He also proposed to change the Income Tax rate in view of the Sixth Pay Commission report. It will also benfit the employees. New rate of tax slabs are as follows:
- 0 - 1.50 lac : Nill Tax (1.80 lac for woman)
- 1.50 lac (1.80 lac for woman) to 3.00 lac : 10%
- 3.00 lac to 5.00 lac : 20%
- 5.00 and above : 30%
Why Women are always given more exemptions? It is understandable if a woman is the sole earner of family, but most often she is earning in addition to her husband in a situation where unemplyment level of our population is 5%.

perhaps women are given a differential treatment for the following reasons:
ReplyDelete1. you all will agree that even though a woman may not be a sole bread winner of a house (in general, of course even though the trend has shifted very much in urban cities;) she purchases,cooks cleans , sends children to school,takes care of teh family membesr including teh sole bread winner during illness and completes her home front jobs by the fag end of the day. mind you for all those odd jobs she is as good as an unpaid employee.
2. she also works (this time as a paid employee ) to make both ends to meet so that her child can have a better education, good food, a shelter and if possible a social security in her old age.
so now the qt is is it wrong to treat women a little differntly than men by giving them more exemptions? i personally dont think so.
in rural areas its worse :women have to travel long distances to get water, and dry sticks for fuel.......
Encouragement to women is essential.The society should draw lessons and should leverage to derive benefits out of this advantage extended to women.Great job done Mr Chidambaram.Keep it up.

ReplyDeleteThere is nothing good for the government employees which they will gain with this increase, b'coz, ultimately when the pay will be raised by the 6th CPC then it will look very burdensome. It is a step just to get praise and votes for the next elections by the UPA. All the politicians are just trying to eat out the very norms of Democracy; they are not thinking about the people who have chosen them and for whom they should work as trustees [b'coz, they are the representatives], they simply give some concessions here n there nearby the elections just to recieve votes.
Similar is the case with BJP - this party is raising objections to the Budget of UPA, but they must not forget what did they give in their time. They just tried to suck everything they can from the society. They did nothing for the Government employees in their time. UPA at least has given some relief.
Whoever Govt., comes, they must think about their employees and about increasing the efficiency in the administration. And by just giving researvation and increasing their limits, irrationally and arbitrarily, I dont know how will the efficienty will increase, I dont know what is the aim of the Governments, I think, it is just the party politics and nobody is tinking of developing INDIA.
Can anybody answer these questions:
Q. Do in the present days Gov., employee afford is daily necessities, like, good food, shelter, etc?
Q. Can a Govt., employee look after his family with the present pay scales or with the coming new pay scales [considering new slabs]?
Govt., employees are day by day going back in the race of development of the society....... just because of these politicians and due to the so-called urbanization and liberalization....! At least let Govt., employees live in this apparent DEMOCRACY.
Considerng all facts in account, according to me tax rebate for women should max 10K - 15K extra than men and not 30K extra.

