Pay Commission Report Details

    This pay commission is very disappointing considering the fact that the hike is for the next 10 years. By that time salaries in the private sector would have sky rocketed. It would be good for 1-2 years but after that govt employees would feel the pinch. This would start an exodus of talented people to the private sector.

    whats in store for Govt. employees in the new report. nothing is clear. the pay scale of 4000-100-6000 now becomes 7260 (minimum). which is just 20% more if merge 50% DA to the previous basic. I cannot understand the calculation aspect. If any body understands it kindly intimate.

    what will be the HRA and DA for A1 cities and also CCA and Transport Allowances. Whether all the above mentioned allowances will be calculated (Pay Band + Grade Pay) or only Pay Band. If it is only Pay Band then it will only be a very mearge increase of few thousand.

    When the salaries in the Private companies are already sky high, the present commission's recommendation is very very disappointing, considering the high compettition in the process of recruitment of the employees. The government does not deserve to be a reasonable employer.

    The pay commission's recommendations is very disappointing as it does not properly coinsider the sky-high salaries in the private companies.

    it is very disappointing justice given by Mr Srikrishna & team. they have not considered any proposal of hike from any departments.For this kind of report, they need to study for one and half years.it is only merger of DA+DP and some minor increase.

  15. The gentlemen in the TV media should be asked to read the report carefully before splashing misleading news that there is hike. There is no hike. This commission has totally messed up our pay scales.

    I quote one good thing. TA is quadrupled and given to even those who occupy Govt. accommodation. Is TA taxed ?

    And one confusion.
    On promotion, one gets one increment and new grade pay. There is confusion here. is the grade pay in full or only the difference between new grade pay & old ?

    I do not know why the people not concerned with govt. jobs makes so much hassle about the pay commission. Pays scales are revised after 10 years. i.e., only most 3-4 times in an individuals service tenure. It is people dislike happiness on people's faces? Where do these people go when the prices of Petrol, Diesel, useful commodities has rocketed sky high? Why do they not shout on the top of their voice then ? The Govt. employees never interfere with salaries that others get ... why do people have trouble ... ASPJ...

    The annual increments work out to (See section 2.2 of the Commission Report):
    1S Annual increment @ 2.5%.
    PB-1 Annual increment @ 2.5%.
    PB-2 Annual increment @ 2.5%.
    PB-3 Annual increments @ 2.5% & 3.5%.
    PB-4 Annual increment @ 2.5%.

    This means that the new pay (Revised Pay Band + Grade Pay) = (Annual Increment Percentage listed above) * Existing (Basic Pay + DA + DP )

    Wonder who it is that is hoodwinking the public, the govt or the media ? 40% pay hike ... yeah right!

    Its very disappointing to know that the only benefit is the Rank Pay proposed. If u add ur BP,DP,DA and the newly proposed Rank Pay that wud b ur new Basic! The Rank pay may look suwat gud now...but we hv 2 live with it 4 nxt 10 yrs......huh!

    A very very dissapointing report. who is fooling whom!1 . giving a hike of 100% in pension for a 100 year old is a mockery.
    the pay commission has only done a little arithmetic and come up with what??even a child in 5th grade can do this.all in all, not a very good one.
    it will now make it easier for the talented(conscience wise) to leave for better pastures.

    I have read the complete report. It seems, the Government with connivance of Pay Commission is fooling the employees and helping the officials. In some cases the take home salary of employees would be less than what they are getting at present!

    Apparently the worst enemy of 'Babus' is the media, both visual as well as print media.

    The Pay Commission's Report is very very disappointing for sakari babus and excellent only for Class-I officers.

    Its a bundle of lies which the news papers are claiming. There is so much hype that pay increase is more than 40 % whereas in actual it is about 10 % only.
    Govt. wants all Govt . officers to leave & do private jobs.

  30. The sixth pay commission report does not have following check points..

    1) Promotion: One increment of 2.5% (total of band pay + grade pay).
    It means that SPC does not encourage people to get promotion. likely people may demotivate.

    2) Pay fixation : Those, who got promotion during the period of 01/01/06 to till date., SPC does not addressed about migration of pre-revised scale to newly proposed. Then Newly proposed to promoted afted 01/01/06.

    3) Partiality in Group - B to Group - A : The maximum of group B is 8700, where as minimum of Group A is 15600. i.e. 56% hike in Gr B cadre to Group A cadre. Which is not fair.

    4) DA base calculation is from 01 May 01. If so, there is no annexure was pubblished by SPC about the revised DA rate as per base index of 01 May 01. Please note that the DA is not mentioned in the report as zero on 01.01.06. It means that the base rate from 01 May 01 will follow. It may approximately 27% on 01.01.06.

    5) There is no guidelines for feeder category. Which is not a Scientifically designed report.

