Babus' having new pay scale charts

lo! Pay Commission is still discussing with various organisations and studying various reports and meanwhile Babus' in the departments are having a ciculation of imaginary expected New Pay Scales from Sixth Pay Commission. We have received one such copy from our sources and putting this for you to download and see it your self.

    Mr.rajkumar is correct.When the MPs by simply tapping the benches can increase their salaries by 100times with no liability as such!!A central government employee deserves much more than what has been tentatively proposed

  4. dont you think that govt. will go bankrupt if it increases the pay to such a high level.

    The govt. should also keep the ratio to the cost of the employee of govt(including incentives provided) and the profits earned by the organisation. This would help the employees to do more work rather than sleeping(working) 9-5.

    Mr.Vishwanath carries a bad impression for central government employees.We should understand that every organisation irrespective of whether it is Govt.or Private for that matter has got people/staff who become unfit after a period of service.The performance of the organisation should not be rated on the basis of such people. I think we cannot change the narrow mindset of people like Mr.Vishwanath. The tentative scales proposed in the said document do not even qualify a government employee for getting a housing loan to purchase a suitable flat in a good neighbourhood area.These are the pay scales we are looking at in Sixth pay commission????

    In the Budget speech, Honourable FM kept silent about the Sixth Pay Commission - no allocation of funds. Is it indicative of his indifferent attitude towards the Central Govt. employees? The central govt. employees form the backbone and have a direct input to the functioning of any Govt. and its performance and achievements.
    Steps should be taken to boost the morale of the hard pressed, down-sized and over-loaded Central Govt. employees.

    The FM may think about the macroeconomics and the agrarian sector;contrarily lands are being earmarked for SEZs.The general people cannot be made to understand the logic. Thirtyfive lakh central govt. employees to be benefitted from 6CPC can have a contrarian influence on the poll results if something is not done about the distressfull situation.

    Mr. FM wants go give us pennies and take back millions. Good Economical Policy. The pay must be raised by at least 150%. Anything less than that would be unmindful. But, as the trend is going in the studies of SPC, it seems they are going to give nothing at all. I think SPC would increase 100% pay and the PM would increase 200% tax in the next budget. And so on and so forth. NO EXPECTATIONS FROM A PERSON LIKE MR. CHIDAMBARAM. THEY ARE RUDE AND OVER-ECONOMICAL.

    As per the latest trends going in the studies being undertaken by the Sixth Central Pay Commission (SCPC), it appears more of the Sixth Cut in Pay Commission (SCPC). That means it will recommend your pay being made just 1/6 of what you are getting today.

    The scales are somewhat low. Starting scales must be 10,000 (if PENSION AND CGHS FACILITIES ARE CONTINUED FOR GOVERNMENT EMPLOYEES) and Rs.20,000 (if all health facilities and pensionary benefits for all government employees are withdrawn, which is a better proposition).

    FOOD FOR THOUGHT: For a Government which can’t pay reasonably (rather better) and do justice and welfare for it’s employees, there is serious doubt that it would be able to do justice and welfare of rest of the citizens. Mr. P. Chidambaram think about it, before Congress losses all over India (already the alarming bells are ringing in several recent State election results for Congress) and it throws you out of your job.

  20. The hue and cry created by the media and un-informed public about the revised pay for central govt. employees is baseless. It is a well known saying that IF YOU THROW PEANUTS YOU WILL HAVE MONKEYS WORKING FOR YOU. Why then this so called media and public uttre a single objection to the pay and perks of privateemployers?
    it is very easy to sit and comment on an issue in which we are illiterate. Had any of these objectors have known the subject of PAY AND SALARY would have restricted himself from making such a foolish objections.
    The govt employee has to wait for a minimum of 10 to 18 years for his first promotion. He is no less compared to private employee but the govt system makes him useless. It's like giving a brand new car to a learner and he will definately leave the car with umpteen dents and broken glasses.
    Another myth is that there are no liabilities!! This can be anything but truth as a govt. employee is no less liable to explanation but he is liable for this giving the poor working environment, lack of basic infrastructure, bullying bosses, and so many others. He is expected to work among all these and also perform well. Can u justify this situation? no body wants to be labelled as USELESS. The govt. employee too has a family to maintain and his dreams to live but all is crushed by the so called GOVT machinery. Give them a chance and they will outperform anybody. That's exactly why the private employers are hiring these BABUs paying manytimes more than their salary. The know the potential of this unpolished gems.

    Going by the trends; 6CPC is also expected to add DP,DA and IR (if any) to the basic pay at the start of a scale and increase the amount by 20% - 30% to arrive at starting of a new scale. The increment may be from 2% to 3% of the starting pay.

