Scientists want equal treatment

Now Scientists have come out in the open against the recommendations of the Sixth Pay Commission. A delegation of scientists, led by M K Bhan, Secretary, Department of Biotechnology, on Wednesday met Cabinet Secretary to point out the anomalies in the pay panel recommendations.

Sources said the main concern of the scientists was that the commission had sought to perpetuate a disparity between the scientists working for DRDO, ISRO or Department of Atomic Energy and those with the Department of Science and Technology or Department of Biotechnology. "It is like saying that a physicist or a nuclear scientist is above those working in the area of vaccines," said a senior scientist, not wishing to be named.

The scientists said a favourable promotion policy in organisations like Indian Space Research Organisation has ensured that there are plenty of scientists in higher grades like G and H in these places. On the other hand, DST or DBT has very few scientists in grade H, which is equivalent to the rank of an additional secretary.

"ISRO has additional scales at the senior level with designations like distinguished scientist and outstanding scientist which are not available in DST or DBT," said another scientist.

"We had been asking for an equal treatment irrespective of institutions. But the Commission has not addressed these issues," he said, pointing out that scientists in Department of Atomic Energy were also entitled to additional perks.

    This is called "divide and rule"

    Bye the way let me tell, All the extra touted for DAE is on paper only

    Extra increment is with out DA and HRA which are a petry 700 or so

    They do not get any other allowance like phone, journal etc.

    They suffer with the travelling pathetic condition of so called official travel

    They also bear the brunt of addition security inconviences.

    Scientist forget science

    look for "how u can survive"

    Why only the scientists, even the academicians ( higher education and technical Instittues) need better treatement by the CPC!

    The pay commission disappointed even the youngsters who joined recently into services with much hope. As Asst.professor(biotech)with M.Tech and Ph.D qualifiations and publications in high standard research journals, I am getting only 20 K but where as my friends are getting 75k in pvt.industry.After few years (say 10 years) how can I compare myself with my friends. Thenafter(after 10 yrs) pay (a commission like this come and with their mercy may hike salaries upto 15-20%(ofcourse they feel proud for it and news papers boast as usual). So one easily know the huge loss of money
    by staying in GOVT service. So,I decided better to leave from the service at this moment itself otherwise in future I have to blame my self for staying a long term association with this poor blind goverment and also I have to feel sorry for my family members who believed in me for a good life.

    So friends plz fight against this CPC recommandations at least to retain talent and service oriented persons in the field and also to lead a respectable life of yours in society.

    Promotional policies in DRDO and other scientific organisation is not transparant.

    It normally takes >25 years to reach Scientist 'G' unless and until you are in the COTORIE of the top brass.

    Its damn frustrating for the educated class.

    THEN FOR PROMOTIONS THERE IS THE 'FLEXIBLE COMPLEMENTING SCHEME' WHICH MAKES SUBORDINATES SLAVES OF THEIR REPORTING OFFICERS. THE SCREENING COMMITTEE SIMPLY COUNTS THE 'A's AND 'A+'s AND FINDS OUT WHETHER SOMEBODY IS ELIGIBLE TO BE CALLED FOR INTERVIEW AND THEN THE INTERVIEW IS MERE FORMALITY. WITH NO CIVIL LIST OR GRADATION LIST IN THE S&T SERVEICES EVERYTHING DEPENDS ON THE WHIMS OF YOUR BOSS. WIT

    Whatever corrections the Govt may make to the recommendations of the SPC the only proper way to disburse arrears since Jan '06 is to deposit them in the PF fund with retrospective effect otherwise it is daylight cheating by the Govt.

    Scientists with Doctorate degree should draw more than Master degree holders. He would have worked more than a Master degree holder. None of the pay commission has looked this. I believe that Ph.D holders in Computer Science, Bio-Tech and Nano-Tech should be placed immdiately in 18400 (V-pay) scales so that they will rededicate the future service to the nation. Hon. Minister Kapil sibal today 7-4-2008 spoke that we need more doctorates in his address. Why and what for these doctorates will work for you with this low salaries. I have seen in DST, DRDO, CSIR,DOD, DOEn, ICAR, ICMR, we need to add more doctorates as scientists. We need to provide them a separate scales for them, which is not covered in 6th pay. Performance linked incentive is welcome. what is the incentive you are giving for the performance he/she attained before getting a job i.e. doctoral degree.

    If u r SO'G' soon u will be H and u will get handsome pay.

    If u r So'E'/'F' u r experienced enough to fetch high salary in pvt.

    If u wanna be SO'C'or SO'D' it means u could not get job outside so get experience here.

  10. Everyone feels his/her category is ill-treated by pay-commission. All DAE & Space Scientists say they are humiliated by SPC. Now this post says other Scientists are worse off.

    Scientists do not make payments to pay commission members which is the job of rulers of India ie IAS.

    This is the reason why SPC members signed the report written by IAS member. Kings are Kings.

    I agree Scinetists and Professionals are being treated improperly. The salary is too low.

