through bilateral discussions. The Official Side in the Counsel will place an item for discussion in the Counsel on transfer guidelines.




    3. No transfer be permitted which is violative of such an agreement or in the absence of such an agreement having reached in the Council. If such transfers are made sans such an agreement. it shall be Instantly cancelled by the Head of Department or Secretary of the Mmistry concerned on receipt of a representation for the concerned employee.




    4. In case no agreement is reached in the Departmental Council, the same should be referred to the Standing Committee of the National Council, JCM. whose decision is to be treated as final.




    5. In respect of other category of officials, the Department of Personnel must be asked to issue instruction in clear terms as per the above quoted recommendation of the 5th CPC.



    13.9
    On 30th December 2006. the apex level JAC has submitted its Memorandum to the Sixth Pay Commission. It has demanded total parity in scales between the equivalent cadres of Central Secretariat and the Accounts and Audit Employees.

    13.10
    On behalf of our Association, the Central Headquarter has submitted the Memorandum to the Sixth Pay Commission on 31st December 2006. The Central Headquarter has endorsed the Memorandums submitted by Staff side of National Council (JCM), Confederation and apex level Joint Action Committee.

    Referring to the demands made by the CGA before the 5th Pay Commission and the recommendation given by him, we have also categorically demanded before the Sixth Pay Commission to recommend for the formation Department of Accounts under the C.G.A in consideration of its relevancy. We hope, the Commission will take a positive view on the matter.

    In respect of Civil Accounts Employees working in N.E. Region, we have once again demanded specific recommendation on grant of Special (Duty) Allowance to them.

    While submitting the Memorandum to the Sixth Pay Commission, the Central headquarter has stated that, it may submit a supplementary memorandum if considered necessary.

    All employees and their family members who constitute about 1.5 crore vote bank must VOTE AGAINST the Congress Led Government in the forth coming general election for the cheating in the name of pay commission. Mr. Finance Minister should be held sole responsible for this.

  39. Its amazing to see all the PARASITICAL BABUS cribbing about the pay commission report. As a tax payer whose money goes to pay your salaries, all I can say is that you guys (and gals) are getting far more than you deserve - if someone costed the cost to tax payer of keeping the average government employee around - viz including pensions, housing, heathcare, other perks, peons (servants) paid for by government at far above mkt wages etc, you get too much. This is even before calculating the impact of the negative value that most government servants add to the economy through corruption, obstructunism and dumb policies aimed at building their empires.

    Someone here had asked if they should join the private sector - my response, if you can please do - if you have any capability whatsoever, do NOT waste it doing unproductive government work - do something real.

The person who describes the indian government as PARASITICAL BABUShimself does not know the values of hard work.Any person who enters government service is selected from the vast number of candidates appearing in the competitive examination and then he is selected for the job of government.The person selected in government service is not a Dacoit,but a sane person who has made a right choice to serve his contry.These employees also pay Govt taxes.So Gentleman,please if you have the eligiblity,compete in the examination through the SSC/UPSC and then you on your own be able to see the hardwork the employees put in the course of their govt duties.By the way,what do you do for a living.Please let me know.

    The pay commission report clearly reveals that our people can't study and come right conclusion regarding any thing. The pay scale of Rs.5000-8000 is being merged with 6500-10500. the commission members do not know, how years the person strived to arrive this pay scale (6500-10500). No need for any merge or reducing the no of of scales. It is good to maintain as recommended by 5th commission. This report is totally not acceptable to the employees. Now Justice Sri Krishna's judgements as supreme judge is alo to be reviewed as the person could not provide justice to the Government employees, how can expect justice to others?