    So a basic pay of Rs. 10K , 50% DP, and aout 50% DA ( as on Jan 1, 2008)will give you a strating pay of Rs. 24K ( witn 20% topping)and no more. The increment cd by Rs 500/0

    Read below an article by Iftikhar Gilani published in Daily Times: ”More Indian officers choosing voluntary retirement”


    NEW DELHI: India is worried at the increasing exodus of top officials from the government.

    In 2007 alone, 26 officers of various batches and at different levels in the central and state governments have applied for voluntary retirement. The Department of Personnel which sought the Prime Minister’s Office (PMO) advice on relieving them was told to keep their applications pending and persuade them to at least wait for the report of the Sixth Pay Commission.

    The PMO also directed the department to approach the commission to devise an attractive package to stop Indian Administrative Service (IAS) officers from leaving their jobs. The prime minister wants the best talent in the bureaucracy to come up for better delivery of government services and hence the government cannot afford to lose the talented officers lured by the private sector. However, department officials say whatever package the commission devises, it cannot prevent the exit of the junior officers as it will never match the private sector offers, particularly when it comes to key positions at young age they are offered by the private sector.

    The high rate of attrition now taking place from Government to the private sector is not confined to the field of scientific research, defense or IAS. Many other professionally qualified direct recruited Group ‘A’ officers also are doing or considering the same. The remedy is to provide special packages to such officers. Moreover physical science is not the only field where research and development beneficial to the nation is conducted. For example economic and financial research as well as research in the field of corporate law contributes much for the economic growth of the country. The well-qualified, talented and experienced professionals now officiating in these areas are also much sought after by the private sector. More importance is needed in the fields of economic development, than defense or general administration to make India a financial super power.
    The actual remedy is to provide special compensation to all such officers wherever the pre-requisite qualification for a post is a professional degree with experience.

    As per the reports seen in the news papers,sites,commission will get the reports of studies by end of June/July, another delay of 2 months,the reports will be incorporated in the commission report and expected to be submitted by December/January 2008.if it is a single package then implementation may take 5/6 months so by july 2008,we will have the revised pay scale. now the question;
    Will Govt. be able to give arrears depending on the date of effect as the burden will be to much or fixation may take place without giving arrears?
    Why IR not released despite low inflation now?
    Why no provision was made in budget?
    It seems govt. has already decided to give effect from 1.1.2008 so they can save around rs. 50000 crores for 2 years. Our FM is a good economist and he knows his task very well.One thing is sure,recommendation of Pay commission will not be implemented fully because of elections and the result will remain same. The deserving will have the same frustation and there will be nothing to cheer about

    GDP 9.4%, Inflation down to 5.06,Economy booming but who is the beneficiary,certainly not a common man.
    Interest rate high to 12% and 14% and despite low inflation, No IR is being announced. It seems that FM thinks that all Babus are well off and DA is taking care of everything. Babu will remain a Babu and no respite for that.

    Compare the plight of Indian government employees with that of their US counterparts. If that helped them to become the worlds super power, why not we also try that?


    Arizona Republic- June 25, 2007 :
    “Federal workers, on average, are paid almost 50 percent more than employees in the private sector, an Asbury Park Press analysis of salary data shows. The average federal worker made $59,864 in 2005, compared with the average salary of $40,505 in the private sector, according to the latest data from the U.S. Bureau of Labor Statistics.
    And that pay gap appears to have widened in the first nine months of 2006, preliminary data show”.


    And read from an article from the Labor Market Reporter:
    “Background: Comparing Government and Market Compensation
    Over the past four years, the American Legislative Exchange Council has published research on government employee compensation under the general title of America's Protected Class. On March 22, 1995, Wendell Cox provided testimony to the California Assembly PER&SS Committee with respect to the costs of government employment in California. This testimony was based upon California research, America's Protected Class III: The Unfair Pay Advantage of Public Employees and America's Protected Class: The Excess Value of Public Employment. The point of the testimony was that California government employees --- both at the state and local level --- are compensated at well above rates paid to comparable employees in the private sector”.

    I think there is lot of MISUNDERSTANDING with some respondants. Dears you just dont know the pressures under which a govrnment employee works. Its tru that many are corrupt but I have seen lot of honest officers. Just because of corrupt elements dont think that all are rich and ENJOING. They are really doing great job. hey work under pressure-from politicians in large scale. Infact many of them are forced to become arrogant. Dont conclude by blindly opposing government employee. They dont work like privates because their aim is SERVICE not PROFIT. Let us hope that by getting better pay package they will become more honest and get the will to oppose political pressures.. This hike proposed is for next 10 years. By that time it will become a piecemeal with this infltion.Let the commission increase their pay to still great levels.