ReplyDeleteHmm...interesting comments on women's exemptions. But note that Mr. FM is trying to close the gap. The absolute increase in women's exemption limit is less than that of men's. And the percentage increase in men's exemption is even more. I personally am against these sort of discriminations, be it in respect of tax exemption or reservation. Politicians look for the easy way out by doing a wrong to counter another. Discrimination never brings equality.
ReplyDeleteI'm surprised that nobody is engaging in any kind of speculation regarding the payscale (the favourite pastime here) following the budget. Well..allow me. The clue is in the budget itself if u ask me. It works like this :
ReplyDeleteBefore budget, an employee with a gross pay of Rs.2,10,000 would have his income totally exempted from tax (i.e. assuming a male employee's savings of Rs.1,00,000 u/s 80c and tax exemption of Rs.1,10,000).
Assuming that this particular employee, who did not have to pay tax in a pre-budget+pre-paycommisision regime will retain such a status in post budget + post paycommission situation, the salary would be Rs. 2,50,000 (1,50,000 + 1,00,000 savings u/s 80c).
So 2,10,000 gross should become 2,50,000 gross at the minimum, following the pay commission recommendations. That is a Rs.40,000 increase in gross salary i.e. Rs.3300 pm. For simplicity I'm not taking transport allowance, CGEGIS etc. into account.
Now, the scale of Pay corresponding to a gross of Rs.2,10,000 is approx. Rs.7500 with 2 increments (or other lower scales with more increments). If this particular scale becomes 17500 after pay commission, then the gross pay comes to around Rs.2,50,000 per year or approx. Rs.20800 pm.
This is exactly the same as the scales shown in the now-famous excel file that was doing the rounds on the internet made by ISRO Satellite Centre (ISAC) employees ( http://www.megafileupload.com/en/file/46862/6thpay-revised-scales-zip.html )
Hence...people...you already know what's coming in the pay commission. Mr. PC has revealed that in the budget, albeit in a coded form :-)
Finance Minister P Chidambaram may not have spelt what he has in store for Central Government employees but a reading of the Budget shows that he has provided Rs 26,657 crore towards pay revision as well as arrears.
ReplyDelete“Since we don’t know what is going to be recommended by the Sixth Pay Commission, all that we could do was provide for a headroom of 0.5% in the fiscal deficit,” said an official involved with the Budget-making exercise. “This is what has been provisioned towards salary hike and the consequent arrears.”
In the Budget, Chidambaram projected a fiscal deficit of Rs 133,287 crore or 2.5% of the Gross Domestic Product for fiscal 2008-09 when the Commission’s report would get implemented. However, under the Fiscal Responsibility & Budget Management Act, this deficit target set for the Central government is 3%.
It is this 0.5% or Rs 26,657 crore — which Chidambaram called “headroom” — the latitude available for paying higher salaries and arrears of 55 lakh Central government employees. Since the wage hike has to be implemented with effect from January 2006, it would be contingent upon the government to account for arrears within this amount.
Given the seemingly low number, it seems that the government had made up its mind on the pay raise while fixing salaries of Constitutional heads. Last month’s decision to raise the salary of Governors to Rs 75,000 indicated that the topmost bureaucrat should not expect more. For past parity has been that when the Governors were drawing Rs 36,000, the Cabinet Secretary’s basic was at Rs 30,000. The Commission, constituted in October 2006 to recommend comprehensive changes in salary structure of government employees, will submit its report in April.
This newspaper report was published on the 01 of Mar in the Mumbai edition of Indian Express. Iam shocked to see that no other newspaper had reported on the so called provisions and i am slo shocked that no one has reported it in ur blog till now.By my back of the envolepe calculations taking into account the budget and rail budget provisions we can expect a 40%hike in net salary and no arrears or 33% hike in net salary with arrears from Apr 06.Now what would we want to take.U ALL DECIDE.

ReplyDeletei think the exemption for senior citizens should have been at least 4 lakhs. because any saving qualifying for exemptions is meaningless for one for whom the future is now.saving for the future is for those who have any umpteem number of years to look foward to.
also I think the honourable FM has given a big hint on what to expect .it will be about 50% plus of what you are getting now.
In the context of present discussions on pay scales of Govt. employees I have the following suggestions:
ReplyDelete1. After this pay commision, the practice of constituting paycommission should be wound up. Increases in pay should be computerised using general price rise index, rent index and transportation cost index. Pay should be updated every quarter.
2. The amount paid by cheque by salaried persons to domestic servants as wages should be deducted from amount of income tax. ie somebody's income tax is Rs. 36000/- per annum and he/she employs a servant at Rs. 3000/- per month, he/she should not pay any tax. This way unemployment of poor people can be tackled more effectively rather that routing this tax money through an inefficent Govt. system.
3. The Govt. should settle whether Governing this country is a serious business or not. If it is a joke, then you need not pay decent salary to its employees. The last grade people who do not get any other job will make the Govt. services "run". If it is a serious business, follow the step 1above. Pay should not be linked to elections and votes.
This is regarding whether women should be given more tax relief or not.The following points should be noted in this debate:

(2)This has no meaning to those women who are below poverty line
(3)This relief and budget has nothing to do with women who are working in unorganised sectors like beedi industory,waving etc.
(4)It is widely shown in the electronic media that this relief will help women to visit shopping malls frequently and end up in high degree of consummerism.
(5)This relief will certainly benefit the women hailing from poor socio-economic strata; some women can better take care of their aged poor parents; spend money on their siblings' education and marriage etc
(6)This is boon for families where the husbands are unemployed or doing pitty jobs
One should always look any social welfare measure from holistic perspective.I have firm conviction that the welfare measure should reach the needy it should not be avialed by such people for whom it will not make differnce in their lives.