    6) SPC suggested 5000 & 5500 will be merged for DIploma holder and hiked to pre-revised 6500 scale of pay. As well as, for BE graduates, it is 7450 scale of pay. SPC does not given solution to migration of such peoples about pay fixation.

    7) PRIS is placed ILO PLB. But, PLB will be in parallel run. How long duration..?

    8) Similerly, Group B top mos person will get TA on tour for Hotel rate as 500, where as Junior most Group A will get 1500 per day. The fact Group A juniors are trained by Group B seniors. Hence, it looks unfair in recommendation.

    9) Daily allowence coloumn it is written as Rs 100 per diem. "diem" means what ? (I don't know..)

    10) Revised or Proposed DA calculation is not placed in Annexure to report, the same is the responciblity of the team of SPC.

    11) Departmental examinations has to be conducted by common agency like UPSC, SSC.. not by the department. the same will lead to corruption. the same link is missed in report.

    12) In pratcal word, there is no ACP exists. It means there is no proper waitage for serving for long time in same cadre. the revised ACP by SPC is imaginary. which is not possible or benifitable.

    13) The langauge used in the report is poor. It means not up to the standard of expected.

    14) The SPC confirms engineering graduates recruited as basic qualification in direct recruitment will be in 7450 basic. if so, what about the illutrate, who are working in 6500 scale. What about seniority list. In this regard, sure fight between graduate and illurate in 6500 basic will occur. SPC has to comeout with solution for the same.

    15) Most of the cases, after revising the pay sclae to pay band. Mostly seniority position problum will ocuur. How the SPC is going to address it.

    16) The 1:12 ration, i.e minimum wage as 10738 to 1,13,360 (if DA is 24%) is unfair. Though ration is fine, the wage differnce in lakh rupees looks unfair.

    17) Comprisingly, the SPC motivates PB3 and PB4 band. Interstingly, again the PB2 players has no potential to contiue in government. In means of promotional avenue, assured carreer, salary progress with repect to work output delivered. ultimately, PB2 band is the core band which is leading the government to run smooth.

    If any of the above points are already taken care by SPC, please post in blog for our knowledge.

    This report is very disappointig specially the officers in lower grades. It could be better to merge another 50% (47% at present) DA to the basic once it reaches to this level. I think govt. do not want the staff to be in job at this level..........very disappointing.................

    What to comment? The SPC Report is not of a standard even to comment. Either this committee was asked to screw the employee the deeper you can or the committee does not know the value of government employees. Being an employee my humble equest to goverment is please do not revise our salaries let it be like this only. We'll be much happier with old pay structure. If you support this view, I would request you to apeal the govt. not to go for pay revision & continue with the existing pay structure..

    The hike given is 3-4% in new basic if you merge your basic+dp+da in your salary slip in Pay band-3.
    There is no clarity on DA and other allowance existing in the previous commission/ scale.

    So CPC and Govt is making us fool and Media is hyping this report by telling 30-60% hike,

    For too long the people of this country have been taken for granted. Waiting for 12 years just to get a meagre hike, while the joker corrupt politicians guzzle up the land and the resources of this country, and fill up their overseas bank accounts with crores of tainted money. Suffering the indignity of getting a hike of 1000 rupees so that finally they can pay their house loan for a middle-class 2-bedroom apartment while the private company employees enjoy their homes in high-rise top-end posh localities.

    It is unfair to say that report is meant for only class 1, Compare it with FCPC total emoluments , you will find that average increase is 5000-7000 per month...............it is equally disapointing......., Implementation of it may be as disputed as mumbai report of sri krishna.

  40. The pay commission report is highly disappointing. The only beneficieries are the top most beurocrats who are in the PB-4.
    Others ahve only a marginal maximum increase of 10% of present pay .
    Where is the 40-50% hike as reported by the media.
    A meeger 10% hike and that is also after 12 years and calling it a pay commission?
    It is total eye wash.

    Far below the recommendations of 5th CPC.

    Gross Injustice to Director Level officers

    I would like to bring to the kind attention of Sixth Pay Commission and the Ministry of Finance the Gross injustice that has been meted out to most of the officers up to Director Level Officers in the Pay Scale of Rs. 14300-400-18300, vis-à-vis the officers in the Pay Scale of 14300-450-22400. While the fixation of higher Grade pay at Rs. 9000 could be justified for the officers in the scale of 14300-22400 (being 40% of the maximum of their present pay scale) compared to Rs. 7600 for officers in the pay scale of 14300-18300. However, the officers drawing higher salary in the scale of 14300-18300 than the officers in the scale of 14300-22400 would now draw substantially lower salary in the proposed new pay scales compared to their counterparts in the scale of Rs. 14300-22400. At the minimum of both the scales i.e. Rs. 14300, the Director level officers will get Rs. 14300 less (Excluding Grade Pay, HRA and DA). Even the officers at the highest of the pay scale 14300-18300 would draw Rs. 7300 less Revised pay in the running pay band compared to fresh entrant in the pay scale of 14300-450-22400,

    The actual loss to the officers in the pay scale of 14300-18300 would be much more than indicated in the last column, if one adds the HRA and DA also.