The minimum basic pay scales should start from Rs. 10,000/- alongwith D.P., DA, HRA, CCA, TA etc. The TA must be enhanced from 30% to 50% and accordingly so on. The medical facilities which has been provided to the Central Government servants are not adquate. It requires more liberisation. The insurance (CGEGIS) must be enhanced from the existing one.

    Respected sir,
    As the matter related 6 th pay commission pay structure of central govt. babus. I would like to ask a question related with the creation of the post of "System Administrator" in the departmenet of post. At present there is no post available as a system Administrator and a Postal Assistant grade clerk is working as a system administrator without getting any benifit. There is no any incentive is given nor a special basic is configured.
    1] There is any proposal for creation of "System Administrator" post in the Department of Post???
    2] If yes, what basics and benifits are given to system administrator in the pay structure of 6 th pay commission???/

    Kindly arrange to furnish the information in this regards please.

    The revised pay scales chart under circulation is not in order. It is erratic and childish. Seems to be the outcome of our staff's impotent anger. Let us all be optimistic about the outcome.
    Even during the V CPC we had such rounds. But finally we had better than expected. May be to-day, we have lost our charm as central govt.staff due to alarming pay package in private sector.
    We must also be prepared to reduce our strength. The VI CPC should suggest to interact among ministries within the local region to streamline the excess/shortage of staff within their region.

If 10000 a month and 150 rs increment a year is too much i am willing to trade my job with any of my private sector brothers wanting to join. my only question is whether these guys or the ones in the media will want to send their children for these govt jobs and is it a crime to hope for a better life for my children.. think and tell me

The outburst from all and sundry when it is a question of pay hikes to govt staff is becoming nauseating to say the least. the guys in the private sector who make magere lakhs a month with increment in the range of 20% will hardly be in a position to understand folks like us in the govt who make 10000 a month and take a hefty 150 rs as increment yearly. I for one am ready to trade my job with any of those poor private sector guys or the guys in the media who are the worst amonth the lot. my one question is will any of the big shots be ready to send their wards for govt jobs or is expecting a good future fo my kids too much to ask... think again... its a tough life for every one and we get no concessions we also need to survive

    why dont u mr vishwanath think an army offcer after 13 yrs of service and having been qualified as ME from IISc cant even purchase a house for himself and a BSc grad serving in MNC can cant u ask those in corporates to donate some houses to army officers. the babus sitting in civil posts get plums in covers also those may be in armmy HQs at places where decisions are done(general truth not offending honest ppl) so why punish the vast army jawans ad officers who(80% of whom will not even be promoted) promotions are not there. they are also doing their duties like bonded labour and not raising their voice. hope they dont go on strike after the pay commission. Mr chidambaram is a crookish finance minister who doesnt want to give sops to the only true deserving. everyone is hand in gloves and are dishonest to the country. when a soldier dies he is remembered or when the enemies are at the gates. after that they are forgotten.

    Well, the revised scales seems to be more on the higher side. The govt. employees do not deserve to have such salaries, afterall the security of job has to be taken into account and other intangibles. Also they should not compare themselves with pvt. sector and ask for benefits... The bulk of employees are a burden on the govt. and whatever little good is being done is all because of a small percentage of officers.

    Just to have a feel, one needs to visit a govt. organisation, where individuals enter the premises at 10.30a and leave by 5.00pm. The working hours are b/w 11-12.45 and 3-5pm. In short it would be foolishness on part of govt. to pay them more

    How to rationalise remuneration for this small percentage? 6th CPC is mulling over performance based pay as a meausre. But measuring performance is not going to be easy...

    Btw, why the PSU wage reveioon is kept tied to the CPC, when they are opertaing in entirely deifferent and unparable environment. They are a business and the mgmt should be empowered tp decide as long as it is not burdening exchequer and remaining compettitive and profitable?

    This is leading to costly attrition and will prove dear to the competitiveness of these profit making PSUs.

    The solution of all the problems is very simple. Pay commission should seriously recommend allowing the deputation of Public sector employees to Private sector and vice-versa. Everything will be clear. If the Govt can't afford the salary and allowances at par with the private sector, allow the private sector to start operations in more and more areas, which are still not available to them. This will bring better growth rate for the economy as a whole and also the burden to pay more to the Govt employees would be reduced.
    The public sector is at the verse of collapse. This is not going to deliver the fruits irrespective of the high salary is being recommended by the pay commission.
    Basic thing is the work culture, which is totally non-existent in public sector and I'm sorry to write that in the present socio-Political Scenario, where the criminals and Dacoits are in majority and occupying the parliament and state legislatives, it is foolish to expect the public sector to perform.
    If by any standard, Govt wants the public sector to be competitive, make it a Level Playing area. Pay commission should recommend better salary structure and stringent regulations to make public sector productive and attractive.