ReplyDeletePreviously at the time of V pay comissssion, Govt. took about 9 months for its implementation. Report was submitted in Jan 1997 and it was implemented in October 2007. However, it was applicable from 1 January 2006.

ReplyDeleteYou are RIGHT dear. The man who is responsible for his parents, relatives,sisters,brothers,wife,son and daughters whether he is a single earner. While in most cases if wife is also earning they do not like these relationship due to one reason or the another.So i think this is an aonther award to change our indian social structure. was it not better to give job at least a person per family ? Some are jobless having degrees while others are enjoying double benifit!!

So unless the hike in basic is atleast 4 times the increase will be only marginal.

As the Sixth Pay Commission prepares to submit its report on March 20, a fortnight before deadline, the Finance Ministry has started working its numbers considering an average 20% increase in salaries of Central government employees.
The wage hike, after merging existing allowances with the basic salary, will range from 18 to 25% depending on the slab, sources told The Indian Express. The net impact will be 20%, they added.
Compared to the 200% hike recommended by the Fifth Pay Commission, the increase this time has been deliberately kept at a moderate level as the inflationary impact is anyways being neutralised since July 1996 through revisions in the Dearness Allowance.
These revisions, twice every year from January 1 and July 1, are in line with the formula advocated by the Fifth Pay Commission. A Central government employee's remuneration includes a basic salary, a 50% dearness pay merged with the basic and a 47% dearness allowance of the total.
Excluding the arrears that would accrue to the 55 lakh employees, the annual impact of the new wage jump is estimated at Rs 11,000 crore. The new scale will be effective from January 2006 but half of it could be compulsorily put away under the GPF to bring down the instant payout.
That is because although Finance Minister P Chidambaram provided for Rs 26,657 crore or 0.5% of the fiscal deficit as headroom for pay revision and arrears, the margin got reduced due to a supplementary demand for Rs 10,000 crore for the loan waiver of farmers.
Using the average wage hike of 20%, the Finance Ministry has estimated that its impact on states will be to the tune of Rs 46,000 crore.
The government has declared that the Sixth Pay Commission would submit its report by April 4, 2008. In a written reply to the Rajya Sabha, Mr. P K Bansal, the Minister of State for Finance said, “The Commission is to finalise and submit its report within 18 months of its constitution, that is 4th April, 2008.”

Regarding the terms of reference of the Sixth Pay Commission, he said that the Commission was analyzing the interest and requirement to approve any interim relief until its commendations were completed.
Employees can expect a decent rise in salary as the Elections are coming near. Government may not miss this chance to give additional benefits to employees in all pay scales to grab a bigger vote bank. The salary increase in Sixth Pay commission report 2008 may bring cheer among various government departments.
The new 6th pay commission pay scale table may also result in increase in salary for employees in private sector. Big companies are paying well but there are still many workers in small companies who are finding it very difficult to run their house on meagre income.
On media reports regarding big increase in salaries of civil service staff, Mr. Bansal told that the Commission is yet to settle down and present its report, so the media might be doubtful.
In October 2006, the Sixth Pay Commission was formed to suggest comprehensive changes in salary structure of the government employees.
It would also provide suggestions regarding the pay arrangement of government workers including industrial as well as non- industrial central government employees, Armed Forces personnel, All India Services, and employees in the Union Territories.
Additionally, the Commission would study the pay structure for Indian Audit and Accounts Department, regulatory bodies establish by Act s in the Parliament and Supreme Court employees, Mr. Bansal said.
Central 6th pay commission scales may trigger state governments to offer salary hike to their employees. The expectations are higher and things may be clear by April 4, when the expected pay scale tables 2008 under VIth pay commission will be unveiled.
