Service Chiefs to meet Minister

With anger mounting over the ‘‘raw deal’’ given to them by the Sixth Central Pay Commission, the armed forces are planning to petition the government to ensure officers and jawans get better pay packages than the ones recommended. The matter is likely to be raised when Admiral Sureesh Mehta, General Deepak Kapoor and Air Chief Marshal F H Major meet defence minister A K Antony on Thursday.

Admiral Mehta said, ‘‘There are always anomalies in the pay commissions, which need to be corrected. We will take it up directly with the pay commission.’’ General Kapoor, in turn, said, ‘‘We are studying the proposals... We will come out with cogent suggestions to the defence ministry. There is always scope for improvement in everything.’’

While the recommendation for a special ‘military service pay’ (MSP) has been welcomed, the huge difference between Rs 6,000 as MSP for officers and only Rs 1,000 for jawans, NCOs and JCOs has attracted sharp criticism.

    The feel good factor that the pay hike to central government employees was to create is not happening. The hike is peanuts and the resentment brewing could upset many a election hope, reports CNBC-TV18.

    It's a salary hike that has clearly not gone down well and this could be a familiar sight in the days to come, because a majority of central government employees say they've got a raw deal.

    DN Sahoo of CCS Forum protests, "This is conspiracy against us."

    Group B, C and D employees who constitute the majority 40 lakh odd pool of central workers may have got a pay hike of about 20 per cent, but in money terms that is a hike of between one and three thousand rupees. Group A or officers of Joint Secretary and above have got a 50 per cent hike, which translates between 20 to 30 thousand rupees.

    Besides, the anamoly is, if earlier a financial upgrade was assured at 12 and 24 years, now it's between 18 and 50 years. Whoever worked that long? Employees ask.

    Employees Union Leader, Dalip Singh, said, "We will stop cabinet ministers, joint secretaries from entering their offices like we did the last time."

    In an election year, the 6th Pay Commission was essentially meant for a vote bank of 40 lakh odd central government employees. But the only people feeling good about the pay hike are a hand ful of bureaucrats who probably dont have the time to go out and vote anyway.

    remember the result of anti employee measures taken by Mr. A K Antony, the then CM of Kerala. Congress lost 19 parliament seats out of 20. The same is going to happen all over India the government employees and their dependents are a decisive force.
    JUST REMEMBER THAT !!!!!!!!!!

    Actually defence forces have been treated as useless people. They are contributing to visible financial growth of the country. that is no direct involvement per se. However people of the country are forgetting "The country which forgets it's Armed forces gets forgotten".The map and the breed of that country changes at a faster pace.If an IT employee is considered good and being incentivised by the Govt by the means of SEZ ,soft loans EPZ ,Income Tax exemptions Rs devaluations then why not a SOLDIER who is there to lay down his life for the country.It's Army which is plugging the J&K and North East. Remember that.let's give due to the Jawans and officers of this great Indian Army what they must deserve.

  5. i hope service chief have been brifed about the pros and cons of reccomendation of pay commission.

    ask for 20% maximum tax liability slab in income tax.
    mess band and wine presently gives relief of rs 250/,please raise it to rs 50000.
    i would like to opt for basic 14300,instead basic of 15100,because with the gradation pay the defference is 16000.00.
    did any body noticed this anamoly.

    please ask for special increments for surgeon,anaesthetists and gynecologists.
    special DMO pay.
    Call duties allowances.
    Temporary duty allowances.
    holiday packages.
    BMW and Merc as official vehicle,why not we are in position to blow lot of money to our niebours even enemies.
    enough pay to be able to buy house in metro,two bed room flat atleast.

    If defence forces moral let down it is not good for the country. Even if two three sporadic incidents happen ie terrorist attack, the market walahs mncs would wind up thier investment and go to next country. what is going on here. Economy is booming but only a few lakh white collar private employees are enjoying where 10 billion are living. Even defence forces are not happy let we scrap the sixth pay commission report. We are not running a company but a NATION where every body has the right to live. Throw this govt and laws that prohibit equal distribution of economic growth.

