Create Saperate pay commission for forces : Parliament Committee

Permanent Parliamentary Committee on defense matters has strongly recommended saperate Pay Commission for the Armed Forces.

Committee has said that Armed Forces are fighting against Terrorist activities, insurgencies and dangers from within and outside the country, besides giving support in the natural disturbances, therefore a saperate pay commission is required to be created for the forces. According to the Committee, there were many anomalies in the recommendations of the Fifth Pay Commission for armed forces. For example, pension of Major General was less than Brigadier, not only this but the pension of the Jawan (Sainik) was recommended less than the pension of peon of the Central Government. So, Fifth Pay Commission totally neglected the need and the aspirations of the Armed Forces. Fifth Pay Commission did not pay attention to the problems of the Armed Forces personnels like promotion avenues, living away from family for a longer time, Difficult conditions and danger to the life etc.

According to the Parliamentary Committee, the recommendation of last pay commission has made services of Armed Forces unattractive to the brilliant young men of the country. Because of this, number of Officers in the forces has reduced. In the Army, more than 2000 officers has requested to leave the Army from 2001 to 2004 only. It comprises application of 2 Lt. General, 10 Major General, 84 Brigadier Position of Air Force is more alarming, where most of the pilots want to leave. But on the other hand very few IPS and IAS has left the service.

In the Sixth Pay Commission, no member is included from Armed Forces. Therefore, Parliamentary Committee has decided to make Sixth Pay Commission aware of the service condition of the Armed Force.

    Everybody would agree to this recommendation. Though I am not related to Defence in any way, I truly wish that there be a different pay panel for defence personnel in view of the their wholly different terms and conditions of jobs. Government must accept the recommendation of that committee.

    Seperate pc for armed forces is not the right foot forward.
    What needs to be done is the rationalisation of the thought process of the pc staff. Perhaps, one member could be from the forces, even retired.
    Having said that, let me add that the brunt of terrorism is not faced by the defence forces alone; paramilitary and state police also are affected, adversely.

    You all guys must know the exact reason for anti-government employee posicies of Mr. FM. He thinks that all the Government are getting pay without doing work, as he himself is getting. That's the exact reason. He has no fault in it. He is purely innocent. I am on his side that's why.

    Govt.service in India does not attract the brightest candidates.People from lower middle class in villages and smaller towns only opt for govt service because they are not confident about surviving in the highly demanding private sector.People who have gone to good schools and colleges in cities have all the skills necessary to take on challenging jobs in the corporate world. Therefore, they are paid attractive salaries and hence enjoy a higher standard of living.

    Where is IR????? If FM is not ready to annouce IR????? Ask him to introduce highest possible "Interim Government Service Tax (IGST)" on all government employees. He will introduce it within seconds. Sixth pay commission will recommend 100 ways of increase pay and 1000 ways of charging service tax. Out of 100, 1 increase will be given and out of 1000, 1001 number of taxes will be imposed at the earliest by the FM. Thanks to FM for being so kind to us.

    The economy of the country is booming and India is moving forward very fast to become a super power. The government machinery has to create an atmosphere conducive to this. Special, very attractive and at par with the best in private sector, package is needed for the officers of concerned regulators, departments and ministries. Officers of Ministry of Corporate Affairs, SEBI, and Department of Foreign Trade should be given the best pay and perks. Otherwise the jobs would not attract talented youths, and the economic growth of the country would be adversely affected as a result of that. At present many of the officers of such departments/ regulators are considering quitting. Take the example of M/O. Corporate Affairs. The officers of that ministry are appointed from a cadre called ‘Indian Company Law Service’ (ICLS). The pre requisite qualification for applying for selection to ICLS is to be a CA, CS, Cost Accountant or Advocate with specified years of experience in company law matters. Many of the presently serving officers are having more than two of the required professional qualifications. In the present scenario where they get huge pay outside how many experienced professionals would opt to apply, for the cadre ?.

    this is ashok puranik a trauma surgeon with armed forces
    i stongly suggest following measures to be implemented in 6th pay commission:-
    identify lazy/kamchors and dedicated ones and reward accordingly.pay enough to your soldier so that they can afford a decent life,house and education of thier children.who should be driving BMW OR MERC in this country?
    i cant even imagine to have house in metropoltan place.
    surgeons,anaesthetists,gynecologists and people who has to work extra hours ,calls and temporary duties should be paid accordingly coomensurating to thier productive contribution.
    extra work should have extra pay.
    any displacement and temporary duties should be paid minimum 1000/day.
    following expenditure should be exempted from tax:-
    fee for children education.
    fuel expences for duty
    house repairs
    moving in moving out and refurbishing
    professional conferences,books and special equipment
    special anual packages for holiday


    Is any body listening.

    goverment should generate enough tax,what requires is strict implementation of tax laws,punish tax evaders specially the taxchorbaniyas,there is no derth of money in this country.