    The Government of India is therefore requested to look in to such anomalies and need to ensure that no injustice is done to the Directors level officers and other officers who are placed similarly.

    The guiding principle has been that Officers with same basic pay in the pre-revised scales were drawing the same gross emoluments and those having lower basic pay were drawing lower emoluments, irrespective of the pay scale. This needs to be maintained in the post 6th Pay Commission regime.

    I am sure there would be many such instances where such a distortion in total emoluments would take place due to the recommendations of Sixth Pay Commission. It is therefore requested that GOI need to maintain pairty between Officers presently drawing same salaries.

  49. Please do not spread false things. The pay commission has not favoured group A officers. It has favoured only those group A officers who are joint secretary and above who are very few in numbers. May be friends of krishna.
    Other group A officers are in dumps.

    If anyone is in the service range of 15-20 years please avail the exit package and run, run , run quickly before completing 20 years. Otherwise you also will be dumped.

    The commission has not indicated the burden of Pay commission on account of honararium to commission members.

    We may be better even with the previous scales.

    Let the so called difference be given to Congress for their party members after the elections.

    There could have been other means of suicide by FM. Why should we bear the blame.

    Individual has to see what are the implications of the pay scales proposed. I am not yet clear what is the purpose of having only 4 grades of pay. It is good to have small scales and promotions. Now there will be no insentive for hard and good work.

    SPC HAS MENTIONED THAT THERE HAS BEEN MORE THAN 100% NEUTRALISATION OF INFLATION SINCE 2004 DUE TO DEARNESS PAY. IN THE SAME LOGIC THE ARREARS PAYABLE SINCE 1.1.2006 MAY BE DEPOSITED IN GPF WITH RETROSPECTIVE EFFECT.

    yes the pay has been hiked. in the real sense with the merger of the da as on 31 dec 05, is the hike double as claimed by most newspapers. no. also the standalone annual increment (i.e without da) is peanuts. after 20 years of serving in the defence forces, the increment is of the order of rs. 400 to 450/annum for an officer. in today's scenario, expectations are very high. it is well known that the government cannot or will not be able to pay more than what is recommended by pay commission, considering the inefficiencies in the organisational set up and administrative mismanagement and inefficiency. what the country's citizen have to accept is a fact that BABU'S are an integral part of good governance. but if you pay paenuts to babus even efficient babus would become monkeys, especialy in the hands of politicians. i request members to be liberal in welcoming the hike proposed and demand better accountability and improved governance. mind you this euphoria would die soon after the implementation is announced. only the fm would know, whether the recommendations would be fully accepted. news papaers should track the announcement of handingover the report fully and make the public aware as to how much the recommendations is accepted by the govt. a brief analysis of the report is heartening. the pains taken the commission to analyse every demand of the representatives of the govet and justifying every recommendation is truly praiseworthy. while the aggrived party would continue pouring out his gievance, there is less chance for him to crib with the basis of recommendations explained with logic. once again let us ask for good and clean administration and make people accountable. use citizen empowerment such exercising one's franchise, rti and overall the voter's might in a democracy, which virtually ensures unabated freedom to demand one's right.

    I think for the first time in the history of any Pay Commission Recommendations there has been a reduction of Scale in Revised Recommendations then the old scale. Pl see the s-26 and s-27 old scales wherein Rs 16400-20000 and 16400-20900 have been proposed for conversion to 15600-39100 scale . I dont know the logic behind putting the scale of Rs 15600 lesser than 16000. Moreover these scales are not for the IAS babus hence who bothers?

    AS EXPECTED, A REPORT BY THE TOP MOST OFFICERS FOR THE TOP MOST OFFICERS' BENEFITS WHILE AXING THE RIGHTS OF NOT HAVE BEENS. WHILE OTHER SCALES HAVE BEEN MERGED THE SCALE OF 8000-135000 HAS BEEN BIFURCATED DUE TO MORE THAN OBVIOUS REASONS. THE BABU CULTURE LEFT BEHIND BY THE BRITISH IS HERE TO STAY WHERE MOST OF THE CREAM IS ENJOYED BY THE SO CALLED CLASS 1 OFFICERS AND LEFT OVER FOR THE OTHERS. NO ONE IS READY TO ACCEPT THAT WE AS A NATION HAVE NOT DEVELOPED AS MUCH AS WE COULD HAD; the sole reason being self benefict culture of the beurocracy..