    As this pay scales 5000-150-8000,5500-175-9000,6500-200-6900,6500-200-10500 are merged.We want 7450-225-11500,7500-250-1200 and 8000-275-13500 to merged there are hardly any difference and they all belong to Gazetted Post so instead of PB-2,it should be moved to PB-3

    WHAT IS WRONG WITH THE GOVERNMENT ? WITH RENOWNED SCHOLARS AT HELM OF AFFAIRS AND IN POLICY MAKING BODIES PROPER MANAGEMENT OF THE GOVERNMENT HAS NOT BEEN POSSIBLE FOR NEARLY 60 YEARS ! MAJORITY OF THE POPULATION ASPIRE FOR A GOVT JOB FOR ASSOCIATED STABILITY,SECURITY ETC. NATURALLY A LOT OF TALENTED PEOPLE GET INTO GOVT JOBS. BUT POOR MANAGEMENT BY PEOPLE AT THE TOP WHO MATTER LEADS TO POOR RESULTS. SOMETIMES GOVT STAFF ARE FORCED TO ADOPT CORRUPT METHODS TO FOR BETTER POSTINGS ETC. NOW PENALISING EVERYBODY BY POOR PAYS FOR FOLLIES OF PEOPLE AT THE TOP DOESNOT SERVE ANY PURPOSE. GO FOR ADMIN REFORMS WHICH INCRESES EFFICIENCY, PAY PROPERLY AND SEE THE RESULTS.

    Military service pay(msp) for a jawan is 1000 and brigadier is 6000.On the face of it, the difference looks large.But let us remember MSP for brigadier gets taxed at 30% and effectively he gets 4180 only.But it may be difficult to exlain it to a jawan.Therefor make MSP non taxable ,reduce the MSP for brigadier to 4500 and increase MSP for jawan to 1500.This will make both happy and the diference would not appear to be large.

    Similarily if DA is made tax free probably no would ask for pay commissions in future.

    Widen the tax base where people dont pay tax.If you want to fill a pond you would not draw water from the same pond.In case of Salaried class people in the Govt sector no one can hide income .So widening the tax base here Govt is simply increasing the work (and thus work force)for tax department without any real gains to it.In Govt sectors the salaries should be tax free and so decided to make at least 95% of their employee out of the tax net .This way govt can save the manpower in the tax collection organisation and use them more effectively against the genuine tax evaders.This would also enable govt to reduce the ratio of maximum to minimum salary and less heart burns for the minimum salaried staff and at the same time less pocket burn for the maximum salaried staff.What is the point in paying by one hand and taking part of it back by the other.

    How hard is it to understand that the scientific research of this country is being carried out by the educated people who have toiled hard for their PhDs ? One must really be a complete fool not to understand the fact that the base of an advanced nation is the progress in its science. The govt then, is really a fool to recommend a hike of 2000 rupees to such researchers with a PhD. 90% of the govt employees with a PhD (working as faculty members in nation's top ranking institutes and as scientists in ISRO/DRDO/TIFR/NAL/CSIR etc) fall in the new payband 15600-39100, where they will get a new "high" salary of 30,000-35,000 depending on the number of years of experience. Only the fools will pay this ridiculous amount to the top brains of the country.

  18. The question of people who got into higher scales after 01.01.2006. How will their pay be fixed and how to calculate their emoluments as of 01 July 08 as has been done with others?

    There are certain recommendation in the Sixth Pay Commission Report. Page 50, which is:

    "In cases where employees have been placed in a higher pay scale between 01.01.2006 and the date of notification of the revised Pay Bands on account of promotion, upgradation of pay scale, etc. the employees shall be given the option to switch over to the revised pay band and grade pay from the date of such promotion, upgradation"

    This means, is there any minimum criteria like qualification or performance for the people to jump from one pay band to another?
    For example...a diploma or ITI in Payband 2 like to change to Pay band 3 when he/ she reaches the maximum grade pay in his/her present band........