    And Government is haning the control to third-rate persons.

    The observation that one goes to secretary level only whenhe is in tune with management and ministry is very correct. Othersise you slog for years.

    Look at the bio-data for sucessive directors of Indian Central Mechanical Engg. Institute of (CMERI, Asanasol). Non-ph.D and third-rate persons have ruled over this. And now I hear this Instt is going to be closed.

    Highly qualified professional working in the so called premium R&D organisation are not at all getting any professional environment itself. Forget poor salary, talk about working facility, how manny M.tech's are in ISRO/DRDO like department have a laptop / membership of a journal or even manny of them do't have even internet in their house. How manny have proper working and freedom to work place without bothering for transport or silly logistics. We spent a huge time wasting at airports / hotel on mission or other project/tours etc. A simple laptop with internet can facilitate to work. On line library membership, internetworking of peer scietific group are urgently required. Forget anything Govt. askes a scientist to work for important national project honestly for 525/- a day DA at Metros For food, hotel and transport, rediculas. What we can expect from this andhi-bahri Government.

    Well qualified professionals working for projects or important national missions must immediately provided all workinf facility. But really in this country any leader understand this requirement? Even top bosses do't understand. I say working level Scientists after 4-5 yrs experience must be given enought facility with some freedom from sill house work like Bill deposits, gas booking, followup for phone/power/fees/taxes etc. etc. Govt can do manny things witout even paying much but hope is vey little. Any one from Govt./Pay commission/review Committee/Top bosses like directors/chairman etc give yr comment. Previous one is too much thought provoking comment pl. react... Do't leave any screw unturn, U will win techies.. try and come out all the way. An Phd. in Science or PG in Engg. must atleast get special allowance declared for Armed forces min. 6000/- PM. over and above prof. upgardation allowance.

    A person who is interested in practising science as part of his life will not expect salary in tune with MNC or higher. The comparison with scientist at DAE,Space has no meaning. Obviosly you need a pay package which is relevent and meaningful. Director of IIT gets lower than the maximum salary offered to the top student. same may be storey at IIM as well. If one chooses money better find better place. If you want to practice science choose national laboratories

    WHAT IS THE NEED OF SCIENTISTS IN INDIA WHEN WE HAVE KNOW ALL IAS OFFICERS, ILLITERATE POLITICIANS, CUNNING BUSINESSMEN/CONTRATORS AND TO SOME EXTENT DRUNK JOURNALISTS. HAND OVER CONTRACTS TO FOREIGN COMPANIES. BELIEVE IN A GLOBAL VILLAGE AND REMEMBER WE ARE NATION OF DALALS. SO KISS NEHRUVIAN THEORIES LIKE SELF RELIANCE A GOOD BYE AND ENCOURAGE BRAIN DRAIN. AS LONG AS WE HAVE THE ALL POWERFUL AND JACK OF ALL TRADES AND MASTER OF NONE IAS SYSTEM NO OTHER PROFESSION WILL GET ITS DUE. ONLY MNCS HAVE BEEN ABLE TO TACKLE THEM. SCIENTISTS ARE TREATED LIKE TECHNICIANS.

    Director of IIT and IIM are getting less than their students because they have no alternative. Already reputed engineering institutes not located in well connected places have lost their importance. Students prefer institutes which will fetch them a good job. So future of IITs and IIMs may be doomed. Take a lantern and try to find some one like Newton who worked without Net connectivity etc etc. By paying DA Rs 525/- in Metros do not ask scientists to discover wonder products for you while staying in jhumpris. Who is asking for huge salary. We know we are not IAS but just provide basic amenities lke decent dwelling unit, decent conveyance. Treat us like we are necessary. This much is needed even to understand foreign technologies and decide which one to copy. At least understand this much.

    Hi..
    I found many scientists expressing their views on the government's inability or (worse, lethargy!!) over their pay and facilities etc. But none ever bothered to express their golden views towards the conditions of their lower subordinates i.e. research scholars.. they are the worst lot of the society and they are the least thought of. A research scholar who dedicates 5 golden years of his life in research finds he stands nowhere if he is not absorbed somewhere!! with sixth pay commission the research scholars are now at par with peon. Any comments anybody!!

    there are so many students who are working on various projects of DST and many other organisation, which are taken by institute professors in various premier institute, those student who are employed on a project do the same work as some research scholar does even more than that and that person is more sincere than any research scholar of the institute , but the treatment given to that student is i can say pathetic, even in the institutes like IITs the peon are treated well than the students who are working on the projects, they are not provided any accomodation, no library facility, no medical facility, nothing at all. if the institute is taking up some project work and hiring a student who has already done his/her masters then it should provide that student with all the basic facilities that any student in the institute gets, institute should take care of this thing, projects fellows receive all kind of humiliation from all around especially inside the institute, if some student is hired for working on a project which is research project, and then you are not providing him the facility to use the LIBRARY,how much fair is it?
    and is the sixth pay commision also hike their scholarship or they will be again treated like something which is unwanted?