    He also should realise that even in armed forces there is politics. Better pay for better efficiency, that is what he means right!
    You know there is a board for every promotion in the armed forces. In all fairness the merit should be honored. After all an officer shows and proves his efficiency and then comes in the merit. But there are some corrupt senior officers who just do not see merit. My man reaches the top by licking

    The average person doing the same job in the private sector, for example, performing the job of a clerk does not make more than Rs.5000/- where from the govt has arrived at the least pay of Rs.10000/-, eventhough it is tentatively arrived by the govt personnel. I think the Govt. employees are dreaming about their new payscales. I expect a moderate increase of Rs.3000/- per person based on the past Pay commissions.

    What a bunch of comments on central gov employees.I feel most of the comments are based on their personal experience with some gov staff.
    As an Ex-serviceman I know the pain of a soldier who is also a central Gov employee.It took 26 long years to save and build a small home of my own.But today as (an ex-serviceman ) a small shop keeper it took only 5 years to build another decent house.
    It is easy to comment on others but you will know the pain only when you wear their shoes.
    My gratitude to the Armed Forces which gave an opportunity to earn my bread at the age of 19 and looks after me and my family through pension for the rest of my life.

    wThe Fifth CPC had recommended the scale of 5000-150-8000 for posts wherein minimum entry level qualification is Diploma in Engineering. This was accepted by Govt. of India but few organisations and departments did not interpreted the recommendation and implemented the pay for their employees based on the general upgradation of scales(4000-100-6000) which does not match with the study of the Fifth CPC and resultant recommendations. Same situation is noticed by the Sixth CPC and readvised the findings along with addition of "X-Group" pay for defence category to establish proper parity between defence employees and civilian employees holding Engineering Diploma as minimum qualification for their respective posts. Hitherto the emphasis to upgrade the unupgraded pay of certain civilian employees in few organisations during the turnover of Fifth CPC, is no where directly given through out the 650 pages of Sixth CPC recommendations notified on internet . The affected employees earnestly request the Commission and the Govt. and Departments concerned to look in to their greivances (which were raised during the course of Fifth CPC also)before finalising the implementations.

    When is the sixth pay commission scales to be declared and when are the pay structure to be really implemended.As per market trends there has been already been a huge rise is common commodities and affording the same has already been out of reach for a simple govt.servant. The FM may please be asked to give out a correct and clear view of the month in which the pay structure is to be had. I have also heard the news that as the burden on the govt. would be too much is it thinking to credit half of the amount proposed to be handed out to the govt.employees in bonds. The whole concept seems a big illusion till date.

  58. I strongly belive that persons in pay scales of 12000-18000 and 15100-18300(present pay scale) are the main working force of any organisation. Most of the credit to organosation and to over all to govt. depend on these personnel. They should be given special consideration in sixth pay commissions for not only growth of economy but also for over all development of nation. Moreover ,Arrear from jan.2006 may be placed in GPF BUT CANNOT BR OBLITERATED.

    The existing payscales for babu's are not impressive. The scale for babu's should be given
    more attractive so that they can happily sit in the office for executing his day to day official works. Because the babu's are the back bone of the scretairat and all suboridnate offices. The new pay scales should be revised to atleast three times of the present scales.

The scales are pretty impressive but the real questionis how to rein the white elephants getting a hike upto a lakh whereas the poor class IV and III still laguish around 20000/ How to abridge the gap between the two government created classes. This is no equality.The differene could be there in the natue of job but the difference between scales should be rational not extreme.

    WITH REGARD TO THE SUBORDINATE ENGINEERING CADRE, STILL THERE IS A SERVICE CALLED INDIAN COAST GUARD WHICH ISTHE FOURTH ARMED FORCE OF THE UNION UNDER MINISTRY OF DEFENCE IS PAYING 4000/- AS STARTING BASIC FOR THE ENTRY LEVEL THREE YEARS DIPLOMA ENGINEERS. THE SAME IS AGAIN RECOMMENDED AND APPROVED BY THE 6 CPC AND CABINET WHICH IS A STRANGE SITUATION AND DESPITE COURT ORDERS AND RECOMMENDATIONS BY 5 CPC AND 6 CPC THIS CADRE IN THIS PARTICULAR DEPARTMENT IS BEING NEGLECTED FOR MANY YEARS. WHY THE CHAPTER 3.4 OF CPC IS NOT CONISDERED THIS MATTER IS ONLY KNOWN TO THEIR GOOD SELF.

  65. As we know that,the fight of the grade pay of Rs. 4600/- has been accepted by the finanace ministry,but a question is rise here, why a big gap has been occured between the GP of Rs.2400/-(basic of 4000-6000)and Rs.4600/-? Government should think over the said matter.