    In case govt of india cannot look after its defence forces, they all should be disbanded and bureaucrats asked to defend the national borders and look after internal security instead. Also if govt cannot pay them, it has no right to refuse release to those desirous of leaving the services.

    Defence forces particularly navy are themselves to be blamed for their ruin. Can you name one senior officer who has worked for his subordinates? As long as they get a staff car with a flag / pennant fluttering, a steward and their wives become members of NWWA Central Commiittee they are not bothered about the others. The CNS meeting the RM is just a ploy for him to say that he is taking steps to rectify the annomilies. By the time this will be done he would have swallowed the anchor and the ten year wait for the seventh pay commission will be on. Wake up senior (flag) officers. Your subordinates are not so naieve. We know you cant do anything and accept it. So why pretend

    Employees in PB1 cannot work and live with dignity. There is a huge disparity between PB1 and PB2. The chances of promotion is remote and getting into the next payband is not possible during the employment tenure. The next pay commission will be only after 10 or 12 years. Till then, how can the PB1 employees lead a decent living?

    No CCA. Transport allowance for PB1 is a mere Rs.400/- whereas, it has been hiked 4 times for the next payband. Most of the LDC, UDC, store clerks, Assistant store keepers etc. in PB1 are graduates / post-graduates with computer literacy. They are going to benefit less than Rs.2000/-, while the Gr.C technical (draughtsman etc.) who have qualification of 8th std or 10th std. with ITI certificate now stand to gain more than Rs.12000/- per month. Just think of the arrears that they are going to get.

    pay commission in its initial questionaire asked about cost to exchequer in respect of palatial houses in VVIP areas to be considered or not while deciding the salary.Contrary to this they have given a big jump to the salary of only top notch posts, forgetting that the people in these post hardly have to touch their salaries.They live on state in terms of palatial accomodation, battery of retinue staff ,number of cars attached to their offices for thmselves .The approach of the pay commission to structure the salaries as cost to exchequer( on the lines cost to company principle followed by corporate) got clearly forgotten while giving a meagre hike to mid level posts and big jump on the apex scales

    A pay commission was spearheaded by the so called best brains of civil,judiciary,defence,academics.They took little less than 2 years, travelled length and breadth of country and outside , heard hundreds of petitions to prepare this report.Yet,it appears this report does not make majority happy.It then only proves that the people involved in this major exercise which decides the livelyhood of lakhs of employee and may be of few politicians ( this being election year) were not the right men for right job.It seems the attractive pay scales of private sector has already taken away the best people and nothing great may be expected from the left overs.After all,Proof of pudding is in eating .

    since da upto 31-12-2005 has been taken into consideration for revised fixation,the da now should be,
    3%jan 2006,5%jun06,6%jan07,6%jun07and 6%jan08 total 26%.of course by july 08 it will be more because of the inflation.

    1-1-06 I got Rs 13950/-
    1-1-06 new salary Rs 13690/-
    Thats net loss of Rs 260/- PM
    What a Pay omission ?

    I fully agree with the comment posted by anonymous at 8.01 pm. Who is the CNS trying to fool? We know the pathetic condition of the middle level officers but who cares? Not the CNS, not the RM and certainly not the PM. The pay commission has reconfirmed the fact. The fact that Mehtais hoping to be the governer of Goa, Anthony is a thorough Mallu politician who will promise everything but deliver nothing and we will be left to the mercy of inept COP who is Navy's Raj Narayan. I agree that we should not expect anything from the service chiefs meeting the Minister. It was just an eye wash.