  10. Its disgusting that it takes Pay Commission such a long time to even prepare the recommendations. Armed forces personnel have a lot of expectations from 6th CPC. They are dreaming that the government is going to open its miser pocket for the soldiers. Every soldier is eagerly waiting for the final announcements. But the fact remains, the govt doesnt have enough time for these issues whereas they have enough time for Nuclear issue... look at the CPI.. they have all the time to protest against Joint Naval Exercise... I wonder if someday they will rise against the Govt for the sake of people who are always ready to lay their lives for the nation..... Pramod

    Everybody would agree to this recommendation. Though I am not related to Defence/paramilitary in any way, I truly wish that there be a different pay panel/retirement panel for defence/paramilitary personnel in view of the their wholly different terms and conditions of jobs.
    If defence ministry have such facility earlier than it should also be framed for paramilitary forces especially pension rules required separt from CCS(Pension Rules )Government must accept the recommendation of that committee.

    DEMAND FOR SEPERATE PAY COMMISSION FOR ARM FORCE PERSONS URGENTLY TO SAVE THEIR PERSONAL LIFE & ALSO AFTER RETIREMENT LIFE. ITS ONLY ABLE TO DO THE PAY HIKE OF FORCE PERSON. THEY ARE NOT GETTING SUFFICIENT SALARY TO MAINTAIN THEIR FAMILIES IN PEACEFUL MANNER. THEY ARE NOT ABLE TO COMPARE THEIR LIFE WITH CIVIL CENTRAL EMPLOYEE WHENEVER THEY ARE SPEND THEIR 24 HOURS TIME FOR FOCES WORK. ITS A VERY MUCH SERIOUS CAUSE TO PROTECT ARMY PERSON LIFE ONLY TO INCREASE THE SALARY.

    Blame it on the generals who have lost the balls as they get the stars. one of my frends in defense says thier bosses loose balls(manlyness) as they go to top and it starts from the Leitunent Commaner/Major/Squadron leader level. they have to compromise as per their seniors and they learn that when they become generals they have to become GOVERNOR'S of state and hence they don't utter a word against political bosses or the civil servants in defense ministry. Man if this continues only one thing I can ay and that is we will soon be enslaved and so dont worry our leaders cant give us good governance so we can hope that we may get good governance from some foreign hand. As I have lost hope on our political bosses. Be ready to embrace Islam if u want to survive as its gonna be the majority in next 10 year unless we get a better government and as it is the present government wants reservations. so guys bad defense forces bad government and then the bad neighbors.....so be sure that u are gonna get shit if u survive more than 20yrs as u will be forced by the goons of the islam to embrace their faith or u will be "jamidosed" as they call is HA Ha ahahahahahahahahaha. and who will save u then as it is we have weakened our defense forces no one believe me.

    why dont we pay a decent pay to armed forces as per the number of hours they guard us if civil servants gets 8000 per month for working 8 hours then they should be paid thrice as they are on duty 24 hours and there is no chice for them.

    If you want peace, be prepared for war.With an ever increasing no. of armed forces personnel quitting,the nation should introspect and take corrective action. To reject the applications for retirement of armed forces personnel,is not the solution.We've all heard "you can force the horse to the well, but can't make him drink.The armed forces should be restored to their past glory by making them attractive forour younger generation by means of better serving conditions and higher emoluments.

Rightly said.These *@#$!^can increase their salary by manyfold within no time for the job(of destructing India's democracy)they do but always feel shy of incrase the pay of the soldiers who guards this country from the foriegn lusts.More so for the personnel below officer rank.They are just unable to meet the ends.This is really pathetic.I think most of the jawans really need a war to better their condition.Government,if unable to increase the pay of the soldier,should offer a liberal exit policy for them to live with dignity and pride.

  19. Jawans of the armed forces are expecting there is a huge hike in pay scales. All are waiting for the pay hike. When a recruit is posted to his unit the basic pay of the indl is near about 3250, same as the pay of a LDC. After 10 years the difference between the pay scales of a central govt employee and a jawan are 3000 to 5000 Rs. What is the reason. After my 11 yr of service my basic pay is now 3850. The pay difference is only 600 rs from my starting pay. What is this ? Have any answer ? give the answer in media.

    Like many others I myself am hopeful that the sixth pay commision brings with it a much needed relief to the existing financial differences between us and those in the private sector.But then all of us must understand that the demands need to be legitimate n hoping to becime millionares overnite will only need to disappointment.All the best lets all hope for good positive results!

    why sir, graduate and undergraduate pay scale are same expecially for Arm Force. we can not make Education cerfificate same civil service.thank rply.

    There are many pending issues related to the welfare of jawans/airmen such as enhancing of pay grade of Sgts, upgrading Gp Y personnel to x group. Is there any high ranking officer to project such issues strongly. No, because officers are affected by this. remember when pay comm was announced, all the issues related to officer were addressed within 2-3months. So friends efforts by Lt gen, Gen & Defence Min are for officers and not for the jawans. We are still working under British mindset. Looking for friends who can highlight such issue.