    Cost of Benefit to Defence Personnel/Govt Servants

    Pay commission had commissioned XLRI to study of cost to government(CTG) on account of salary , tangible and intangible benefits accrued to Govt servants. The report is available on the pay commission website. In its report XLRI has incorrectly included 40 days of extra leave (over and above its civilian counter part)available to jawan/armed forces officer per year. This is totally an improper analysis as in armed forces there is no provision of overtime pay for the days (far exceeding 40 per year) that are spent by the defence personnel in 24 hour duties in the days of exercises in the field and watches at sea .XLRI also failed in its analysis in not quantifying the extra work load shared by the armed forces officers on account of shortages in armed forces. In shipping corporation of India the savings to the organization on salary of a staff whenever not provided is passed on the remaining officers of the ship who share that workload. I only hope this faulty XLRI analysis of CTG for defence personnel is not the reason for pay package which is far below the expectations of defence personnel.

    At the same time I admire XLRI in bringing out flaws in the system in providing benefits to its employee. A case in point is the CSD facility to the defence personnel. It definitely gives a benefit to the defence personnel.But as brought out by XLRI the cost to Govt in providing this benefit exceeds the benefit itself.

    The other item included by XLRI in arriving at CTG for defence personnel is the free ration. Again the actual cost to govt is far more than the value of the ration defence personnel finally get in their hand. The quality of rice finally reaching home as part of free ration is of very poor quality.

    It is high time in offering cash in lieu of facilities like LTC,Free Ration,Free Medical facility, Free Govt accommodation etc.As in all these mechanisms the cost of providing benefit is exceeding the cost of benefit itself. Congratulations to XLRI in bringing out the these aspects. I am sure there would be many more such areas in which the govt would be able to simplify the procedures and pass on the benefits in cash instead of kind and save the wasteful expenditure.

    The pay commission has left the armed forces hugely disappointed.

    The conditions of service of armed forces cannot be quantified and can never be adequately compensated.

    However, some reasonable amont of additional money would certainly help servicemen to lead a respectable life in society.

    Ask those mothers who have sent their children to the armed forces and you'd realise.

    Ask those wives of armed forces personnel who wait endlessly for news about their husbands when away on duty.

    Ask those kids who forget their dads.

    But we as a nation won't take notice.

    But the man in uniform still won't stop giving it his all.

    A lot have been said by one and all about pay commission but the wrong assumption by esteemed member of CPC in favour of IAS has disapointed most of the Officers other than IAS. Reason is simple. Pay commission is made "by IAS", "for the IAS". Such monopoly and undue advantage to one service is against the philosophy of liberalisation and open competition. IAS is the most corrupt service at present. They are totally sold out to politicians who are party in siphoning public money. Both IAS and Politicians are thriving on each other and the net result is Bharat remained poor as ever. They both siphoned 85% of all developmental budget and left poor hungry without shelter.
    IAS need to be abolished to allow India to grow.

    The increase in the salaries of Group-B, C & D is just 15% as could be seen in the formula given by 6 CPC for fixing the basic pay. The increase for Group A entrant and upto the Director is 25 to 40@, whereas for Jt. Secretary, the increase is more than 50 per cent. As a rule same formula should be adopted for fixation of basic pay, whether is a Class-D staff or the joint secretary and above. What is use of giving a formula when it has not be used for officers jt. secretary and above.

    6 CPC has down graded the Messanger and LDCs, which could well be seen the pay scales proposed.

    The minimum basic pay should be Rs, 10,000. There is also no justification in keeping the minimum & maximum ration to 1:12. It should be reduced to 1:8.
    5th CPC has done injustice to groups B, C & D by introducting two scales in between SO scale of Rs. 6500-10500 and 8000-12500 viz, (i) 7425-11000 and Rs. 7500-12000. There was no pay scale between SO and entry level of Group-A till 4th CPC.

    One of my friend had his pay Rs. 2240 on 1.1.94 viz., Rs. 40 more than the entry level pay of Group-A, but his pay was fixed at Rs. 6900 on 1/1/96, whereas the pay of new entrant Group-A was fixed at Rs. 8,000 and my friend was able to reach at Rs. 8000 after earning seven increments.
    To ease the disparity created by 5th and 6th CPCs, group-B, C & D officials, the government should grant 30% on Pay + DP as on 1.1.2006 for fixing the pay in the revisedj, to give some benefit to these officials.
